"We the people must fight back.” – League of Women Voters of the United States

From the start of the second Trump administration, the nation has endured a relentless wave of illegal deportations, defiance of judicial orders, and attacks on voting rights. For many, this constitutional and humanitarian crisis has led to defeatism. The Portland region, however, has stood out for the number of people and organizations rising up to fight for democracy on multiple fronts.

The League’s April Community Education program focused on three local women who are leading efforts to protect our community’s most vulnerable neighbors against the ongoing attacks on democracy, justice, and basic humanity.

Reyna Lopez, President/Executive Director of Piñeros y Campesinos del Noroeste (PCUN), Oregon farmworkers’ Union, building a stronger voice for all Latinx working families to stand up for their rights and build political power.
Marirose Piciucco, board member of the Portland Immigrant Rights Coalition (PIRC), whose mission is to uphold the U.S. Constitution by taking action to protect vulnerable immigrants from ICE arrests and detentions.
Emma Jenson, Community Outreach and Engagement Coordinator for Portland City Council President Jamie Dunphy. Emma has over a decade’s experience in voter education to empower unregistered, low turnout, and underrepresented voters.

As we confront this critical moment in our nation’s history, when voting rights, civil rights, and democracy itself are under siege, the mission of the League of Women Voters to empower voters and defend democracy is more vital than ever. What can League members and the community do to support that mission?

Our March Community Education program will highlight the notable work of three leaders across our country, state, and local community, to protect our democracy—through legislative lobbying, the legal system, and the ballot box:

Jessica Jones Capparell, Director of Government Affairs of the US League of Women Voters, will discuss the National League’s efforts to defend democracy at the federal legislative level, while empowering voters to stand up and act.
Oregon Attorney General Dan Rayfield, who in the past year has sued the federal government more than fifty times against assaults on democracy in our state, will talk about his office’s ongoing work to defend and preserve Oregon’s civil values.
Jaylyn Suppah, a member of the Confederated Tribe of Warm Springs, is co-founder of the Tribal Democracy Project. She will address combatting Native voter disenfranchisement and defending Tribal Sovereignty through community empowerment.

Hear from supporters and opponents of the bond measure 26-260 for Portland Parks Levy on the ballot in the November 4, 2025 Election.

Measure 26-260 would replace the current property tax levy of $0.80/$1,000 assessed property value, expiring on June 30, 2026, with a new tax levy of $1.40/$1,000 assessed property value, which would apply for five years from July 2026 through June 2031. There is an approximate $600 million maintenance repair and replacement backlog. Three cents of the $1.40 levy will be directed to reducing this backlog.

This fall, Portland’s election system isn’t the only thing changing. Our form of city government is changing, too.

In 2022, Portlanders voted for change, and on January 1, 2025, we are getting it. The Mayor will be running the City government, and hiring a City Administrator to get the job done. The Mayor won’t be on the Council any more – Council will pick its own leaders. The new City Council will still be adopting laws and approving the budget, and they will need to collaborate to get Council business passed.

What should voters be looking for in their candidates when they cast their ballots for City Council or Mayor? When this new set of leaders take office in January, what should Portlanders expect from them in their role? And how can Portlanders stay engaged with what Council and City bureaus are doing in this new form of government? - Moderator: Chris Smith, a transportation policy expert and a long-time community volunteer. Chris explained how Portland’s transportation system fits into Metro regional transportation planning.
- Millicent Williams, Director, Portland Bureau of Transportation (PBOT) discussing funding concerns. Funding is a major challenge confronting multiple government transportation agencies. In part, this is due to less revenue from gas taxes. However, Portland also faces other revenue and expense concerns. The Portland Bureau of Transportation (PBOT) must deal with this issue now as the City of Portland is developing budgets for its next fiscal year.
- Zachary Lauritzen, Interim Executive Director, Oregon Walks, discussing transportation safety. Safety on, and alongside, our roads continues to be a difficult problem with consequences that can be deadly. Addressing safety concerns requires action by multiple agencies– not just the transportation sector.
- Jana Gastellum, Executive Director, Oregon Environmental Council, discussing climate concerns. Transportation is Oregon’s largest source of carbon emissions, so it is an important factor in addressing climate concerns. Options to reduce driving and the transition to electric vehicles reduce gas tax revenues. This requires consideration of additional state-level funding approaches.

In this podcast, members of a volunteer Police Accountability Commission (PAC) describe their proposal for a new Community Board to review complaints of police misconduct. The PAC spent thousands of volunteer hours planning the details of how this new community board will operate. The final plan carries out the requirements in the charter amendment that Portland voters passed in November 2020 by almost 82%. A representative of the U.S. Department of Justice also explains the role of the U.S. DOJ in reviewing this proposal.

The UN’s Climate Conference—the “Conference of the Parties” or COP—is the official meeting of member states who signed the UN’s climate treaty. Every year, the parties to the treaty, including the U.S., meet and negotiate various aspects of the treaty.

The Portland City Charter is similar to a constitution for the city; it defines how Portland is governed. Every ten years, the City of Portland appoints a volunteer Commission to review the City Charter. Over the past year, twenty Charter Review Commissioners have been considering ways to improve the way Portland's government works. They have learned from Portlanders, other cities, and numerous other sources about changes to the Charter that could make Portland's government more effective, representative and responsive to its residents. Now, they are close to making decisions about possible Charter revisions. Next November, Portland voters will decide whether to accept the Commission's recommendations. In this podcast, the Project Manager for the Charter Review Commission and three of the Commissioners explain their goals and process. They also answer questions from LWV members and the audience. Every year, Oregon offers new homes and a new start to hundreds of refugees who have escaped intolerable conditions in their home countries. Now in late 2021 and 2022, we are preparing for resettling as many as 1,200 new Afghan refugees. When immigrants make their homes in Oregon, they make Oregon stronger. Even so, immigration policies remain a source of national controversy.

The case method is a way to more fully engage high school students in learning history and civics. This episode describes the case method and provides information about free training for U.S. History, Government and Civics teachers in grades 9 through 12, provided by Harvard Professor David Moss and the Case Method Institute for Education and Democracy.
