Local officials in Methuen, Kingston, and Plymouth were taken back by the arrival of migrant families who were sent to their towns by the Baker Administration. The state placed the migrants into local area hotels with no public explanation for why they were sent nor how to deal with it. Could the state have handled this better? How?
