The measure, Prop. 39, collected more than a million signatures using a description approved more than a year ago. That original title said the initiative would “establish additional voter identification and citizenship verification requirements.” Bonta’s office has now issued updated ballot language stating the measure would “prohibit citizens from voting unless they present government-issued identification.”
