This interview addresses the development of numeric nutrient water quality criteria as required by EPA of the states, and focuses on events unfolding in Florida. The background for the requirement is discussed, and two approaches investigated by the Florida Department of Environmental Protection are explored, the reference waterbody approach, and the effects based approach.
