Smart Start MN has been Minnesota’s premier Ignition Interlock Provider since 2006. For the past decade, Smart Start MN has worked closely with the Department of Public Safety to promote safe driving and to provide a pathway for driver’s arrested for DWI back to legal and safe driving. In the last few months, pressure to implement a statewide, wireless Ignition Interlock Program has run headlong into opposition from members of the Legislature. With the legislative session coming quickly, we found ourselves caught between both entities with very few choices on how to move into the future. With the full implementation date looming, we went Friday to the Department of Public Safety one final time to ask for relief. We are saddened that we could not reach any agreement. On Friday afternoon, we turned the matter over to our counsel to begin the litigation process. It is with tremendous sadness that I have to report the passing of our spokesman of many years, Ron Rosenbaum. Ron was a Renaissance man. Teacher at Central High School, Assistant Headmaster of South Boston High School during court ordered desegregation, a journalist for the Boston Globe, attorney, and talk show host, his curmudgeonly on-air persona was offset by his true, good hearted nature. Ron’s knowledge, both presumed and actual, about the intersection of sports and legal issues made him an a fascinating interviewer and interviewee. A radio talk show host for many years, he frequently corralled other high-profile attorneys to join him on the air to dissect the topics of the day. In recent years, Ron and his wife, Lucy Quinlivan, produced The Holding Court Podcast, on the Tom Bernard Network and Ron was a regular contributor to Dan Barriero’s Bumper-to-Bumper show on KFAN. Ron’s strong pubic stance on drinking and driving, and other DWI related issues made him a natural fit to be the public voice of Smart Start MN. Most people who get an Ignition Interlock don’t spend much time thinking about how vendors are approved and monitored by the State. Customers are just looking for a quality vendor who provides good service. But a recent shakeup in the Minnesota Ignition Interlock Program recently should cause customers to think a little harder about who they want to give their business to. Each year, all Ignition Interlock companies need to be certified by the State. This process involves agreeing to all of the terms that the State lays out, such a device capabilities, that the State has determined make the Minnesota Ignition Interlock Program better. Further, vendors need to agree that their devices comply with the National Traffic Highway Safety Association (NTSHA). This is a future topic of discussion. One provider this past year was not re-certified, Interceptor. Although they appealed this decision, the State of Minnesota decided to not renew their certification for the 2014-2015 year. Vendors who are not re-certified, or are decertified or revoked or suspended, have certain obligations to their customers. This includes: Notifying clients of the pending de-certification, removing the de-certified interlock equipment for free, and paying the costs associated with installing with a different vendor.
