With the ever-evolving terrorism threat landscape, communication between law enforcement entities is more crucial than ever.

In today’s episode, Special Agent Scott Robinson joins us to discuss the FBI’s role in counterterrorism efforts and how its partnerships with NJOHSP and other law enforcement agencies help keep New Jersey safe.

Homeland security and law enforcement professionals have taken notice of the rise in activity by white supremacist extremists. Individuals and groups following this ideology have cited the concept of accelerationism to justify their actions and evolved their tactics to include posting manifestos and livestreaming their attacks. The arrest of a Camden County man accused of directing others in a neo-Nazi network to vandalize synagogues, the sentencing of a Sussex County man obsessed with Nazis and mass shootings, and a doubling of recruitment efforts through flyering are examples of acts intended to intimidate, inspire, and network in New Jersey. NJOHSP increased the threat posed by white supremacist extremists from moderate to high in 2020, joining them with homegrown violent extremists (HVEs) inspired by foreign terrorist organizations as the most persistent hostile actors across the State.

Join our analysts in the final episode of the 2020 Terrorism Threat Assessment series as they break down what prompted the rise in threat level for white supremacist extremists and what to expect from them and HVEs this year in New Jersey and throughout the United States.

Despite experiencing significant organizational changes in 2019, terrorist groups overseas continued their calls for attacks against the United States and other Western interests abroad. Al-Qa’ida considers itself the de facto leader of the global jihadist movement while leaning heavily on the operations of its affiliates to motivate supporters. Despite the death of founder and leader Abu Bakr al-Baghdadi in a US Special Operations Forces raid in October, ISIS is expected to operate similarly with multiple affiliates pledging allegiance to new leadership.

In the third installment of our 2020 Terrorism Threat Assessment series, our analysts discuss the activity of these foreign terrorist groups in 2019 and what impact it will have on their operations this year.

Communities in New Jersey and throughout the United States have experienced incidents stemming from a variety of ideologies associated with domestic terrorism, including an increased threat posed by white supremacist extremists. In 2019, domestic extremists conducted nine attacks and were responsible for an additional 35 plots, threats of violence, and instances of weapons stockpiling, according to an NJOHSP nationwide review. In particular, race-based extremists were responsible for 57 percent of all domestic terrorism incidents, highlighting a new threat focus for law enforcement.

Communities across the United States and around the globe have suffered unimaginable tragedies over the past year at the hands of individuals driven by hate. New Jersey has also faced incidents supportive of extremist ideologies. In December, two individuals fatally shot a detective and three civilians in Jersey City in an attack rooted in anti-Semitism and anti-law enforcement sentiment. A Camden County man was arrested in November on accusations he directed acts of vandalism against two synagogues in Midwestern states for the purpose of intimidating minorities. A Sussex County man accused of being obsessed with Nazis and mass shootings was charged in June with weapons offenses and bias intimidation. Recruiting efforts by various groups have been prevalent, with flyering incidents increasing since 2018.

Mental illnesses are extremely common; mass violence is not. Despite the fear and public scrutiny, mass shootings are statistically rare events. But it is hard for most people to imagine that a mentally healthy person would deliberately commit an act of mass murder; thus, it is often assumed that the perpetrators of mass violence must be mentally ill. There is a tendency to overuse mental health problems as an explanation for violence, but the relationship is far more complex than typically presented. While there is a modest link between mental illness and violence, there is no basis for a generalized fear of people with mental illness. Having a mental illness does not predispose someone to violence of any type, and certainly not mass violence.

In our Season Four finale, Steve Crimando of the New Jersey Department of Human Services’ Disaster and Terrorism Branch joins us again to unpack this complicated relationship and offer insights into the programs and resources that address both mental health and mass violence in the State.

On October 26, US Special Operations Forces killed ISIS leader Abu Bakr al-Baghdadi in a raid in the northwest Syrian village of Barisha, located in the Idlib province.

Continuing our discussion of the structured analytic techniques toolbox, we come to Analysis of Competing Hypotheses (ACH), which is an unbiased methodology that identifies a set of hypotheses and systematically evaluates data that is consistent or inconsistent with each hypothesis. ACH is an eight-step procedure grounded in basic insights from cognitive psychology, decision analysis, and the scientific method. The use of ACH compels analysts to set aside preconceptions and look for inconsistencies in the data that may indicate a flaw in their reasoning or deception by the target. It ultimately forces analysts to disprove hypotheses rather than allowing them to jump to conclusions before they properly evaluate the evidence.

In this episode of the Developing the 21st Century Analyst series, we discuss the steps of ACH and how our office uses this technique in real-world scenarios.

Our previous episode discussed gathering information as a crucial step in the intelligence cycle, allowing analysts to provide actionable intelligence that ultimately improves how an agency performs its public safety responsibilities. The Intelligence Cycle is the process of developing raw information into finished intelligence for policymakers to use when making decisions and taking action. Each organization may take a slightly different approach developing their intelligence model based on their needs and what suits their organization best.

The primary focus of NJ Transit’s Police Department (NJTPD) is providing police services to bus depots and rail stations throughout New Jersey. NJTPD is the only transit police agency in the United States with statewide authority and jurisdiction. NJTPD’s Intelligence Section manages NJTPD’s counterterrorism and criminal intelligence programs. The section is responsible for the collection, analysis, production, dissemination, and coordination of intelligence for NJTPD’s counterterrorism and crime prevention and suppression missions.

In today’s episode, we sit down with NJ Transit Director of Intelligence Ed Bruce to discuss the mechanisms of the intelligence cycle for New Jersey’s transportation system.

Some domestic extremists are likely willing to shift to foreign terrorist ideologies as a way to justify violence due to their susceptibility to radicalization, existing violent tendencies, and willingness to support extremist groups. An NJOHSP review found that many domestic extremist and foreign terrorist ideologies share similar viewpoints typically rooted in hatred and intolerance.

Trauma is the leading cause of death in Americans under age 46. These life-threatening traumatic injuries require immediate action to stop someone from dying. The University Hospital’s Center for Emergency Preparedness and Response, located at the University Hospital campus in Newark, provides a variety of training courses for healthcare professionals, first responders, and community members throughout the entire State. The center specializes in the rapid development and implementation of courses to address emerging issues.

On the latest episode, instructors from the Center for Emergency Preparedness and Response sit down with NJOHSP to discuss the Until Help Arrives and Bleeding Control training programs and how they can prepare individuals for these scenarios. The group reviews these two programs and the importance of educating and empowering community members to take action and provide lifesaving care before the professional help arrives.

The Technology Foresight Forum was hosted earlier this year by the Stevens Institute of Technology Maritime Security Center (MSC)—a US Department of Homeland Security Science and Technology Center of Excellence—and the NY/NJ Regional Metro Alumni Chapter of the Naval Postgraduate School’s Center for Homeland Defense and Security (CHDS). This forum brought together a broad base of representatives from the public, private, and government sectors to engage in discourse on the capabilities and potential implications of artificial intelligence, machine learning, and autonomous vehicles on safety, security, and public policy.

In addition to presenting at the forum, NJOHSP took Intelligence. Unclassified. on the road to talk to some of the forum participants, see how technology impacts each of their organizations, and learn what they hoped to get out of these artificial intelligence-related panels.

The Federal Bureau of Prisons estimates it will release 112 inmates with convictions relating to international terrorism between 2015 and 2020, with an additional 100 releases between 2021 and 2031. NJOHSP assesses that the threat from terrorists recently released from prison is moderate given the small number of releases in connection with terrorism-related offenses over the past five years, supervision upon release, and public scrutiny.

On March 15, suspected white supremacist extremist Brenton Harrison Tarrant, a 28-year-old Australian man, attacked two mosques, killing 50 and injuring 50 others in Christchurch, New Zealand. In the immediate days following the attacks, various international terrorist groups and other white supremacist extremists commented on the attack, either condemning and calling for revenge or showing their support.

Domestic extremists’ wide-ranging ideologies pose unique challenges to New Jersey and the surrounding region, as they employ a variety of robust methods to conduct attacks, have varying motivations, and are often willing to engage in violence.

Although overseas, foreign terrorist organizations pose unique challenges to homeland security professionals and law enforcement. These groups attempt to conduct attacks within the United States and have plotted to target US infrastructure as well as overseas US interests. In 2019, ISIS will maintain its insurgency in Iraq and Syria, support its global affiliates, and attempt to inspire attacks through propaganda dissemination, while al-Qa’ida and its affiliates will focus on targeting Western interests abroad, also disseminating propaganda to its followers, and attempting to expand its operations in West Africa.

In this episode, our analysts discuss what 2018 looked like for these foreign terrorist groups, how they have evolved over the years, and what threat they may present to the State of New Jersey.

Homegrown Violent Extremists (HVEs) are individuals inspired—as opposed to directed—by foreign terrorist organizations and radicalized in the countries in which they are born, raised, or reside. These organizations continue to call for attacks in the West, despite the groups’ inability to execute large-scale attacks in recent years. HVE support in the United States for foreign terrorist organizations will remain unremitting, despite a decline in HVE attacks and overall activity since 2015. In 2018, there were seven individuals involved in attacks and plots nationwide and eight others charged with material support.

Join us as we discuss why HVEs remain the highest threat to New Jersey due to their sustained support of foreign terrorist groups, the unpredictability of attacks, and their susceptibility to online propaganda.

The Regional Operations Intelligence Center (ROIC) is New Jersey’s state fusion center, a joint interagency intelligence enterprise comprised of 175 personnel from various law enforcement and public safety agencies. The ROIC is the State’s hub for intelligence and includes input and personnel from agencies such as the FBI, US Department of Homeland Security, NJOHSP, and numerous state, county, and municipal agencies. Analysts from all partnering agencies collaboratively link data to create “actionable” intelligence that guides tactical investigations in real time. The ROIC is also the home for the Office of Emergency Management and State Emergency Operations Center, and it serves as the command center for all State-led emergency response operations, such as natural disasters, chemical/nuclear emergencies, and terror alerts. During emergency response missions, the ROIC serves as the gateway for situational information and requests for aid. It allows a coordinated and measured response by matching requests with resources and personnel run by federal, state, and local agencies.

In October, Robert Bowers targeted members of the Jewish community when he entered a Pittsburgh synagogue and opened fire, killing 11 people and injuring six. It was an attack not only toward members of that congregation, but also against all citizens throughout the United States who should be able to go about their daily lives without fearing for their safety at any event or venue. The threat from individuals who similarly wish to do harm has hit home in New Jersey as well. In May, NJOHSP detectives arrested and charged a sovereign citizen extremist for the first time under a new State statute for filing fraudulent liens. In October, an anti-government extremist transported explosive materials through our State with the goal of conducting an attack on Election Day in Washington, DC. That same month, Cesar Sayoc Jr. mailed Cory Booker and 15 other Democratic figureheads packages that contained improvised explosive devices.

These incidents further demonstrate the wide-ranging ideologies associated with domestic terrorism and have only further strengthened our Office’s resolve to protect the diversity that makes New Jersey so unique. Scammers may target victims through a variety of methods, including via phone calls, text messages, emails, compromised websites, or unsecured Wi-Fi networks.

This week, one of our cyber threat analysts at the New Jersey Cybersecurity and Communications Integration Cell (NJCCIC) discusses proactive steps to reduce your risk and make it harder for cyber criminals to succeed this holiday season.

Historically, white supremacist extremists have leveraged alternative social media platforms to promulgate their ideologies, interact with like-minded individuals online, and attempt to radicalize others. On October 27, Robert Bowers, a suspected white supremacist extremist who espoused anti-Semitic comments online, shot and killed 11 people and injured six at a synagogue in Pittsburgh. Prior to the attack, Bowers posted on Gab, a social media website that claims it is a free-speech alternative to Facebook and Twitter, that the Hebrew Immigrant Aid Society “likes to bring invaders in that kill our people.” Additionally, Bowers shared other anti-Semitic and xenophobic content online, including a picture with the numbers “1488,” a numeric combination popular with white supremacists.

An NJOHSP review of terrorism cases in 2016-17 demonstrates extremists in the West sought employment with private security firms in order to gain weapons experience and access to secure facilities. Although not all security personnel are given weapons training, the position affords credentials, uniforms, and access to otherwise restricted areas. For example, Dahir Adan from St. Cloud, Minnesota, wore his security uniform to enter a mall without suspicion and attack patrons in 2016. Khuram Butt from London sought employment at a security firm that specializes in working sporting events in June 2017 to potentially conduct attacks at the Wimbledon tennis tournament.

According to the National Retail Federation (NRF), American consumers are expected to spend an average of $967 during the 2017 holiday shopping season. This is an approximate 3.5 percent increase from last year’s projections, and a majority of these purchases are expected to take place online. The NRF Consumer Survey found that online shopping is the preferred method of purchase this year for the first time in the survey’s history. Last year, Adobe reported that approximately $5.27 billion was spent in online sales between Thanksgiving Day and Black Friday, with $1.2 billion spent in purchases made through the use of mobile devices.

In recent years, the world has been repeatedly shocked by the gruesome images and actions of ISIS, in particular the footage and stories of children as young as eight executing people. Children play an important role in the organization: the children of the caliphate are seen as "the future of ISIS," and therefore education and propaganda are an important form of indoctrination. ISIS uses minors for suicide attacks, executions and fighting. Research has shown that IS propaganda between in 2015 and 2016 included 89 eulogies of children and youths—a number that steadily increased each monthly, showing that ISIS has gradually opted for this tactic. The role of minors and their future causes international concern for a broad range of reasons. Growing up and potentially fighting in armed conflict will traumatize a large number of these children. Also, what will happen with these children if the Caliphate collapses? Human Rights Watch expressed concerns about the birth registrations that will most likely not be recognized by the international community – potentially leaving children stateless.

This week on Intelligence. Unclassified., Analysis Bureau Chief Dean Baratta had an enlightening call with researcher Liesbeth van der Heide from the International Centre for Counter-Terrorism (ICCT), where they talk about her recent paper, Children of the Caliphate. They will explore the findings she and her co-author provide on young or juvenile ISIS returnees, assessing what sets juvenile returnees apart from adult returnees or the broader population of young criminals, and scoping the potential venues and challenges in their rehabilitation and reintegration.

The VOX-Pol program’s second week-long Training Academy in the Netherlands is designed to provide policymakers, law enforcement, social media companies, and others professionally-tasked with responding to violent online extremism and terrorism with an introduction to the role of the Internet in contemporary violent political extremism(s), including the online strategies of violent jihadis and the extreme right; the role of the Internet in lone actor terrorism; the online behaviors of convicted terrorists; and online CVE (Countering Violent Extremism).

The Training Academy is composed of a mix of formal lectures and hands-on labs. The latter are dedicated to providing participants with an overview of tools and methods for research and analysis in this domain. This past summer, Analysis Bureau Chief Dean Baratta and Intelligence Analyst Paige Schilling attended the academy as presenters and participants. Recent attacks, including those at the Boston Marathon, Seaside Park Semper 5K, concert in Manchester, England, and, most recently, the Las Vegas concert, demonstrate that large-scale events remain attractive targets for terrorists and active shooters.

October is National Cyber Security Awareness Month, which is an annual campaign to raise awareness about the importance of cybersecurity. The Internet touches almost all aspects of everyone’s daily life, whether we realize it or not. National Cyber Security Awareness Month (NCSAM) is designed to engage and educate public and private sector partners through events and initiatives to raise awareness about the importance of cybersecurity, provide them with tools and resources needed to stay safe online, and increase the resiliency of the Nation in the event of a cyber incident.

In the past six months, Vanguard America—a white supremacist group—has expanded beyond Internet-based activity to attending violent protests nationwide, distributing propaganda, and intimidating minority populations. The leader of the group claims there are approximately 200 members in 20 states, including New Jersey.

On June 1, federal authorities arrested two individuals tied to Hizballah’s Islamic Jihad Organization—which is responsible for planning intelligence-gathering, counterintelligence and terrorist activities on behalf of the group internationally—for attempting to provide material support, among other charges. Ali Mohamad Kourani conducted surveillance on a variety of targets in New York City, including FBI offices, an Army National Guard facility, a US Secret Service facility, a US Army armory, and John F. Kennedy International Airport.

Intelligence Analyst Angie Gad sat down with Thomas E. Brzozowski, Counsel for Domestic Terrorism at the US Department of Justice (DOJ), to discuss the complexities of dealing with the domestic terrorism landscape in the United States. FirstNet (First Responder Network Authority) was created in 2012 to deploy the country’s first nationwide, broadband network dedicated to public safety – a network that will provide the capacity, coverage, priority, pre-emption and quality of service our first responders need when we call on them in disasters and emergencies. Recently, FirstNet announced an innovative public-private partnership with AT&T to leverage resources and private sector skills to deploy the FirstNet Network in all 50 states, five US territories and the District of Columbia. New Jersey successfully deployed its New Jersey Broadband Technology Opportunities Program (BTOP) project. Dubbed as JerseyNet, the project is an “early builder” of the FirstNet network, ensuring that New Jersey public safety stakeholders have a secure, resilient, and sustainable broadband network that can deliver mobile mission-critical capabilities such as real-time video, sharing of crime information, and incident scene mapping. JerseyNet is the nation’s first deployable wireless communications network dedicated for use by public safety agencies. Created to address the challenges of providing public safety officials with uninterrupted service during emergencies, JerseyNet is part of a nationwide interoperable communications movement working to connect first responders across different agencies, regions, and technologies.

The Profiles of Individual Radicalization in the United States (PIRUS) dataset contains deidentified individual-level information on the backgrounds, attributes, and radicalization processes of nearly 1,500 violent and non-violent extremists who adhere to far-right, far-left, Islamist, or single-issue ideologies in the United States covering 1948-2013. Coded using entirely public sources of information, the PIRUS dataset is among the first efforts to understand domestic radicalization from an empirical and scientifically rigorous perspective. Users can now explore the rich PIRUS data using the Keshif data visualization tool, a user-friendly platform that allows for intuitive and insightful analysis of the data in real-time.

Although there are no specific or credible threats to election systems in New Jersey, the FBI confirmed cyber attacks on voter registration systems in Arizona and Illinois in 2016.

The National Consortium for the Study and Responses to Terrorism (START), launched in 2005, is a university-based research and education center comprised of an international network of scholars committed to the scientific study of the causes and human consequences of terrorism in the United States and around the world. A Department of Homeland Security Center of Excellence headquartered at the University of Maryland, START supports the research efforts of leading social scientists at more than 50 academic and research institutions, each of whom is conducting original investigations into fundamental questions about terrorism. START has developed educational materials and programs specifically designed for instructors and students at the secondary, university, and graduate levels. Educational resources available through START include relevant teaching tools and a range of unique data sources that can be integrated into an array of courses to deepen students' understanding of the dynamics of terrorism. Chemical, biological, radiological, and nuclear (CBRN) weapons are an emerging threat. School safety is a topic of conversation all over the country with threats or incidents being reported every day. Every type of school in the country has the same threats against them as seen in examples such as the Sandy Hook elementary shooting, the Columbine High School shooting, and the Virginia Tech University shooting. Here in New Jersey, school safety and security are supported by the New Jersey Department of Education’s, Office of School Preparedness and Emergency Planning. This office helps schools in every district of New Jersey by guiding and assisting in their security plans. Parents, teachers and students are encouraged to educate themselves on school safety as much as possible to be prepared for any type of incident or emergency.

Fidayin is a term used to refer to various military groups willing to sacrifice their lives in open combat with overwhelming enemies, which has been a favored tactic among Islamic warriors and, more recently, jihadist terrorists. According to Herbert Tinsley, a researcher at the National Consortium for the Study of Terrorism and Responses to Terrorism (START) at the University of Maryland, the 2015 Charlie Hebdo massacre and the November 2015 Paris attacks are potentially the realization of years of covert evolution. The genes of this evolution, known as fidayin tactics, were once claimed by a Pakistani Taliban spokesman to make the mujahidin “invincible.”

New Jersey is home to nearly 1,700 regulated dams. As such, the New Jersey's Department of Environmental Protection (DEP) Division of Engineering and Construction administers the New Jersey Dam Safety program, which ensures the safety and integrity of dams in New Jersey and protects people and property from the consequences of dam failures.

Terrorists—particularly homegrown violent extremists (HVEs)—will likely continue using vehicles as weapons. Foreign terrorist organizations promote this tactic, past attacks have been successful, and it is easy to get vehicles. An NJOHSP review of vehicle-ramming attacks in the West over the last 10 years found increased use of this tactic and resulting casualties. In fact, the November 2016 edition of ISIS’s English-language magazine, Rumiyah, encouraged followers to use vehicles in operations, stating, “Vehicles are like knives, as they are extremely easy to acquire [and] . . . arouse absolutely no doubts due to their widespread use throughout the world.” Additionally, al-Qa’ida in the Arabian Peninsula has referred to trucks as the “ultimate mowing machine.”

As such, we sat down with Steven Crimando, the Director of Training for the Disaster and Terrorism Branch of the New Jersey Department of Human Services, to talk about this emerging threat and explore different mechanisms and strategies individuals can utilize to mitigate the personal impact of these attacks.

In New Jersey, each county has a Counterterrorism Coordinator (CTC), based out of the Prosecutor’s Office. These CTCs serve as the critical link between New Jersey’s municipalities, counties, the State, and the federal field offices. Each CTC works in conjunction with one another and the State to report and investigate suspicious activity occurring.

This week, Monmouth County’s CTC Guy McCormick sits down with NJOHSP Intelligence Planner Jeff Elgrim to discuss the role of the CTCs in New Jersey and how the relationship between NJOHSP and the CTCs serves the residents of New Jersey.

Recent ISIS English-language propaganda has provided operational “how-to” guides intended to inspire homegrown violent extremists (HVEs) in the United States. An avenue the group will likely expand is their use of weaponized drones, otherwise known as unmanned aerial vehicles (UAVs). Indeed, ISIS will likely continue refining its UAV capabilities and touting successes as proofs of concept for future operations.

Since February, ISIS claims it has conducted approximately 80 UAV attacks in Iraq and Syria, killing approximately 40 and injuring 100. The UAVs are primarily quadcopters, which can be easily purchased online and customized to drop small explosive munitions. In this episode, we delve further into weaponized drones being utilized by ISIS.

In this episode, Intelligence Analyst Angie Gad talks with Amarnath Amarasingam about his interviews with foreign fighters. Mr. Amarsingam provides meaningful insights and helps debunk commonly held misperceptions about the drivers that motivate foreign fighters to travel to Iraq and Syria to join Salafi-jihadist groups.

In November 2016, al-Qa’ida in the Arabian Peninsula (AQAP) cited the bombings in New Jersey as a model for future attacks in the United States, the first time the group has highlighted New Jersey in its English-language magazine Inspire. AQAP uses Rahimi as an instructive case study on how to improve planning and execution in future terrorist operations.

AQAP remains a persistent threat to the West because of its proven ability to incorporate, train, and deploy operatives abroad; the group also has maintained a territorial foothold in Yemen, giving it space to plan and finance operations. AQAP has not attempted to attack the United States since 2012, when a foiled plot against a US-bound airliner, conceived by the group’s chief bombmaker Ibrahim al-Asiri, was disrupted.

The bombings in New Jersey and New York and the attacks in Orlando and at Ohio State University last year highlight the enduring influence of radical cleric Anwar al-Aulaqi, who was killed in a US airstrike in Yemen in 2011. Since 2011, Aulaqi has been named in over 20 terrorism cases in the United States. The most recent drone strikes in Yemen provide AQAP with an opportunity to revisit the death of al-Aulaqi and further their propaganda as well as increase recruitment.

Paper terrorism is a tactic sovereign citizen extremists use to intimidate public officials. Some seek relief from criminal charges, demand money, or protest government action. They flood courts, government offices, and law enforcement agencies with bulk fraudulent legal documents, file targeted liens to harass public officials, or submit fictitious paperwork to get unlawful judgments approved.

The FBI and DHS released a Joint Analysis Report containing technical details and indicators of compromise (IOCs) that the US government has attributed to Russian intelligence services, designated as GRIZZLY STEPPE, in connection with malicious cyber-enabled activities targeting a variety of US entities over the last several years. This report was intended to provide network defenders with previously undisclosed and in some cases declassified IOCs to aid in detecting and, when necessary, blocking network traffic or malicious tools used by Russian actors, as well as to encourage the reporting of confirmed incidents to Federal authorities.

A botnet is a group of internet-connected computers and devices that have been infected by malware that allows a malicious actor to control them remotely. The malicious actor then uses the botnet for nefarious purposes such as sending spam email, stealing data, spreading additional malware infections to other devices, generating illicit advertising revenue through click-fraud, mining cryptocurrencies, or conducting distributed denial-of-service (DDoS) attacks. In the cases where botnets are used to conduct DDoS attacks, these infected devices are used to generate an excessive amount of network traffic designed to overwhelm a website, server, or online service to the point that legitimate users cannot access it.

As we wait for confirmation of the death of the Islamic State of Iraq and Syria’s (ISIS) second-in-command, Abu Muhammad al-Adnani, Intelligence Analyst Jenna Raymond sits down with NJOHSP’s resident subject matter expert on ISIS, Intelligence Analyst Angie Gad. Together, they explore the possible implications of his death for the group and which candidates within ISIS are likely to replace him.

With September 11 approaching, three NJOHSP intelligence analysts discuss what we might see from ISIS, al-Qa’ida, and al-Qa’ida in the Arabian Peninsula in the days leading up to the 15th anniversary. Angie Gad, Alyssa Potter, and Jenna Raymond provide an overview of messaging from ISIS and the al-Qa’ida network last year, and then discuss possible audio messages and written publications to coincide with the 15th anniversary. Additionally, they debate who could send messages, keeping in mind ISIS’s second-in-command and spokesman—Abu Muhammad al-Adnani—was allegedly recently killed, and Usama Bin Ladin’s son—Hamza Bin Ladin— issued audio messages in the last year and appears to be preparing for a leadership role within the al-Qa’ida network. They round up the conversation by discussing recent arrests of homegrown violent extremists and the likelihood of a plot on or around September 11.

Suspicious activity is any observed behavior that could indicate terrorism or terrorism-related crime. NJOHSP encourages law enforcement, first responders, and our private and public sector partners to report suspicious activity. Reporting suspicious behavior could potentially stop the next terrorist incident. Even if you think your observation is not important, it may be a piece of a larger puzzle. Case studies of terrorist attempts or successful attacks have shown that the attackers live within our communities and have prior contact with local law enforcement not only during the planning stages, but also during the execution phase or immediately after. The

New Jersey Suspicious Activity Reporting System (NJSARS) shares suspicious activity information to law enforcement partners throughout the State. NJSARS is also linked to the FBI’s national SAR system known as eGuardian, which partners with the Nationwide SAR Initiative (NSI) to form a single repository accessible to thousands of law enforcement personnel and analysts nationwide.

Hizballah is an Islamic militant group based in Lebanon and allied with Iran. Its primary goal is the destruction of Israel.Since 2013, Hizballah has plotted attacks against Israeli citizens and institutions in Europe, South America, Southeast Asia, the Middle East, and Africa. Although Hizballah possesses the capability to attack the United States and Western interests, the group is focused on supporting Bashar al-Assad’s regime in Syria. Hizballah receives training, weaponry, and about $200 million per year from Iran.

The events of 2015 highlight that New Jersey—and the United States—face a terrorist landscape more dangerous than any since the attacks of September 11, 2001. From the brutal and tragic attacks in San Bernardino and Paris, the year saw a dramatic rise in multi-operative, small-scale attacks on civilian soft targets—all with little to no warning—as well as the decentralization and diffusion of the global terrorism movement. This new dynamic makes it extremely difficult for law enforcement and homeland security professionals, at all levels of government, to detect and deter attacks like San Bernardino, Paris, Philadelphia, or Boston. Now more than ever, state and local coordination is critical to combating the evolving and diffuse terrorist threat we face. Homeland security has become hometown security. And NJOHSP is working diligently with our partners to stay abreast of terrorist capabilities.

NJOHSP analysts had the opportunity to interview these experts and engage in valuable dialogue, surrounding a variety of terrorism-related topics.
