Foster care is supposed to be temporary, but for many children across the US...it's not. Congress passed a bill more than 20 years ago that terminates parental rights if a child spends the majority of time in foster care. But there's little enforcement and exceptions made. Naomi Schaefer Riley says this is a problem and kids need more permanent homes for their development.
