As it stands now, in Massachusetts if you are reported for anything that jeopardizes an animal’s wellbeing, it is strictly considered animal cruelty and characterized as a felony. In other words, it does not matter if it’s a hoarding case or intentional negligence, both cases are treated the same in the eyes of the law.
