Paul answers the objection that the exclusion of unbelieiving Israel calls into question the justice of God. Rather, God is able to be merciful to whom He will be merciful. He also justly hardens whom He wills… He can elect whom he will for his purpose.
Paul assures that Israel’s rejection of Jesus does not mean that the Word of God has failed. He distinguishes children of the flesh and children of the promise. This all highlights the purpose of God’s election as seen in they way he called Jacob over Esau.
