The two men, Lev Parnas and Igor Fruman, are associates of Giuliani, who is President Trump's personal attorney. The ongoing criminal investigation will include scrutiny of any business dealings Giuliani may have had with the two men, the person familiar with the matter said.

The investigation into campaign finance violations by Parnas and Fruman, which was opened about a year ago, is being conducted by the FBI in New York and investigators from the Southern District of New York. The two men were arrested at Dulles Airport last week as they were about to board a plane to leave the country. A Justice Department spokesperson declined to comment. Giuliani said he has no knowledge of an investigation and has not been interviewed by FBI. He said that if prosecutors are investigating and leaked it to the media, that would be an indication they are "politically motivated."

A potentially explosive complaint by a whistle-blower in the intelligence community said to involve President Trump emerged on Thursday as the latest front in a continuing oversight dispute between administration officials and House Democrats.

While the allegation remains shrouded in mystery, it involves at least one instance of Mr. Trump making an unspecified commitment to a foreign leader and includes other actions, according to interviews. At least part of the allegation deals with Ukraine, two people familiar with it said.

The complaint, submitted by a member of the intelligence community to its inspector general, renewed questions about how the president handles delicate matters. Mr. Trump defended his actions, and allies described his style with foreign leaders as more freewheeling than typical high-level diplomacy. “I would only do what is right anyway, and only do good for the USA!” Mr. Trump wrote on Twitter.

The State Department over its refusal to grant birthright citizenship to their infant daughter, Kessem, who was born via surrogacy in Canada.

The fathers say their daughter is being denied the birthright citizenship she is entitled to as the child of American parents because her parents are a same-sex married couple. The Kiviti family join the other same-sex couples in a string of lawsuits accusing the Trump administration of enforcing the Immigration and Nationality Act in a way that disenfranchises same-sex parents who use surrogacy abroad.

“Surprisingly, the officer wrote ‘surrogacy’ on our application, and since then, it’s been a chase of us trying to get a reply from the State Department,” When the couple wanted another child, they opted for a surrogate again in Canada and used Adiel's sperm. Daughter Kessem was born in February, and both parents were U.S. citizens at the time of her birth, the suit says.

When they applied for her U.S. passport, the couple said, they ran into problems and were asked to provide more documentation about the surrogacy.

After they did so, the lawsuit says, the State Department said it would treat Kessem as being born "out of wedlock" and denied her passport because it did not recognize her claim to citizenship through either Adiel or Roee.
