Geçtiğimiz yıl 20 Kasım 2023’te vefat eden Emekli Büyükelçi Bilal Şimşir’i birden fazla ünvanıyla anmak gerekiyor. Türk Tarih Kurumu şeref üyesi olan Büyükelçi Şimşir öncelikle bir araştırmacı tarihçi, akademisyen ve daha sonrasında Büyükelçilik mertebebine ulaşıncaya kadar 38 yıl boyunca Dışışleri Bakanlığında hizmet veren bir diplomattır. Parlak diplomatlık kariyerinin yanısıra, Bilal Şimşir’in Türk tarihçilerinin duayenlerinden biri ve fevkalede üretken bir araştırmacı olduğunun altının çizilmesi gerekir. Osmanlı İmparatorluğu, Türkiye Cumhuriyeti ve Balkanlar’daki Türk varlığına ilişkin farklı ve geniş konu başlıklarını kapsayan 100’ün üzerinde kitabı bulunmaktadır.

Türkiye Cumhuriyeti, 24 Temmuz 1923’teimzalanan Lozan Barış Antlaşması’nın yüzüncü yıldönümünü kutlamaktadır. Bu çokönemli antlaşma, Cumhuriyet'in kuruluş temellerini oluşturmuştur. Tarihselaçıdan önemli olan bu antlaşma, Mustafa Kemal önderliğindeki MilliyetçiHareket'in, daha önce dayatılan Sevr Antlaşması'nı feshetme ve uygun koşullardayeni bir anlaşma yapma cesaretini ortaya koymuştur. Lozan Antlaşması,Türkiye'nin çökmüş bir imparatorluktan bağımsız, egemen bir devlete dönüştüğünügöstermiş ve egemen uluslar arasında tanınmasını güvenceye almıştır. Atatürk,"Nutuk" olarak adlandırılan tarihi konuşmasında antlaşmayı, Türkmilletine yönelik uzun süredir devam eden komplolara karşı muzafferiyet olaraknitelendirmiştir. Bu başarı, Türkiye'nin egemenliği ve bağımsızlığı için 1919Amasya Bildirgesiyle başlayan uzun soluklu bir mücadelenin sonucudur. LozanBarış Antlaşması, bugünkü meydan okumalar ve bölgesel gerilimler göz önünealındığında, imzalanmasının üzerinden bir asır geçmesine rağmen öneminikorumaktadır.

Bu çalışma,Gelibolu ve Kurtuluş Savaşlarının damgasını vurduğu ve çalkantılı bir çatışma veulus inşası dönemi olan 1915-1923 arasındaki yıllarda gerçekleşen ve Türk tarihibakımıdan önemli yere sahip merasimleri ve dönüm noktalarını incelemektedir. Sözkonusu çalışma, bazı ortak çabalarla Türklere ve Türkiye Cumhuriyeti’neyönetlik bir karalama stratejisinin yürütüldüğünü ve bu stratejinin önemli Türkzaferleri ve Türk Büyük Millet Meclisi’nin kurulması hakkında olumsuz fikirleryaratmaya amaçladığını savunamktadır. Çalışma ayrıca ağırlıklı olarak ABD veBatı Avrupa’daki belirli lobi ve diaspora grupları öncülüğünde kapsamlı bir “Hristiyansoykırımı” anlatısı oluşturma girişi olduğunu ortaya çıkarmaktadır. Söz konusuanlatı, tarihsel karmaşıklıkları tehlikeli bir biçimde aşırı basitleştirip çarpıtmaktave genellikle jeopolitik kazanımlar için kullanılmaktadır. Son olarak, çalışmaErmeni ve Rum lobilerinin Türk-karşıtı hislerin teşvik edilmesindeki önemlietkisine dikkat çekmektedir. Bu çalışma bahis konusu çarpıtmaları ele almaktave hem nüanslı hem de bağlamsal olarak bilgilendirilmiş akademikdeğerlendirmeyi savunmaktadır.

2019 yılında yapılan AVİM analizinde, 2014 Ukrayna çatışmasısonrasında Avrupa'daki, özellikle de Avrupa Güvenlik ve İşbirliği Teşkilatı(AGİT) bölgesindeki neredeyse tüm silahların kontrolu rejimlerinin önemininazaldığı vurgulanmıştı. Bu rejimlerdeki aşınma ABD'nin 2019 yılında OrtaMenzilli Nükleer Kuvvetler Antlaşması'ndan (INF) çekilmesi ve Rusya'nın da bunutakip etmesiyle belirgin hale gelmiştir. Bu ortamda, Nükleer SilahlarınYayılmasının Önlenmesi Antlaşması (NPT) kapsamındaki nükleer silah sahibi devletler,bölgesel ve küresel güvenliğin sağlanmasında caydırıcılığın önemini savunurken,nükleer silah sahibi olmayan devletler potansiyel bir nükleer silahlanmayarışından endişe duyduklarını ifade etmektedir. ABD ve Rusya arasında 2010yılında imzalanan ve önemli bir antlaşma olan Yeni Stratejik SilahlarınAzaltılması Antlaşması (New START) stratejik nükleer varlıklara kısıtlamalargetirmiştir. Ancak bu antlaşma, Rusya'nın 2022 yılında Ukrayna'ya yönelikaskeri harekatları sırasında uygulamayı askıya alması nedeniyle engellerlekarşılaşmıştır. Bu gelişmeler, yıllarca süren uluslararası işbirliğinin ürünüolan yerleşik silahların kontrolu rejimlerinin zayıflamaya başladığınıgöstermektedir. Mevcut istikrarsız küresel güvenlik ortamı, çalkantılı zamanlarınhabercisi olup, küresel esenlik bu rejimlerin sadece korunmasında değil, aynızamanda geliştirilmesinde yatmaktadır.

In the 2019 AVİM analysis, it was emphasized that post-2014Ukraine conflict, most arms control regimes in Europe, especially within theOrganization for Security and Co-operation in Europe (OSCE) area, diminished insignificance. This deterioration was evident when the U.S. withdrew from theIntermediate-Range Nuclear Forces (INF) Treaty in 2019, a move followed byRussia. Amid this backdrop, while nuclear weapon states under the Treaty on theNon-Proliferation of Nuclear Weapons (NPT) maintain the relevance of deterrencein ensuring regional and global security, non-nuclear states expressapprehension about a potential nuclear arms race. The New Strategic ArmsReduction Treaty (New START), a paramount agreement, was signed between theU.S. and Russia in 2010, placing restrictions on strategic nuclear assets. Thistreaty, however, faced hurdles as Russia suspended its implementation in 2022during the military actions against Ukraine. These evolutions suggest thatestablished arms control regimes, products of years of internationalcollaboration, are waning. The current unstable global security environmentforewarns of turbulent times, and the salvation lies in not only preserving butalso enhancing these regimes for global well-being.

This study investigates the commemorations and milestones significant to Turkish history from 1915 to 1923, a tumultuous period of warfare and nation-building marked by the Battle of Gallipoli and the Turkish War of Independence. This research argues that the concerted efforts represent a strategy to defame the Turks and the Republic of Türkiye, serving as a distraction from the notable Turkish victories and establishment of the Turkish Grand National Assembly. Further, the study uncovers recent attempts to construct an overarching narrative of Christian genocide, led predominantly by certain lobby groups and diaspora factions in Western Europe and the USA. This discourse dangerously oversimplifies and distorts historical complexities and is often manipulated for geopolitical gains. Finally, the analysis highlights the significant influence of the Armenian and Greeks lobby in promoting anti-Turkish sentiment. This paper serves to address these distortions and argues for academic scrutiny that is both nuanced and contextually informed.

The French academic landscape has been increasingly confronted with contentious debates surrounding the concept of "Islamo-leftism" and the potential influence of foreign states in higher education and research institutions. This paper intends to provide a snapshot introduction to these issues, focusing on the role of key political figures, implications for the study of race and racism in academia, and potential consequences for academic freedom in France. In addition, a fact-finding mission initiated by the "Rassemblement des democrats, progressistes et independants (RDPI)" (The Rally of Democrats, Progressive, and Independent) group in July 2021, under the chairmanship of Senator Etienne Blance and rapporteur Senator André Gattolin, investigated non-European state influences in the French university and academic world. The report from this mission formulated 26 recommendations grouped into five objectives to prepare France and its institutions for the struggle to preserve and better protect the French scientific heritage, academic freedoms, and research integrity from potential foreign interference.

Celebrating the centennial of the Lausanne Peace Treaty, signed on July 24, 1923, this article highlights its significance in laying the groundwork for the Republic of Turkey. The Treaty, a turning point in Turkish history, showcased the power of the Nationalist Movement led by Mustafa Kemal to establish an independent and sovereign Turkish state from a fragmented empire. The concepts of sovereignty and independence, foundational principles of the Republic, emerged from this struggle, emphasizing their importance in the Turkish War of Independence. In contrast to other treaties ending World War I, the Lausanne Peace Treaty remains valid and durable, regarded as the "birth certificate" of the Republic of Turkey. Despite criticism from some groups, Turkish people overwhelmingly support the Treaty. Recent questioning of the Treaty's aspects by academic platforms outside of Turkey serves as an opportunity to bring this historical document to the world's attention. The centennial celebrations will underscore the importance of independence and sovereignty in Turkey's history, and any attempts to amend the Treaty are likely to be met with strong opposition from Turkish public opinion.

On December 18, 2022, the far-right neo-Nazi group Golden Dawn (GD) publicly reappeared and held a march and rally in Florina, Northern Greece. This is significant because many group members, including those serving in the Greek Parliament, were convicted in 2020 for heading a criminal organization.
Florina is known for being a far-right stronghold due to its proximity to the state of North Macedonia and its Slavic-speaking population. Ulusal veya Etnik, Dini ve Dilsel Azınlıklara Mensup Kişilerin Haklarına Dair Bildiri'nin (bundan böyle Bildiri) kabul edilmesinin 30’uncu yıldönümü, 13 Eylül 2022 Salı günü başlamış olan BM Genel Kurulu'nun (BMGK 77) 77’nci oturumunda BM'de kutlanmıştır. BM Genel Kurulu, 18 Aralık 1992 tarihinde, Bildiri’yi 47/135 sayılı Karar ile, oylama yapılmaksızın, kabul etmiştir. BMGK kararının dördüncü giriş paragrafında belirtildiği üzere, Bildiri, Medeni Haklar ve Siyasi Haklara İlişkin Uluslararası Sözleşmesi’nin (bundan böyle Sözleşme) etnik, dini ve dilsel azınlıklara ait kişilerin haklarını konu alan 27’nci maddesinin hükümlerinden esinlenmiştir. BM Anlaşmaları Serisine göre, bu Sözleşme 23/09/2003 tarihinde Türkiye tarafından onaylanmış, 23/12/2003 tarihinde yürürlüğe girmiştir. BM Bildirisi’nin 2/1 sayılı paragrafında, “Ulusal veya etnik, dini ve dilsel azınlıklara mensup kişiler, kendi kültürlerinden yararlanma, dinlerini açıklama ve uygulama ve dillerini özel ve kamusal alanda özgürce ve müdahale veya herhangi bir ayrımcılık olmaksızın kullanma hakkına sahiptir.” ifadesi mevcuttur. ...

1879-1920 yılları arasında Ortodoks Sırp toplumu, en az altı dini bölge olarak yönetilmiştir (Carlowitz, Karadağ, Dalmaçya ve Cattaro, Belgrad, Bosna-Hersek ve Güney Sırbistan, son ikisi İstanbul Patrikhane'sine bağlıydı). Dini bütünleşme ihtiyacı, 1919 yılında İstanbul Patrikhanesi’ne bir kez daha müracaatta bulunulmasına yol açmış ve altı dini bölgenin, tüm Sırplardan oluşan tek bir patrikhanesinin bünyesinde birleşmeleri için onay istenmiştir. Günümüz Karadağ’ının kuruluşuna kadar olan dönemin bu özeti, Karadağ Ortodoks Kilisesi'nin (MOC) tarihini de kısaca yansıtmaktadır. Birinci Dünya Savaşının sonuna kadar Karadağ, bağımsız bir devlet ve devletin dini de Ortodoksluk olmuştur. Ortodoks Kilisesi’nin Balkanlar’daki tarihi gelişimi, kilisenin, ülkelerin iç/dış siyasetindeki ve ulusal kimliğin oluşmasındaki güçlü rolü ve devlet yapısına hakimiyeti, ayrıca teopolitika kavramının açıklanmasında özgün bir örnektir. Ulusal kimliğin oluşmasına paralel bir şekilde, dini kimliğin devletin yöneticilerine ve liderlerine hükmedip, onları yönlendirdiği gerçeği, ortodoksluğun temel unsurlarından biri olarak ortaya çıkmaktadır.

The UN General Assembly adopted the Declaration in resolution 47/135 on 18 December 1992 without a vote. On the occasion of the celebration of the 30th anniversary of the Declaration, the EU made a statement on 21 September 2022 in New York. It is astonishing, at the very least, that the EU Special Representative, while talking about significant human rights violations and offering examples that are of worldwide importance today, also brings up the claim in its statement that the "past discrimination against the Greek minority in Turkey" which has nothing to do with the significant human rights violations on an international scale. There is no doubt that this sentence was included in the statement of the EU Special Representative for Human Rights, Eamon Gilmore, upon the insistence of Greece, which has made a habit of using the EU as a tool in its smear campaign against Turkey. Among others, in his statement to the UN, it is regrettable that the EU Special Representative for Human Rights included the allegations regarding Greek Orthodox Turkish citizens with minority status in Turkey without adequately examining the issue imposed on him by the Greek authorities. The term of reference of the Special Representative indicates that he has no authority to deal with the human rights violation problems in the EU member countries. It is assumed that if he becomes knowledgeable about the human rights violations against certain minorities in member states, he can be more careful about bringing to the fore the problematic issues that may be imposed on him by some member states such as Greece.

According to the factsheet prepared by the EU #ExternalActionService (EEAS), which carries out the EU’s #CommonForeignandSecurityPolicy , The Strategic Compass (SC) provides an analysis of the strategic environment of the EU and seeks to bring greater coherence and a strong shared sense of purpose to the EU’s security and defence efforts. To this end, it is stated that the adoption of the SC is a strong sign of unity, that the EU Member States have for the first time agreed on a shared vision with detailed objectives of what they want to achieve in security and defence, and that the SC demonstrates their firm determination to make the EU a more capable actor in security and defence. Furthermore, it is described as a guide for action, providing concrete proposals and timelines for the coming 5-10 years of the EU. Currently, the #Western block is focused on different parts of the #European continent, namely, the #Baltics and the #Balkans . Yet, unlike the #Baltic region, the Balkans has not only been experiencing political crisis but also an existential crisis for quite some time now. The #Westerncountries and specifically the #EuropeanUnion countries as a group have decided to transform the #Balkanregion ontologically, starting with its name. Apparently, the Balkans is divided into three sub regions. According to the EU; Croatia, Bulgaria, Romania, and Greece, since they are members of the EU, are not part of the Balkans anymore. On the other hand, Bosnia-Herzegovina, Serbia, Montenegro, Kosovo, Albania, and Macedonia comprise the so-called "Western Balkans" sub-region. Turkey, by its lonesome self, makes up the "Eastern Balkans" region. How a single country by itself can make up a region is left unexplained. It is clear that the term "Eastern Balkans" is used as an exclusionary term; it is simply utilized by the EU to exclude Turkey from the rest of the European continent …

In our analysis titled "Consequences of the #MaterialBreach of the Lausanne Peace Treaty" published on 7 October 2020, we gave information about the demilitarized status of the eastern Aegean islands in the framework of the #Lausanne #PeaceTreaty and drew attention to the direct linkage between the possession of #sovereignty over those islands and their #demilitarized status. In this context, we stated that #militarization of these islands in contravention of the relevant provisions of the #LausannePeaceTreaty amounts to “material breach” of the mentioned #treaty , since the #demilitarization provisions are essential to the accomplishment of the object or purpose of the treaty. UnitedNationsGeneralAssembly ( #UNGA ), on January 20, 2022, adopted a resolution regarding the #Holocaust denial and rejected and condemned "without any reservation any denial of the Holocaust as a historical event, either in full or in part." Resolution in its preambular part emphasizes the positive role of exercising the right to freedom of opinion and expression and full respect for the freedom to seek, receive and impart information for strengthening democracy and combating religious intolerance. It reaffirms the exercise of the right to freedom of expression. The resolution also states that freedom of expression involves special duties and responsibilities, therefore be subject to certain restrictions, but that these shall only be such as are provided by law and are necessary for respect of the rights or reputations of others and the protection of national security or public order, or of public health or morals. It further underscores that "all measures taken must be in full compliance with international #humanrights law, per article 19 of the International Covenant on Civil and Political Rights." Finally, the resolution reaffirms that the Holocaust resulted in the murder of nearly 6 million #Jews , 1.5 million of whom were children, comprising one-third of the Jewish people, and draws attention to the international legal basis of the #Nuremberg Tribunal judgments regarding the Nazi perpetrators of the Holocaust as follows: "Reiterating the principles of international law recognized by the Charter of the Nürnberg Tribunal, and taking note with appreciation of their codification by the International Law Commission in 1950." It should be mentioned that the Charter of the International Military Tribunal is an Annex to the Agreement for the prosecution and punishment of the major war criminals of the European Axis.

The German colonial empire committed multiple atrocities in Africa in the past century. Germany now faces the prospect of a historical reckoning. So far, Germany, among other issues, has engaged three negotiation processes in Africa involving reparations. In that respect, a negotiation process started in 2015 between Germany and Namibia regarding the systemic massacres of the Herero and Nama people of Namibia, which even some German government officials have referred to as being genocidal. Another African country which put forward similar assertions against Germany is Tanzania. The Tanzanian government claims that tens of thousands of people were tortured and killed by German soldiers to eliminate rebels during the period between 1905 and 1907. In line with these claims, Tanzania started a court process in 2017. Last in line is Burundi. In our recent analysis titled “Turkey Assumed the Chairmanship-In-Office of the South East Europe Cooperation Process (SEECP)”, we referred to the 1934 Pact of Balkan Entente (shortly 1934 Balkan Pact) and described this treaty as the precursor of the South-East Europe Cooperation Process. In this context, we emphasized that the Balkans is the core of the “South East Europe” sub-region of Europe. Geographically, this subregion is fundamentally and primarily coterminous with the Balkan Peninsula, hence, is historically known as the Balkans. Historian Maria Todorova, who is well known for her work on the history of the Balkans, in titled book “Imagining the Balkans”, elaborately elucidates the Turkish roots of the toponym “Balkans” and explains how the terms of “Southeastern Europe” and “Balkans” are used interchangeably.
A Greek diaspora online media based in Australia has recently published a news item regarding the Greek dramatic TV series named “To Kokkino Potami” (Red River) which is said to have been broadcasted in Greek Open TV channel from October 6, 2019 to July 13, 2020 in 32 episodes. According to mentioned news item, the said historic romantic drama series is “based on the homonymous novel by Haris Tsirkinidis detailing the real events surrounding the Greek Pontian genocide”, and “follows the real-life story of a young couple from Pontos, a then Greek-populated region on the southern coast of the Black Sea during the 19th century.” As per the TV series’ director Manousos Manousakis, “One of the main aims of this series, is for the Greek Pontian genocide to be globally recognized and not just for our satisfaction and for the feeling of fairness as Greeks, but because a crime that is not punished historically keeps on getting repeated”...
July 24th is the 93rd anniversary of the Peace Treaty of Lausanne (in this text, the “Lausanne Peace Treaty” will be referred to as the “Lausanne Treaty”). The Lausanne Treaty is an important international contract that was negotiated, signed, and ratified by almost all important participants of the First World War. It is not only a crucial treaty due to the identity of the participating countries, but it is also crucial due to the scope of subject areas it covers. It is a treaty that covers political, military, economic, and humanitarian issues that appertains to the Ottoman Empire and Eastern Front of the First World War. It would not be farfetched to argue that it does not only effect the signatory countries, but has wide ranging ramifications for third countries. Any demands for revision, alteration, or termination of such a treaty must be met with utmost skepticism. This is especially valid for demands that are not based on any principle and rules mentioned in the treaty itself or that are contrary to the general principles of international law. Thus, any subjectively motivated claims regarding this treaty, including those of the Republic of Armenia and the Armenian diaspora rooted in the events of 1915 must be reviewed and evaluated on the basis of the above mentioned context.
