If it were only to teach Rabbi Elazar’s law, the _possuk_ should have said _“lo suchal l’ochlo”._ If it were only to teach Rav Asi’s law, the _possuk_ should have said _“lo suchal litlo”._ _‘Se’eiso’_ includes both teachings.
