In this series, GSI traveled to the State House in Trenton for one-on-one interviews with legislators, business leaders, and members of the press to discuss Governor Murphy’s latest budget proposal and GSI’s recent report, New Jersey’s Fiscal Cliff Explained.

In this episode, Regina Egea speaks with NJ Assembly Minority Leader John DiMaio regarding Governor Murphy’s most recent state budget proposal. DiMaio notes that the proposed $54 billion budget should be revised to better serve the needs and interests of the people of New Jersey, specifically criticizing that the budget won’t address property taxes.

DiMaio proposes solutions including revisiting tax brackets and cutting unnecessary spending, and highlights that the state should not increase spending, but look for fiscal efficiencies. With state revenue trending down and spending going up, DiMaio suggests cutting the $1.5 billion increase that was added in the final days of the last budget process.

She raised concerns about the current direction of the state’s energy policy and noted the lack of collaboration between NJ state leadership and the business community – as she expressed NFIB’s hopes for increased dedication to the needs of small businesses.

Christina shares her concerns about the proposed New Jersey budget, unchecked spending at the state level, and the unfairness in funding NJTRANSIT through a new Corporate Business Tax.

Renna points to the lack of NJTRANSIT coverage in the southern part of the state and notes the frustration of businesses in the lower half of the state who would be subsidizing a transportation system that their employees cannot use. The interview notes opportunities for economic growth and development in Southern New Jersey and Renna’s hope as the budget is negotiated in Trenton.

In this episode, Thad D. Calabrese Ph. D. breaks down his report issued by GSI titled: The Fiscal Cliff, Explained. Thad details in plain English how New Jersey’s declining revenue will mean much higher taxes starting in 2025 for both residents and businesses. Other important trends such as our slower than average population growth and spending well above inflation rates are the key subjects Thad takes on and ultimately offers policy recommendations to lead the state back to economic solvency.

Professor Calabrese is a Professor of Public and Nonprofit Financial Management at the Robert F. Wagner Graduate School of Public Service at New York University where he currently serves as the head of the school’s finance specialization.

He served as the Chair for the Association for Budgeting and Financial Management and as a member of the Governmental Accounting Standards Advisory Council and currently serves as the Treasurer for the Association for Research on Nonprofit and Voluntary Action.

Professor Calabrese is a co-author of the GSI report Toward a Fiscally Sustainable New Jersey: Analysis & Recommendations which was issued in September 2021.

This February will mark thirteen years since Tom took the reins at the NJ Chamber and since that time, he has been a clear and consistent voice in support of the Garden State’s biggest employers. Tom also currently serves on the United States Chamber of Commerce Economic Task Force and the US Chamber’s Committee of 100.

Prior to leading the Chamber, Tom came from the banking and financial services industry, serving stints as president of both TriState Capital Bank and Sun Bancorp, Inc. He is the former Chairman of the Economic Development Corporation of Trenton and the New Jersey Bankers Association.

Prior to his election to the New Jersey State Senate in 2021, Senator Polistina served in the State Assembly during the Christie Administration.

An engineer by trade, Senator Polistina resides in Egg Harbor Township and serves on the Senate Higher Education Committee and the State Government Wagering, Tourism and Historic Preservation Committee.

In Trenton, Senator Polistina has been a pragmatist, willing to work with people in both parties, while always putting the interests of his South Jersey district first.

In this episode, Regina is joined by New Jersey State Assemblyman Brian Bergen, who has served in the legislature since January 2020 and where he is a member of the powerful Appropriations Committee.

Notably, Assemblyman Bergen is also a combat veteran, having served with distinction for eight years in the U.S. Army. During his military service, he was an Officer, Company Commander and Apache helicopter pilot – assignments that earned him a Bronze Star and the Combat Action Badge for his actions in Iraq.

In addition to his bachelor’s degree from West Point, the Assemblyman earned an MBA from Rutgers Business School, and a master’s degree in administration of justice and security from the University of Phoenix.

In business, Assemblyman Bergen has worked in multiple industries, including finance, operations management, process improvement, general management, and executive management at the vice president level. He is the owner of Bergen Botanicals, an interior landscape company, and a true entrepreneur.

Brian, along with his wife Kristin and their two children, currently resides in Denville where he served as a township councilman from 2017 to 2019.

Senator O’Scanlon has represented Monmouth County’s 13th district in the Senate since 2018. He previously served five terms in the Assembly.

A native of Marlboro, he currently resides in Little Silver, where he served on the town council. He graduated with dual bachelor’s degrees from Monmouth University and is the chief executive officer of FSD Enterprises of Red Bank. The company is a wireless telecommunications consulting and public relations firm he founded in 1995.

As we begin 2023, 38 states across the country, Red and Blue alike, have enacted significant changes to their tax codes. An analysis by the non-partisan Tax Foundation found most of these changes resulted in meaningful tax cuts. Unfortunately for New Jersey taxpayers, we were not one those 38 states. Just one example, consumers of recreational marijuana in 2023 are paying an excise tax almost 40% higher than last year.

Joining Regina on this episode is Katherine Loughead, Senior Policy Analyst for State Tax Policy at the Tax Foundation. She is also a co-author of their recent report State Tax Changes Taking Effect January 1, 2023.
She serves as a resource to policymakers in their efforts to modernize and improve the structure of their state tax codes.

Ms. Loughead was one of the lead authors of reform recommendations for Wisconsin and Kansas.
Prior to joining the Tax Foundation, Katherine worked for a U.S. senator and a member of the House of Representatives, where she advised on tax policy during the enactment of the historic Tax Cuts and Jobs Act of 2017. A native of Illinois, she is a graduate of the John Wesley Honors College at Indiana Wesleyan University, holding a degree in English and Business Administration. She also has earned a paralegal certificate from Georgetown University.

Regina Egea, host of The GSI Briefing and president of The Garden State Initiative, speaks with Jeff Nash and Steve Malanga about the future of NJ cities.

Jeff Nash, an attorney by trade, has an established history of service to Camden County and South Jersey. He was first elected to public office as a member of the Cherry Hill NJ town council, and since 1992 he has served on the seven-member Camden County Board of Commissioners. Jeff has followed his passion to improve the quality of life for the residents of Camden City, working to revitalize and bring jobs to the area. Most notably, Jeff worked with community groups to close and demolish the Riverfront State Prison, which has opened up development and recreational opportunities on very valuable waterfront property. Since 2002, Jeff has served as vice-chairman of the Delaware River Port Authority of Pennsylvania and New Jersey, working to meet the transportation needs of region.

Steve Malanga is the current George Yeager Fellow at the Manhattan Institute and City Journal’s Senior Editor. He writes about the intersection of urban economies, business communities and public policy. Steve was previously the Executive Editor of Crain’s New York Business, where he received several awards while serving on the publication’s editorial board and writing a weekly column. Steve has also written for the Wall Street Journal, Los Angeles Times, New York Times, New York Daily News and the NY Post. His thoughts and expertise on fiscal reform are well known nationally. Former Florida Governor Jeb Bush called Malanga “the best thinker on state and local fiscal matters,” and credited him for influencing fiscal reforms undertaken in Florida.
