A 77-page preliminary investigative report was released by a Texas House committee on the mass shooting at an elementary school in Uvalde, Texas. The report found that it was “systemic failures and egregiously poor decision making” on behalf of law enforcement and school officials that failed to stop the gunman from killing 19 people at Robb Elementary School.
