Biologists do not need helicopters four wheelers or horses to manipulate harvest rates. They can do this in multiple ways without ever leaving their desk. Whether they limit the number of hunters, change season dates, reduce hunt length, or create extra hunts biologists have a multitude of ways to provide opportunities as well as increase or decrease harvest rates.
