Bob Smith, Director, DON SBIR/STTR Programs: As Director of the Navy’s SBIR/STTR and Special Programs, Mr. Smith manages programs designed to assist small businesses in getting their technologies fully developed, tested, and inserted into products and services used by our Naval warfighters. Prior to his current assignment, Mr. Smith was the Director of Disruptive Technologies in the Office of Naval Research, a program that provides game-changing technical options for the future Navy. Mr. Smith was also the Program Manager for the Department of the Navy’s Rapid Innovation Fund, which supports rapidly inserting small business technology solutions into acquisition programs of record. Mr. Smith was lucky to have previously spent 22 years as a Marine helicopter pilot. Mr. Smith has a BA in Accounting from Whittier College and an MS in Systems Management from the Naval Postgraduate School. He was the recipient of the 2013 Department of the Defense Oreta B. Stinson Advocacy Award (formerly Small Business Advocate Award), one of the annual Navy Acquisition Excellence Awards given in recognition of a non-small business professional whose actions contributed significantly to improving the opportunity for small business success. Mr. Smith has been recognized twice by the Small Business Technology Council as a “Champion of Small Business Technology Commercialization.”

Dr. Matt Willis​, Director, Office of Army Prize Competitions and Army Applied SBIR Program: Dr. Willis leads the Army’s portfolio of private sector engagements through prize competitions and the Army Small Business Innovation Research (SBIR) program, comprising over $275M in annual research and development investments. Previously, Dr. Willis has served as the Army Director for Laboratory Management; Chief for Acquisition at the Joint Chemical Biological Radiological Nuclear Program Analysis and Integration Office; and the Deputy Director for Special Projects in the Office of the Deputy Assistant Secretary of Defense for Research, providing alignment for DoD’s S&T investments amongst the Services. Dr. Willis started his Army career as a Research Chemical Engineer at the U.S. Army Edgewood Chemical Biological Center. Dr. Willis received a BS in Chemical Engineering from Cornell University, an MS and Ph.D. in Chemical Engineering from the University of Illinois Urbana-Champaign and is the author of numerous manuscripts, technical reports, and patents. LTG (r) Kenneth E. Tovo was commissioned from the U.S. Military Academy into the Infantry in 1983. After serving his initial tour with the 82nd Airborne Division, Tovo completed the Special Forces Qualification Course and transferred to Special Forces. He served as a Special Forces detachment, company, battalion, and group commander in the 10th Special Forces Group (Airborne).

Tovo’s additional assignments included serving as a plans officer with 1st Special Forces Operational Detachment-Delta and Joint Headquarters Center (NATO); aide de-camp to the commander, Stabilization Force, Bosnia; chief of staff, U.S. Army Special Operations Command (USASOC); deputy commanding general, Special Operations Command Europe (SOCEUR); deputy commanding general, 1st Armored Division/U.S. Division Center, Iraq; commanding general, Special Operations Command Central (SOCCENT); and commanding general, Combined Security Transition Command-Afghanistan and NATO Training Mission-Afghanistan (CSTC-A/NTM-A). Most recently, Tovo served as the military deputy commander of U.S. Southern Command in Miami, Fla.

Tovo’s operational assignments include the first Gulf War, refugee relief operations in Northern Iraq, noncombatant evacuation operations in Sierra Leone, peacekeeping operations in Bosnia on two occasions, five tours in Iraq, and one tour in Afghanistan.

The XMOD System is the next step in the evolution of the magazine pouch. It was created to address said deficiencies and be a combat multiplier during engagements, giving the tactical operator superior speed in their rifle magazine exchange.

The XMOD System was designed to quickly adapt to an operator’s existing wearable ensemble via a MOLLE-adaptable mount plate to replace the existing magazine soft-pouch setup. The mount can also be attached to a static fixture like a vehicle or wall to use as a backup or storage supply for loaded magazines.

XMG has invented, designed, and is launching the first in a series of modular equipment platforms designated as the XMOD System. This modularly attached magazine carrier product minimizes the window of vulnerability all Soldiers and law enforcement officers experience while under fire, and their primary rifle has an empty magazine. The design and intent of the XMOD System are to compress the transition time in reloading magazines during operations. The XMOD System’s plan also addresses current issues regarding operational storage, transportation, and distribution of small and large-scale inventories of readily deployable magazines and ammunition, streamlining the process and making logistics more economical, expeditious, and simplistic.
The XMOD System addresses several current shortfalls faced by tactical and non-tactical operators.

DEFTECH Coffee Calls – October is Cybersecurity Awareness Month
Topic: US Army Combat Capabilities Development Command (DEVCOM) Army Research Lab (ARL) Pathfinder Program and Tactical Operations Related to Cybersecurity Hub (TORCH).

Guest Speaker: Ms. Mallory Coleman works for the Civil-Military Innovation Institute (CMI2) in Morgantown. CMI2 is a WV-based 501(c)(3) nonprofit that is the facilitating arm of the US Army Combat Capabilities Development Command (DEVCOM) Army Research Lab (ARL) Pathfinder Program. The program’s primary goal is to source issues from Soldiers in the field and then engage academic institutions, experts from academia, and/or commercial industry experts to rapidly develop innovative solutions that solve the identified Soldiers’ problem sets.

CMI2 operates out of several different regions (Ft. Campbell, Ft. Bragg, Ft. Stewart, West Virginia, and Montana), and each region has its specific focus and mission set. In the West Virginia region, the West Virginia National Guard’s Adjutant General has emphasized cybersecurity, critical infrastructure protection, and mission assurance. Most of the West Virginia-based Pathfinder projects are cyber-centric, as well as our cybersecurity-themed Makerspace, the Tactical Operations Related to Cybersecurity Hub (TORCH).

TORCH manager Jared Lemons, and its NC PWIC, David Jordan, will join Mallory and speak more about the program and the ongoing projects in the North Carolina region.

The NC DEFTECH TIDE Program is one of the many ways North Carolina Supports companies in the NC innovation ecosystems to grow and get their technologies in front of the government.
The 2020 National Strategy for Critical and Emerging Technologies states:

•DEFTECH Vision: North Carolina is the “The Frontline of the Future,” supporting the Nation’s defense and homeland security to provide technological overmatch in a changing Joint and Multi-Domain operational environment.
•As a state entity, DEFTECH connects the NC Innovation Ecosystem (NCIE) (businesses, universities, community colleges, public/private partnerships, investors, and North Carolina military bases) with emerging. Urgent technology requirements across the Departments of Defense and Homeland Security to provide optimum solutions for our country’s most pressing defense, health, first responder, and law enforcement needs.

NC DEFTECH TIDE PROGRAM
Technology Scouting and Technology Transition Acceleration Program

BACKGROUND:
The North Carolina Defense Technology Transition Office (NC DEFTECH) launched the Technology, Innovation, Demonstration, and Experimentation program entitled: DEFTECH TIDE. TIDE provides an opportunity for technology developers to demonstrate and experiment with new and evolving technological capabilities in an operationally relevant environment and obtain government customer insights into federal technology gaps and emerging needs.

DEFTECH TIDE is a Four-Phased Program. Phases 1-3 are quarterly, and Phase 4 is an annual event.
1.Phase 1: Request for Quad Charts through the TIDE RFI. Canvas NC for innovative technologies that address complex national security problems at a technology readiness level (TRL) of 4 or greater.
2.Phase 2: Collaborate with federal innovation outreach offices to catalog and share technology approaches to increase awareness of the NC Innovation Ecosystem. Work to align TIDE Events with SBIR/STTR phases and schedules for federal agencies to build predictability.
3.Phase 3: Present technology areas that meet emerging federal requirements to a panel of government experts at the Future Advanced Technology Quarterly (FATQ) meetings.
4.Phase 4: Annual event to demonstrate/experiment with military operators in an operationally relevant environment.

DEFTECH TIDE Goals:
1. Connect on the problem and collaboratively iterate critical technology solutions to solve Warfighter needs.
2. Build a cyclical program in NC to showcase emerging technology solutions and baseline current technological approaches.
3. Create external partnerships and teaming opportunities across the national Defense Industrial Base (DIB).

Major General Jeffrey L. Milhorn assumed responsibility as the Deputy Commanding General for Military and International Operations, Headquarters, U.S. Army Corps of Engineers in Washington, DC, on July 22, 2020.

He is responsible for policy, programming, and technical support in the execution of more than $18 billion of design, construction, and environmental programs for the U.S. Army, the U.S. Air Force, other Department of Defense and federal agencies, and foreign countries.

Prior to assuming responsibility, Milhorn served as the Commanding General of the North Atlantic Division, U.S. Army Corps of Engineers; I Corps Deputy Commanding General; Commanding General, Pacific Ocean Division, U.S. Army Corps of Engineers; Deputy Chief of Staff, G-3/5/7 for United States Army Pacific; Deputy Commanding General, Joint Task Force 505 (Nepal Earthquake) Operation Sahayogi Haat; Commander, 130th Engineer Brigade; and Commander, 173rd Brigade Special Troops Battalion (Airborne) at Bamberg, Germany, and Operation Enduring Freedom in Jalalabad, Afghanistan.

Milhorn is a Distinguished Military Graduate from the University of Florida, earning a Bachelor of Science in Civil Engineering. He holds a master’s degree in Construction Engineering & Project Management from the University of Texas at Austin, is a National Security Fellow of Harvard University in Cambridge, Massachusetts, and is a registered Professional Engineer in Missouri. His military education includes the U.S. Army Command and General Staff College and the Joint Forces Staff College.

Milhorn's operational deployments include Operation Enduring Freedom, Afghanistan. His military awards and decorations include the Distinguished Service Medal, four Legions of Merit, two Bronze Stars, the Combat Action Badge, the Master Parachutist Badge, the Air Assault Badge, and the Ranger and Sapper Tabs.

Medical Support to the Warfighter, will connect businesses in North Carolina with military and other federal agencies that require or purchase medical supplies, equipment, devices, pharmaceuticals, medical information technology and medical services. Representatives from the Departments of Defense, Veterans Affairs and Health and Human Services, their prime vendors and major contractors – from national commands and from bases, commands and facilities in North Carolina – will highlight current technology or resource gaps and needs, future requirements and procurement processes to supply military and federal medical facilities and agencies. All medical-related businesses in North Carolina – large or small, prime contractors, subcontractors, suppliers, manufacturers and service providers – will benefit from briefings on military requirements, procurement processes and supplier qualifications, from informal networking with buyers and users, and from exhibiting or viewing demonstrations of the latest medical technologies designed to support America’s warfighters.

Cherissa Tamayori is the Director of Acquisition and Senior Contracting Official for the Defense Innovation Unit (DIU). NC DEFTECH TIDE PROGRAM
Technology Scouting and Technology Transition Acceleration Program

Background:
The North Carolina Defense Technology Transition Office (NC DEFTECH) launched the Technology, Innovation, Demonstration, and Experimentation program entitled: DEFTECH TIDE. TIDE provides an opportunity for technology developers to demonstrate and experiment with new and evolving technological capabilities in an operationally relevant environment and obtain government customer insights into federal technology gaps and emerging needs.

DEFTECH TIDE is a Four-Phased Program. Phases 1-3 are quarterly, and Phase 4 is an annual event.
•Phase 1: Request for Quad Charts through the TIDE RFI. Canvas NC for innovative technologies that address complex national security problems at a technology readiness level (TRL) of 4 or greater.
•Phase 2: Collaborate with federal innovation outreach offices to catalog and share technology approaches to increase awareness of the NC Innovation Ecosystem. Work to align TIDE Events with SBIR/STTR phases and schedules for federal agencies to build predictability.
•Phase 3: Present technology areas that meet emerging federal requirements to a panel of government experts at the Future Advanced Technology Quarterly (FATQ) meetings.
•Phase 4: Annual event to demonstrate/experiment with military operators in an operationally relevant environment.

DEFTECH TIDE Goals:
1. Connect on the problem and collaboratively iterate critical technology solutions to solve Warfighter needs.
2. Build a cyclical program in NC to showcase emerging technology solutions and baseline current technological approaches.
3. Create external partnerships and teaming opportunities across the national Defense Industrial Base (DIB).

As a member of the NCMBC’s business development team, Ms. Rodgers (https://www.linkedin.com/in/lauradrodgers/) will identify future and current federal prime and subcontracting opportunities, identify and notify companies of these opportunities and provide one-on-one assistance to help companies bid on and win contracts. Specifically, Ms. Rodgers will monitor contract opportunities from the North Carolina National Guard. Robert “Bob” Burton serves as the Senior Manager for the North Carolina Defense Technology (DEFTECH) Transition Office. Bob works to connect the NC Innovation Ecosystem (NCIE) (businesses, universities, community colleges, public/private partnerships, investors, and North Carolina military bases) with emerging and urgent technology requirements across Defense and Homeland Security Departments. Providing optimum solutions for our country’s most pressing defense, health, first responder, and law enforcement needs.

Bob Burton is a retired Special Forces CSM with over 25 years of special operations leadership starting from the 12-man SF Operational Detachment Alpha (SFODA). He influenced, led, and drove strategic results through more than ten years of executive-level leadership, including 3-star general officer trusted advisor staff SGM for the U.S. Army Special Operations Command (USASOC). Bob Burton deployed extensively across CENTCOM, EUCOM, and PACOM areas of operation/responsibility (AO/AOR) to support U.S. security and strategic objectives.

Bob Burton has proven combat leadership refined through many engagements from the local tribal chief level through national military leadership levels and advised diplomatic efforts and military operations in sensitive security environments.

The North Carolina Military Business Center (NCMBC) is a statewide business development and technology transition entity of the North Carolina Community College System, headquartered at Fayetteville Technical Community College.
The mission of the NCMBC is to leverage military and other federal business opportunities to expand the economy, grow jobs and improve quality of life in North Carolina.
The NCMBC’s primary goal is to increase federal revenues for businesses in North Carolina. The Department of Defense has an annual impact of $66 billion and is the second largest sector of North Carolina’s economy (12% GDP). With six major military bases, over 100 National Guard and 40 Army Reserve facilities and the third highest number of uniformed military personnel in the country, the State of North Carolina created the NCMBC to leverage opportunities with these installations, DoD commands and federal agencies operating worldwide.

Business Development. The NCMBC’s business development team includes experienced business development, industry and procurement specialists operating from 12 Community Colleges across the state – from Hendersonville to Elizabeth City. These specialists identify the most lucrative federal contract opportunities (prime and subcontracts), notify and pre-position North Carolina firms for specific opportunities, and assist firms to understand government solicitations, prepare winning proposals and to successfully execute federal contracts.

MatchForce. To connect North Carolina businesses with all federal opportunities, including local opportunities at bases in the state, the NCMBC administers the State’s official, FREE web portal for federal contracting – www.MatchForce.org. North Carolina businesses register on the portal and receive automatic matches to federal prime opportunities and to subcontracting opportunities posted by other registered businesses. Firms identifying contract opportunities through MatchForce can then contact the NCMBC business development team for one-on-one assistance.
Strategic Initiatives Program. In addition to business development and MatchForce, the NCMBC conducts several strategic initiatives. These initiatives include:
•Market intelligence – identifying future business opportunities in key sectors
•Pre-positioning and training – for future and current opportunities
•Current business development – connecting businesses to contract opportunities
•Solicitation and proposal support – assisting businesses to compete and win
•Training and resources – providing tools to overcome contracting obstacles
•Events and networking – focused on target sectors including statewide Summits for the medical, aerospace, cybersecurity, military construction and textile and soldier systems industries
DEFTECH. The NCMBC also established the North Carolina Defense Technology Transition Office (DEFTECH) to enable North Carolina’s innovation ecosystem to address complex national security problems, and increase economic opportunities for businesses in the state. The NCMBC and DEFTECH serve military commands and federal agencies worldwide, connecting their requirements with the North Carolina industrial and innovation ecosystem. The NCMBC and DEFTECH are unique combat multipliers that leverage industrial capacity statewide and drive private sector innovation, research and development directly to DoD, federal agencies and major military commands worldwide.
Other goals. The NCMBC also conducts employment programs to support the integration of highly skilled, transitioning military personnel, family members and veterans into the state workforce, and supports economic developers in recruiting defense-related businesses to North Carolina. The NCMBC maintains a searchable, historical database of transitioning military personnel to help economic developers quantify this potential workforce for businesses locating in North Carolina.
