Access to reliable transportation is key to participation in registered apprenticeship. Whether it is getting to the Jobsite or the classroom, without transportation an apprentice is faced with a barrier to participation or retention in an apprenticeship program. Dr. Edna Cadmus is an experienced nursing executive who led New Jerseyan Englewood Hospital and Medical Center to Magnet designation and re-designation three times. In 2010, she joined Rutgers School of Nursing, serving as a clinical professor of the graduate nursing leadership tracks. Dr. Safiya U. Noble is an Associate Professor of Gender Studies and African American Studies at the University of California, Los Angeles (UCLA) where she serves as the Co-Founder and Director of the UCLA Center for Critical Internet Inquiry (C2i2). She holds affiliations in the School of Education & Information Studies, and is a Research Associate at the Oxford Internet Institute at the University of Oxford where she is a Commissioner on the Oxford Commission on AI & Good Governance (OxCAIGG). Dr. Noble is a board member of the Cyber Civil Rights Initiative, serving those vulnerable to online harassment. She is the author of a best-selling book on racist and sexist algorithmic bias in commercial search engines, entitled Algorithms of Oppression: How Search Engines Reinforce Racism (NYU Press), which has been widely-reviewed in scholarly and popular publications.
Mike Metzgar began his career as math faculty and then transitioned into administration serving as a department chair and then dean. In the early 2000’s his professional interests evolved, and his focus shifted to education for the purpose of workforce preparation.
He quickly came to appreciate that in order to best prepare students for long-term workplace success, he needed local industry not just at the table, but at the head of the table. Needing a strong framework to systematize the development of efficient and high-quality training with local industry leading, he trained in the DACUM methodology. Using the principles he learned as the foundation, Mike has developed and overseen dozens of highly successful workforce programs in a wide array of industries. All programs were all built from the ground-up “by industry, for industry”. Over two decades, his career has taken him from Arizona, to New Jersey, and most recently New York where he has built innovative programs to support local employer’s workforce needs in manufacturing, healthcare, and food service.

Jim Foti currently serves as the Regional Director for the Philadelphia Regional Office of Apprenticeship, U.S. Department of Labor (USDOL), Employment and Training Administration. He previously served as Deputy Administrator and Senior Policy Advisor in USDOL National Office of Apprenticeship in Washington DC His career encompasses twenty-five years of management experience with a focus on workforce training, education, and technology. His experience includes Executive Director of the American Institute for Innovative Apprenticeship; Director of the National Healthcareer Association; CEO of the National Council of NGOs of Kenya; Head of Marketing and Workforce Programs for Instructional Systems Inc.; and, Education Legislative Assistant for former U.S. Senator Bill Bradley. While attending college in the evening, Jim completed a 4-year apprenticeship fabricating intricate precious metals equipment for the aerospace and fiberglass industries and for scientific research; After graduate school, he served a Presidential Management Fellowship in Washington DC, and a Robert Bosch Foundation Fellowship studying apprenticeships in Germany. He holds a master's degree in Public Administration from Columbia University School of International and Public Affairs and a bachelor's degree in Management from Rutgers University.
