This episode deals with visit Tucson. Terrible communications with our Hotel partners had produced confusion on the part of the town council.
Our guest today is Peter Abraham the Director of the Oro Valley water utility. In addition, Bayer Vella provide some interesting statistics on the recent survey. It's a great listen.
I have included in this particular podcast the discussion about the bridge at the Pusch Ridge golf course. I think it is rather interesting. The new bridge, which was the best solution was approved. The cost was $390,000.
The neighbors at Vistoso Highlands had a lot to say last night regarding the apartment development. Also, the town discussed and approved the workaround for the Pusch Ridge bridge.

So where is Oro Valley going? Is it going to be a bedroom community, serviced by retail in Marana and Tucson? Or is it going to be self-sufficient? Right now the town is struggling to find its identity. This is a great conversation.

The town council meeting on November 1, 2023 certainly didn't provide any additional information as to why the marketplace proposal failed.
New neighborhood parks code passes town council 5 to 2. This is a brief overview of that new code and comments made by the consul.

I've taken a short recap of last nights 4 1/2 hour meeting and you could listen to some of it on the Oro Valley site. I focused on parks and rec and public works but it was not all encompassing because of the nature of the questions the council offered.

This resolution, other than some minor changes, should've passed in about 15 minutes. However, Vice Mayor Barrett is concerned about the definition of what a school is and consequently the deliberation goes on for a long time. Councilman Nicholson is concerned about funding, but he has been an advocate for the expensive BMX track. I think you'll find this very interesting.
As you may remember, Vice mayor Barrett motioned a denial to put RV storage and self storage in the Mercado Dell Rio property. Now a gentleman, would like to put food trucks in that area. So I'm going to provide you with some of the audio so that you can understand what is being proposed.
The town is faceing a crossroads on what to build on the remaining commercial lots we have. It could all come down to increased taxes for Oro Valley residents.
I wanted to keep this short, more will come about the 23/24 Oro Valley budget. A short listen.
I see the most interesting thing or item on the town council agenda of April 19 will be the possible expansion of the School resource officer program. I address the two important issues that I feel were the most relevant during this rather mundane Council meeting. School resource officers and steam pump ranch came up during the meeting. The school resource officer item was put on for the next agenda. Steam pump ranch needs a definition as to what of facility it will be in the future. This is about a five minute listen.
During the March 15 Town council meeting the subject of the sun city lights on Rancho Vistoso became an interesting topic. One sector needs to be replaced. Mayor Winfield suggested that possibly they should be eliminated it entirely. Listen to the podcast and you'll hear the back-and-forth between the mayor and Paul Keesler.

This is part two on the March 15 Town council meeting. In this podcast we take a look at some future infrastructure needs, the town of Oro Valley will need in the forthcoming years. These are very expensive projects and are in the millions of dollars.
So as the council goes forward they are going to have to take a look at some of their past spending and possibly curtail it or find other revenue sources such as increasing the sales tax or asking for a property tax. I'm sure these are not favorable solutions

During the Study session, the staff will tell the town council that they could not identify revenue source for the new police station. They will need approximately $40 million.
Hopefully this situation can be resolved where all parties can reach and equitable conclusion.

I take us back to 2014 right before we bought the golf courses and the community center. Listen in to the Council discussion about ADA compliance. I then follow up with the March 16, 2022 town Council meeting where a couple of citizens speak about the need to bring the community center into ADA compliance. I follow with Councilman Solomon's presentation, then and finally Vice Mayor Barrett's motion to make ADA compliance a priority. To date nothing has been done.
Dave Gebhart, OV CFO, reports that the town is fiscally well off, but we've had some unanswered questions regarding tax receipts that don't chive with the economic landscape. Could Oro Valley be losing ground in bed tax, food/beverage sales and construction tax?

The meeting accomplished little if anything on how the ARPA monies ( $5.4 mil) are to be spent. Listen to the “ping pong exchange” between council and staff.
The town Council needs to come up with a decision on how to spend the remaining $5.4 million of federal funds. It ought to be interesting. I provide you with an idea of what they can be spent on for capital projects.
However, there was a lot of arguing and dissension at the last council meeting. Councilman Nicholson came up with the craziest idea. So it remains to be seen if he can be topped.
This is an 18 minute recap of a foreign 1/2 hour meeting. Anyway I tried to distill the most important topics
1)Seniors get survey, but no ADA help at the community center.
2) Naranja park funding still is generating a lot of controversy. It's your $34 million.
3)Vice Mayor's campaign manager gets planning and zoning committee appointment.
Mike Zinkin and I talk about the need for the town of Oro Valley, in particular the staff, to make sure that the town Council is presented with fully loaded costs for current and future amenity projects. We list a few examples of what is happened in the past and it appears that it may happen in the future. It's important that all costs are taken into consideration so that future town councils aren't faced with huge legacy costs from prior town councils, let's listen in.
The Town Council led by Vice Mayor Barrett, and Councilman Josh Nicholson led the effort to oppose the use of ARAP (Federal)funds for replacing potable water use at the two large parks and Pusch Ridge golf course. The vote was 5 to 2. Councilman, Bohen, and council person. Joyce Jones-Ivey, Barrett, Nicholson, and Mayor Winfield, voted against the motion to replace the portable use water.
The local drought initiative group meets every two months to review the drought conditions in southern Arizona. Tucson, Marana, Oro Valley, and Sauhrita are part of the group. Also, you will get the latest water conditions for Lake Powell and Lake Mead. Hopefully, we will not get to a dead pool condition which would affect power generation for 40 million residents of the western United States.
Dir. Paul Keesler provides future renovation plans that will affect the ADA entrances at the community center. It is interesting to note, that about an hour earlier the Council passed a resolution supporting an additional $3 million which included a splash pad and BMX track for Naranja park. Vice Mayor Barrett balked at the idea of spending more than $1.5 million, which is already been allocated, for the ADA renovation.
This was an extremely long meeting. I have condensed it down to about 46 minutes. As usual you can go on to the Oro Valley Town Council site meetings and agendas, and look for the November 16 meeting. In the beginning are a few public announcements regarding Dave Perry, chief Riley, and theVistoso eseve Park. If you want to skim to the end you will get a sense of the final conclusion of white become around the Naranja park. I have provided dialogue from the Council. Councilman Nicholson firmly believes that the BMX track will bring in bed tax dollars, you make your own decision.

Well the results are in, but the issues that were always present are not gone. The next 4 years will require major decisions costing millions of dollars. The old expression "were not out of the woods" is applicable.
Bill Rodman and I talk about the looming recession and if Oro Valley is prepared. We have lots of infrastructure needs, new police station, ADA at the Community Center, $825,000 added annually to payroll costs, build ourt at Naranja Park, and finally conversion to reclaimed water at all our parks and golf courses.
Anna Bifano and her husband live on Pusch Ridge golf course. They are part of the 700 Friends of Pusch Ridge, an organization devoted to saving the golf course. Anna's story is about trying to work with the town, promoting the course, and trying to get reclaimed water to the facility.
The town and Mayor currently have no end game in sight. The mayor is highly doubtful he can justify bringing reclaimed water to the course.

A citizens group is stating the Mayor Winfield is taking down or blocking postings on social media. They claim the courts have ruled that if a government actor (read Mayor here) must allow all comments without blocking or deleting. They cite recent court opinions.

Jeff Taylor a local citizen drove the efforts to finally get a Hawk system installed near Ironwood high school. Without his efforts the children would still be in danger. It takes efforts like this to get some thing done in Oro Valley.
This was an interesting town Council meeting it included a discussion about a new traffic signal near the Ironwood Ridge high school. Apparently, parents are concerned about the students ability to cross safely. Also in this town Council meeting the ADA renovation at the community center has been put on hold for months.
Councilman Steve Solomon and myself discuss the $25 million Parks and Rec bond. is the money being spent in the right places and according to the statistical survey results. Residents want money spent down the community center. The town Council majority wants the money spent in other places. Join us in this conversation.

The CAP representative presented a very well-rounded presentation on the future of water in southern Arizona. Statistics were given that provided valuable insight into the future of water not only for Oro Valley but also for the state of Arizona. This is an interesting presentation and I believe that water should be an important campaign topic in the forthcoming 2022 town Council election.

The November 3 town Council meeting will address how to irrigate the 36 hole golf courses. There are three options on the table that are presented on the agenda. I briefly discuss these options and encourage you to listen and on November 3 for the town Council meeting. These capital expenditures are expensive and will probably need to go forward with one of the options presented, or a variation.

Today Dick Thaler and myself will be discussing a rezoning that took place several years ago at Stone Canyon. No one in the community knew about the town's efforts to rezone the Ritz Carlton resort property. This rezoning was not recognized until a developer wanted to build assisted living in the middle of the Stone Canyon housing development. This is an interesting story and it could happen to your community.
Gayle Mateer, President of Preserve Vistoso, talks about how the community came together to preserve the old golf course. This is a good template for other communities to work with on issues that are affecting them. Mike Ford gave us the financial detail's, but without the community support none of this would've ever happened. It's a great story.

These are my final thoughts after reviewing the election results after having interviewed all of the candidates. Oro Valley is still a town divided.
Bill garner, contacted me to offer to what he says will set the record straight on the following issues: property tax; recent post cards criticizing him, and the police department.
On July 7, the planning and zoning commission voted 4 to 3 to allow a proposal to go forward to the Council on increasing the noise levels in Oro Valley. The noise levels will increase significantly. A lawyer for the applicant made the proposal. We do not know who the applicant was or is.
