In the first episode of the PAWA254 RITAI Budget Process series, our hosts explore the various components of the County Budget Process, and provide an introduction to the topic.PAWA254 is implementing a three-year project termed as Rights, Inclusion and Transparency for Accountable Institutions (RITAI).
The project seeks to address the various issues facing Kenya’s governance and democratic space, and is being implemented in 3 counties across Kenya and these are Nairobi, Kajiado and Nakuru counties. Namely, the project seeks to enhance transparency, accountability, and citizen participation in public affairs. Furthemore, the project aims to strengthen capacities and support systems for human rights defenders.

Grief can be a difficult journey, but it doesn't have to be a lonely one. We are so grateful to have had the chance to talk with Corine Nabututu about how to navigate the process with grace and understanding.
How does grief affect a person mentally? A person might feel or act differently to the usual when they are grieving. They might have difficulty concentrating, withdrawing, they do not get to enjoy their usual activities.
It was an eye-opening conversation with Oyoko Othiambo from the Bipolar Heroes Foundation and a Human Rights Defender. We discussed the complexities of bipolar disorder and how it can manifest in episodes of mood swings. We are grateful for the insight and knowledge shared!
Bipolar is a disorder associated with episodes of mood swings ranging from depressive lows to manic highs, manic episodes may include symptoms such as high energy, reduced need for sleep and loss of touch with reality.
Depressive episodes may include symptoms such as low energy, low motivation and loss of interest in daily activities. Mood episodes last days to months at a time and may also be associated with suicidal thoughts.
Treatment is usually lifelong and often involves a combination of medications and psychotherapy.
It was an honor to have a conversation with Dr. Chitayi Murabula, President of the Kenya Psychiatric Association. We discussed the various forms of violence faced by people with mental illnesses and mental disorders, and the importance of understanding and providing support to those in need. Such an eye-opening experience!
The proposed 5% taxation on the cosmetic products will increase the cost of doing business for many in this industry which will render very many women and the youth unemployed in the long run, says Annet Nerima from Kenya Human Rights Commission working with the Okoa consortium about the excise duty tax proposed in the finance bill 2023.
"Hitting an industry with a 15% tax is quite a lot. It is a shock to an emerging industry. Listen in for more on what our partner from NTA in the Okoa consortium had to say on the 15% withholding tax proposed in the Finance Bill 2023.

She is the Co-Founder and Executive Director of Usikimye, a platforms established to offer refuge for victims and survivors of sexual and gender based violence. Who is Rachael Mwikali? She is a Pan African Feminist, Community Organiser, Gender Justice activist and a Woman Human Right Defender. Born and raised in Mathare slums in Nairobi, Mwikali is a grassroots women rights activist and feminist activist. Maryann Wanjiru is a Woman Right Defender from one of the largest informal settlements in Kenya, Mathare. Get to know how the HRDs work and their contribution towards fighting violence against women and girls.
In Kenya high levels of violence against women and girls is an ongoing problem that further increased especially during the Covid-19 pandemic. While official data records may be incomplete, there is a clear trend of increased violence against women and girls.
According to data from the national gender-based violence hotline 1195 run by Healthcare Assistance Kenya—an NGO that works with survivors of GBV in Kenya—in partnership with the Ministry of Public Service and Gender, there was a staggering 301 percent increase in calls reporting violence against women and girls in the first two weeks of the lockdown between March and April 2020.
PAWA INITIATIVE as an organization is interested in the advancement and safeguarding of Human Rights including Women in Kenya primarily because respect for human rights lays the foundation for good governance-what PAWA seek to achieve for Kenya and the region. To further this noble aim, PAWA partners primarily with artistes and other partners to advocate for the advancement of human rights while at the same time mobilizing support to push back repressive laws and hold the Government to account for violations of treaties, laws and statutes relating to Human Rights in Kenya.

On the second part of Episode 6, we hear out Tasline's plan for her Ward. She purposes to improve Health and sanitation, Help reduce teen pregnancies in the area as she works hand in hand with the young girls affected by the same. The condition of their roads is quite poor, which she also wants to improve. Guess what? There is more to what Tasline plans for Kwabwai Ward in this episode, including the challenges she has faced while campaigning.
Tasline Otieno is aspiring to be the next Kwabwai Ward MCA in Homabay County, Why? Because she believes in alternative leadership that is value based, which has not been provided or experienced from the current leadership in her ward. She has promoted various matters having been in the Civil Society space such as Youth and women empowerment, Transformative leadership and Human Rights. Tasline is also an academician, pursuing research and policy formulation. Tag along as we get to know more about Tasline on the episode.
On part 2 of episode 5, Daniel Mala goes through his manifesto and explains how good leadership through proper representation translates to good governance, which he plans to ensure during his tenure. Mjue Kiongozi Wako is an online advocacy platform that PAWA254 seeks to empower the general public by offering the general public a front seat view to interact with and get to know their 2022 candidates better. As the Office of the Member of County Assembly is one that is closest to Wanjiku in terms of delivery of services, and since the grassroots is PAWA’s main target in as far as governance is concerned, the Mjue Kiongozi Wako series will focus on the MCA’s their roles and responsibilities and give the MCA candidates from across different political divides the opportunity to share their manifestos with the electorate. The podcast series will feature MCA Aspirants in the youth bracket as PAWA 254 believes in youth empowerment for social good.

The Constitution of Kenya (Art 260) defines “State”, as the collectivity of offices, organs and other entities comprising the government of the Republic under the Constitution. It proceeds to list state offices as including all the eight offices occupied by the eight leaders elected at general elections to serve in both national and county governments which mean that all the eight are state officers.
Article 73 of the Constitution of Kenya notes that authority assigned to a State officer is a public trust to be exercised in a manner that
(i) Is consistent with the purposes and objects of the Constitution;
(ii) Demonstrates respect for the people;
(iii) Brings honour to the nation and dignity to the office; and
(iv) Promotes public confidence in the integrity of the office.
The Constitution of Kenya vests in the State officer the responsibility to serve the people, rather than the power to rule them.
