Pinetop-Lakeside Announces New Focus for Balloon Festival
PINETOP-LAKESIDE, Ariz. – The Town of Pinetop-Lakeside has announced a change in focus for its signature summer event, the White Mountains Balloon Festival. Beginning this year, the event will now be known as “Pinetop-Lakeside Summer Nights” and will place a larger emphasis on live music, food and retail vendors, and family fun. Pinetop-Lakeside Summer Nights will be June 20 and 21, 2025, at Mountain Meadow Recreation Complex, 1101 S. Woodland Road, Lakeside.
Since the balloon festival’s inception in 2018, balloons have taken flight just 33 percent of the time scheduled. The cancelation of flights has been due to weather factors, including unpredictable winds, storms, and a forest closure in 2021. The region is experiencing its driest winter on record, and event organizers are anticipating the possibility of another forest closure this summer. The U.S. Forest Service has implemented forest closures in the area four times in the last 15 years: 2011, 2014, 2018 and 2021.
“We are excited to pivot from the balloon festival to a music- and food-focused event for the entire family,” said Pinetop-Lakeside Mayor Stephanie Irwin. “The event will now be two days and will feature more bands, more food and retail vendors, a beer garden, and hopefully will still include evening balloon activities. The biggest change with the event is the elimination of morning balloon flights and related activities. With the extremely dry conditions and the strong possibility of a forest closure that would prevent balloons from flying anyway, we think this is the right time to pivot to a new focus.”

Continuing Prescribed Fire Activity Planned
on the Lakeside Ranger District
Bear Burn Unit
SPRINGERVILLE, Ariz. – December 12, 2024 – Fire managers plan to continue prescribed fireoperations on the Lakeside Ranger District of the Apache-Sitgreaves National Forests beginning December 16 through December 20, 2024, as weather and vegetation conditions allow for successful operations.
This landscape treatment is a cooperative effort with Arizona Game and Fish Department, Arizona Department of Forestry and Fire Management, and Pinedale/Clay Springs Fire Department.
The objective of this prescribed fire project is to reduce hazardous fuel accumulations, minimize the risk of high-severity wildfires, and return the landscape to a more fire-resistant condition, aligning with the Forest Service’s Wildfire Crisis Strategy. The Forest Service's 10-year Wildfire Crisis Strategy aims to reduce wildfire risk to people, communities, and natural resources while sustaining and restoring healthy, resilient fire-adapted forests.
Smoke may be visible from the City of Show Low, Pinetop-Lakeside, Communities of Pinedale, Clay Springs, and Linden, and along Highways 60, 77 and 260. Smoke could last for several days after initial ignitions take place, but should be significantly less each day afterwards. We recognize that smoke can impact residents, visitors, and our fire personnel. We will continue to coordinate closely with our partners and communities to minimize smoke impacts as much as possible. The department’s Air Quality Division: Smoke Management webpage provides details about its air quality program. When smoke impacts are present, the Arizona Department of Environmental Quality recommends that smoke sensitive individuals should reduce physical activity and stay indoors with windows and doors closed. For those who are unable to avoid smoke exposure, use of a particulate-filtering respirator mask can help. Real-time mapping of smoke and other air quality impacts is available at fire.airnow.gov. A. At no time shall the travel trailer, aircraft, boat, camping trailer, truck camper or motor home be occupied or used for living, sleeping or housekeeping purposes.
B. Any trailer located or stored outside of a garage or carport shall be placed in the rear or side yard of the lot, except that placement in other than the rear yard for loading and unloading purposes may be permitted for a period of time not to exceed seventy-two (72) hours. The White Mountain Sheriff's Posse is proud to announce the 52nd annual Pony Express Ride, set to take place from April 24th to April 26th, 2024. This iconic event celebrates the rich history of the Pony Express while fostering camaraderie and community spirit among riders and participants.
The Ride will start at 8 am on April 24th at the Lakeside Post Office.

Even with warnings from forest experts, some residents and visitors may still feel that the restrictions do not apply to them. Jenkins clarified that “restrictions apply to everyone, full-time/part-time residents as well as visitors, and no one is exempt from these rules”.

The 2nd N'dee ła adé, “Gathering of the People,” is a daylong celebration of Apache culture that includes traditional dancers and singers in full regalia competing for prizes in multiple categories.
There will also be cultural demonstrations, arts and crafts, educational booths, traditional food vendors, and athletic events throughout the day — including disc golf, horseshoe, and outdoor volleyball tournaments.
The annual celebration is on Saturday at Fort Apache Historical Park and is open to the public. It is an opportunity for the White Mountain Apache Tribe to honor its heritage and for visitors to learn about Apache culture and enjoy a day of festivities.

The Mayor's Youth Advisory Committee (MYAC) was established to help the Town Council understand our local youth's issues.
Listen as Josiah "Joe" Grzelak and River Rigg talk about their experience on MYAC, and Malainia Spillman - Assistant to The Public Works Director explains the group's overall purpose.
The purpose of the MYAC shall be to provide a voice for youth in the community, to bring youth issues to the Town Council, to assist the Town Council in understanding youth concerns, to learn about civic processes, to gain experience in governance, to become leaders in the community, and to assist and advise boards, committees, and commissions on issues deemed appropriate by the Council. The MYAC is advisory in nature.

Most notably known for their Diamond Marking System on Trails, TRACKS is a volunteer group dedicated to using, promoting, preserving, and protecting multi-use trails in the Apache-Sitgreaves National Forests of NE Arizona. It is authorized by the US Forest Service to support and assist the development, maintenance, and improvement of non-motorized trails, and to provide a resource for education, communication, and social interaction designed to enhance the enjoyment of outdoor experiences on the trails.

Mayor Stephanie Irwin and Annie DeRosier Tourism Marketing Coordinator discuss - Community Engagement - Community Events
Community Engagement – This fall, the Town launched a community survey to measure resident sentiment and to solicit input on establishing priorities for future projects. More than 1,000 responses were received, and Town staff is working to analyze the data. In the spring of 2023, our plan is to conduct a series of public meetings to present the results and to gather additional community feedback.
Community Events – Once again, the Town hosted several special community events that have continued to grow increasingly popular with residents and visitors alike. Last spring, hundreds of children and children at heart gathered at Jack Barker Memorial Park for the Town Easter Celebration, complete with live music, games, picture with the Easter Bunny and thousands of eggs for the kids. In June, we staged the 5th annual White Mountains Balloon Festival, which drew more than 9,000 people to watch 18 balloons fly over our town. September saw the return on the Fall Festival Parade with hundreds of spectators lining White Mountain Boulevard to view the spectacular entries. In October, more than 100 people braved cold, rainy, windy conditions for our second annual Color Run at Woodland Lake Park. The smiles on the faces of participants helped warm the experience. October also welcomed Trunk or Treat, where local businesses and organizations distributed candy to about 1,500 children. December marked the start of the Holiday Season with our annual Christmas Fair and Tree Lighting ceremony at Jack Barker Memorial Park. The event once again featured food vendors, a hot air balloon glow, craft activities and an appearance by Santa Claus. We are grateful to businesses, non-profit organizations and community members who continue to support our events and activities.
As we move into a new calendar year, we hope you will join us in looking back to celebrate the many accomplishments we have achieved as a community. Our successes are your successes, and we want you to know we will continue to work hard every day to continue to make Pinetop-Lakeside a thriving, beautiful community. Here is to a great year ahead!

Mayor Stephanie Irwin and Police Chief Dan Barnes discuss - Police Department Building - Police Department
Police Department Building – Our Public Works and Police departments have been working very closely on construction of a new facility. Design work has been completed and utility lines have been installed in preparation to turn the project over to a contractor. While construction timelines are fluid due to supply chain issues, our hope is to have this project completed by early 2024.
Police Department – It has been a very busy and successful year for the Pinetop-Lakeside Police Department. After several years of struggling to fill staffing positions, the department is nearly at full staffing levels. Among the more notable hires in 2022 were Daniel Wilkey as commander and Mike Abujejo, Billy Chief, and Randall Keith as officers. Additionally, Michaela Raimo was promoted to patrol sergeant. The increase in staffing can be attributed in part to a new pay plan for sworn officers approved by the Town Council. It was a great year for grants awarded to the department. In total, the police department received more than $207,000 in grants, including a $110,000 Proposition 202 award from the Gila River Community that was used to purchase two new patrol vehicles. The department also received a $54,000 Proposition 207 grant from the Governor’s Office of Highway Safety used to purchase a DUI enforcement vehicle. Other equipment upgrades included improved communications equipment, new ballistic vests, a new Automated Fingerprint Identification System (AFIS), new ballistic helmets and shields, and new body cameras. Finally, Sgt Raimo was honored by the Timber Mesa Fire District for her actions in saving a person’s life on a medical call. Public Safety is among the highest priorities in our community, and we could not be more proud of the work being done by Chief Dan Barnes, Commander Wilkey, our sworn officers, Volunteers in Policing (VIPS) and all police department personnel to keep us safe.

Mayor Stephanie Irwin and Town Manager Keith Johnson discuss - Revitalization of Lakeside - Park Improvements - Pinetop-Lakeside Public Library
Revitalization of Lakeside – As noted, this was identified as a priority in the Town’s Strategic Plan. Our Community Development Department is working with some of the business owners in the area to address code violations. And, in November, the Town Council approved $50,000 in matching funds as part of a Façade Grant program. Local businesses can apply for funding and the Town will match up to $2,500 to improve the look of existing businesses.
Park Improvements – The Public Works Department has made several major improvements to our town’s recreational facilities. Last summer, both soccer fields at Mountain Meadow Recreation Complex were completed reconstructed and new lights were added to the east soccer field. New soccer goals also have been installed. All buildings at the park have been repainted to give a fresh look. Both baseball fields have new foul poles. At Woodland Lake Park, all structures have new roofs, lighting has been upgraded on all ramadas, the ballfields have new fencing, and a new story walk is in place around the path surrounding the lake. This new amenity was done in partnership with the Pinetop-Lakeside Library. The Town also relocated streetscape artwork from Lakeside to Jack Barker Memorial Park to create easier access for residents and visitors to view the art pieces donated by the Art Alliance of the White Mountains.
Pinetop-Lakeside Public Library - The library received a$107,000 grant from the Arizona Library Association. Seventy percent of the funds went to purchase supplies and materials such as books, computer tables, furniture, gardening supplies and design and printing of materials of the story walk at Woodland Lake Park. The remaining funds were used for prizes, transportation, events and programming and staffing.

Mayor Stephanie Irwin and Town Manager Keith Johnson discuss - Strategic Planning - Election News - Updated Land-Use Map
Strategic Planning – The Town Council, with input from staff, developed a five-year strategic plan that will guide our work for the next several years. The plan was broken into two categories: two-year priorities and five-year priorities. Among the items identified as priorities in the first two years are continued work on a new police department building, design, and implementation of a community engagement plan, addressing zoning issues to help revitalization in Lakeside and passage of the Home Rule Option that allows the Town to meet its budget needs. We’re happy to share that the Home Rule Option easily passed in November, which will allow the Town to spend funds already collected.
Election News – 2022 was an election year and in addition to the passage of Home Rule, Town Council positions were filled. Mayor Stephanie Irwin was re-elected to a four-year term. Four-year council seats went to incumbents Sterling Beus and Taber Heisler, along with newcomer James Brimhall. Incumbent Lynn Krigbaum was re-elected to fill a two-year term. Congratulations to each of them.
Updated Land-Use Map – The Community Development Department worked for most of 2022 on a Major Amendment to the Land Use Map for the Town. In total, the Town conducted 9 public meetings either through the Planning and Zoning Commission or Town Council to review the updates land use map and solicit public input. The changes to the existing map correct errors from a previous map developed in 2015 and create a framework for potential future development. According to state law, the Town is required to have an accurate land-use map, which also will be included in the 2025 General Plan.

The Town of Pinetop-Lakeside achieved many successes in 2022, successes that we are proud to celebrate with our community. While we face challenges and obstacles every year, the leadership of Mayor Stephanie Irwin and our Town Council, along with the outstanding work of a dedicated staff, allow us to continue to move in creating a community of which we can all be proud.
