Gavin Newsom’s 28th amendment

He wants to have a convention of states to come up with a new amendment to nullify the 2nd A. In order for this to happen, 38 (2/3 rds) states have to agree. Lets remember that there are currently 28 states, over half of our states BTW, that are considered “permit-less carry”.
