All scripture is God-breathed, as moved by guidance of the Holy Spirit. Jesus, who is God had to pray. He learned obedience through the things He suffered. One can quote scripture void of any power. Only when we experience God through personal revelation can scripture be used as a weapon when quoted. Then when the enemy plants the seed of doubt, we have the means to respond with the living Word of God.
