Dr. Herbert Monroe is the Assistant Superintendent of Caroline County Public Schools and a member of the Virginia Advisory Committee on Culturally Relevant and Inclusive Education Practices.

Instead of using "At Risk", Dr. Monroe describes students as "At Promise"
