A massive, bomb-cyclone-fueled storm is set to unleash on California later today — dumping more rain and snow across the already-soaked state.  In some parts of CA we can expect heavy flooding & winds as high as 70 mph. A Flood Watch is in effect for most of Central California through Thursday night.
