The Henrico Board of Supervisors approved several development projects at its Sept. 12 meeting, including plans for an apartment building in the Near West End, north of the intersection of Thalbro Street and Westmoreland Street. It’s a larger version of a proposed development on the same site approved by the board last year, expanded to include an additional piece of land the developer has since acquired.
