If one is to exercise authority then a number of conditions are necessary. Authority is given to those under authority. One needs to know the extent of ones authority. One needs to understand ones role within the overall authority structure. One needs confidence in the higher authorities to back ones decisions and actions. Few if any would suggest that laws, rules etc, natural and otherwise don't exist, higher powers with which we all have to deal.
