Who is in charge of the. investigation when the investigation is not clear cut? When a confession of intent is needed the person in charge is the criminal. Not real comforting if you care about preventing the next one.
Melanie Morgan was a cub reporter in Kansas City, Mo. when she was walking through the lobby of the Alameda Plaza Hotel. She followed cops up the elevator to the ninth floor and saw Louise Vilott dead on the floor. This case from 1978 has haunted Melanie and she is till on the hunt to name a killer. If the leaders can not come up with a better briefing than the Trump Rally I suggest we blindfold the leaders and describe the area of threats. We should be better than that. The murder case is a good one for the patrol cops. Look outside the tape.

The criminal that has a conscience is in prison even if it is not revealed what they did. True evil exists but most killers will reveal themselves if law enforcement has not touched them yet. Killers touch a lot of lives in a negative way. The pain the killers feel is a part of the punishment.

I am a proponent for targets Task Forces and I have ran three of them in my time that were successful and award winning. I have also advocated for the disbanding of the Task Force due to it going off track. Memphis specialty unit that killed Nichols was off track and needed to be better supervised. Money, sex, drugs and vendettas can get you killed. Two innocent lives are lost because of drugs and money. One of these defendants should be warehoused forever based on past experience. One took a chance and paid the price. Talking is not snitching it is a business deal. The third hid behind attorneys.

On July 4th 2020 in Atlanta Georgia an 8 year old child is shot and killed while riding with her family in a car. On May 29th, 2014 April Montano, 14 years old, is shot and killed riding in the family pick up truck. Hard to find hope yet, we do.

Know this when you take a loaded gun into a situation and the gun goes off and someone dies there has to be consequences. I am convinced the suspects only meant to rob when they killed Peggy Gayton on 12-22-2011. I ma convinced the plan was to rob Santos Lopez on 6-2-2014 but they killed Lopez. The purpose of the podcast though is to explain that the law enforcement profession demands cops do the right thing all the time. In every city there are those that have killed and have not been prosecuted yet. Homicide Detectives not only have to know those killers, but when opportunity presents itself, work to get those killers in prison. TPD broke the chain for one of Tulsa's serial killers.

Corbin Tyler AKA Curtis Hergenrother is shot through an opening in the door. The break in the case comes from enhanced video. If you can get it, have at the door so when you hear a knock at 4:40 am you do not have to answer it. This case relates to many others in gang violence and suspect information.
A rare occurrence a quadruple killing happened twice in 2013. I teach this murder in my complex investigation class. A whole department response makes it imperative that individual officers report to detectives when they have talked to someone reference to the case. Money, sex, drugs and vendetta are four reasons I tell the public people end up dead. This one has them all in one scene.
I have never told anyone, especially criminals, that if they testify against killers, robbers or dopers law enforcement can guarantee their safety. The decision to testify truthfully is up to the individual faces as a business decision. My Campbell paid the price. When young people are allowed to run free without any consequences from the family, law enforcement has to step in and protect society from the kids. In 2017 in Tulsa the kids in this area were robbing and killing citizens at an alarming rate. In psychology it is taught that people will continue with an action until something intervenes. Tulsa Police intervened after two deaths, countless thefts and a rape. This one hurt the hardest of the cops.
True evil exists in a very small percentage of the population. But when evil meets pure innocence it makes the news. And not in a good way. An eighty year old man that wears leg braces and volunteers his time building houses for the Habitat for Humanity is shot and killed interrupting a burglar in his home at 4:40 am. A man that gives tree trimmers lunch while they work is killed as his wife calls 911. A sad story no matter who you are. Hug your loved ones.
In Tulsa OK. there is a debate ongoing with the police/community divide. The community activists have showed up at a government housing complex called Towne Square and documented the Tulsa Gang Task Force doing foot patrol in the complex and talking with the folks in the parking lots. This is a form of community policing that has got the community activists upset. This case links to Towne Square. Episode 10 had links to Towne Square. Law enforcement needs to have intelligence on cars in the complex and who associates with those cars. This type of intelligence was helpful in solving the murder of Walter Hogan at 911 E 36 SN on 9-15-2017.
What else can this be? A question that i ask myself when confronted with the unknown. This episode has over 300 participants, that is a lot of eyes and yet only a few eyewitnesses. Another example of how Intelligent Based Policing will be needed to investigate major crimes in the future. A laser like approach will keep everyone safer and those that need to be warehoused right where they need to be.
A case that has the whole department involved and contributing to the quick resolution of a two innocent people doing the right thing for the right reason but the wrong place at the wrong time. Fate brought two youngsters face to face with killers on a September night in 2011. The family played a big part in how this gets resolved and carry the weight or the deaths with them today. Remember when texting and you are unsure the person responding is not the person you think it is call them.
In January 2013 Tulsa Homicide worked and solved a quadruple murder. Four death investigations can lead many different ways as anyone of the victims can be the main target. That was true in January, but to think we would be dealing with another quadruple killing in November 2013 is disconcerting. This case takes many twist and turns is yet unresolved. Listen how Tulsa Homicide worked this case and developed information used to incarcerate the person of interest in the November quad.
Methamphetamine addiction left untreated will cause good people to wrong and bad people to worst. This story has good people addicted to Crank and they end up victims. The bad people addicted to Crank end up killing and beating up good people. The message is the family of methamphetamine addicted people can intervene. People can beat the habit and do, but law enforcement must intervene to keep evil form killing the addicted before they get a chance to.
The Smuggler's Blues talks about drug dealing and why you have to carry guns because you always carry cash. Josh Counts lost his life in the politics of contraband. Josh was a father and a caring man that took a chance on the losing proposition of fast cash by selling illegal marijuana. Their are more people willing to do the right thing for the right reason at the right time to bring killers to Justice.
What you are about to hear is not heard by the public very often. The actual calling of an attempt to capture a violent suspect, Donald Ellison, after surveillance has seen him at a location on a stolen motorcycle. From a calm routine day to a highly charges traumatic event in twelve minutes. Listen as I describe the feelings and events during this chase. This is the chase I referenced in episode 4 on Solve'em When You Get'em.
How developing an intelligence network and a data base of the known violent offenders is imperative for any law enforcement department. Remarkably this phenomenon has been slow to catch on. I believe because as a government workers cops think that this would be someone else job.. Know who you are chasing because they may kill you.
Particularly frustrating for cops, district attorneys and family of victims is knowing who committed the murder and having a disagreement on whether there is enough to convict. A lesson in perseverance as this case takes six years to get charged. Your job, no matter what it is , is important. That being said, complete the job no matter how long it takes. NO excuses. Every murder case can be solved.
Patrol calls generate most of the police response to violent crimes. This episode describes how the patrol officers must act as a team to resolve issues. I learned how to use the available team members when I was handed a group of six year olds and made a baseball team out of them. Eventually after years of work and training the team won the league in their last year together all be it 8 years later. Work with what you have and find a way to get the job done.
