Congress loves cobbling together various types of legislation into giant omnibus spending bills. Often times, these bills are named for one thing...while packing in funding for a variety of unrelated topics. Take for example the Democrats' infrastructure bill which is loaded with funding from childcare to climate change. Former Congresswoman Mia Love tried to stop this practice when she was in office.
