The Global Leaders Forum provides leaders the opportunity to present their views about critical policy issues before a group of U.S. government executive and legislative branch officials, foreign diplomats, academic and regional experts, leaders from the corporate community, and the media.
The series gives those who have professional responsibility for policy determination and interpretation a chance to assess the positions and perspectives of global leaders and to engage them in dialogue.

Please join us on Thursday, March 8 for a timely conversation with Jüri Luik, Minister of Defense of Estonia. The United States and its allies are approaching an important NATO Summit in Brussels in July 2018, and Estonia is at the forefront of major questions of European security. Estonia is one of the NATO allies dedicating above 2% of its GDP to defense and hosts a UK-led multinational battlegroup as part of NATO’s Enhanced Forward Presence, yet there is much work still to be done to create an Enhanced Deterrence in the North, including improving military mobility and NATO-EU cooperation. Minister Luik has unique experience in these matters, from Estonia’s EU presidency in 2017 when EU leaders agreed to pursue strengthened defense cooperation (PESCO), and having served in cabinet-level positions on multiple occasions. This discussion will shed light on vital transatlantic issues, and we hope you will join us.

As Finland's chairmanship of the Arctic Council approaches the one year mark, Minister Soini will provide an update on Finland's priorities, including environmental protection, strengthening connectivity, meteorological cooperation, and education. A critical partner of the United States in the High North, Finland continues to explore the Arctic's economic potential and advocate for the region's sustainable development, while also assuring the protection of the climate and ecosystems. Minister Soini will also discuss the increasing engagement of non-Arctic states in Arctic cooperation.

Please join us on Friday, October 20 for a timely conversation with H.E. Florence Parly, Minister for the Armed Forces of France. Minister Parly will discuss the key findings of France's recently released "Strategic Review of Defense and National Security." As a critical defense partner to the United States and NATO ally, France is addressing an increasingly complex and diverse set of defense and security challenges which include transnational terrorism, cyber and information warfare, and an erosion of the international rules-based system, which are testing transatlantic security. Today, France and the United States have deployed forces to the Baltic Sea region to deter Russian aggression, to the Sahel in order to confront terrorism and instability in the region, and to the Middle East to defeat Daesh. Minister Parly will address France's greatest security challenges and how Paris is working with the Trump administration, NATO, and EU partners to counter these threats.
Please join us on Friday, July 7 for an important conversation with The Rt Hon Sir Michael Fallon MP, Secretary of State for Defense of the United Kingdom, on the ways in which the United States and United Kingdom can maximize the benefits of bilateral and multilateral cooperation to combat current and future threats. The UK’s Strategic Defense and Security Review (SDSR) of 2015 outlined methods to counter the growing complexity and diversity of geopolitical challenges, including terrorist attacks, competition between states, cyber and information warfare, and an erosion of the international rules-based system. These threats have tested the UK directly and the transatlantic community as a whole. In response, the United States and the United Kingdom have deployed forces to NATO’s eastern flank as part of NATO’s Enhanced Forward Presence to deter Russian aggression and are working together to defeat ISIS in Iraq and Syria. Looking ahead, where does the UK see its greatest security threats and how are these evolving? In what ways can the United States and United Kingdom strengthen their special defense and intelligence sharing relationship?
On June 30, 2017, His Excellency Moon Jae-in, President of the Republic of Korea, delivered a Global Leaders Forum address to a Washington D.C. foreign policy audience of more than 250 at CSIS headquarters. This occasion marked several firsts: President Moon's first foreign policy address abroad, his first visit to the United States as president, and his first summit meeting with the Donald J. Trump administration. The evening began with welcoming remarks by CSIS Senior Adviser for Asia and Korea Chair Dr. Victor Cha, followed by CSIS President and CEO Dr. John Hamre's introduction of President Moon. President Moon discussed his strong support of the U.S.-ROK alliance, the challenges posed by North Korea, and his vision for Korea's security and prosperity as a contributing member of the global community. After his speech, the president fielded several questions from the audience.

He will discuss the concept of inclusive growth in Australia’s foreign and economic policy, focusing on the shared opportunities and challenges for established and emerging democracies in the Indo-Pacific.
Bill Shorten joined the union movement in 1994 when he began work at the Australian Workers' Union (AWU) as an organizer. He became the AWU's Victorian secretary and then national secretary, before being elected to the Australian Parliament in 2007.
In Parliament, Shorten was appointed Parliamentary Secretary for Disabilities, overseeing the development of the National Disability Insurance Scheme. He also served as Minister for Employment and Workplace Relations, Minister for Superannuation and Financial Services, Assistant Treasurer and Minister for Education. Since 2013, Shorten has been leader of the opposition.

The CSIS Pacific Partners Initiative is pleased to host a Statesmen’s Forum with Helen Clark, Administrator of the United Nations Development Program (UNDP) and former Prime Minister of New Zealand. She will discuss global political and security issues as well as her candidacy this year to be the ninth Secretary-General of the United Nations.
Helen Clark is the Administrator of the United Nations Development Program, first appointed in 2009 and reappointed unanimously by the UN General Assembly in 2013. Before that, she was Prime Minister of New Zealand for nine years from 1999 to 2008. In April 2016, Clark declared her candidacy to be the ninth Secretary-General of the United Nations.

The CSIS Southeast Asia Program is pleased to host a discussion with Dr. Vivian Balakrishnan, Singapore’s Minister for Foreign Affairs. Dr. Balakrishnan will discuss Singapore’s bilateral relations with the United States, its regional relationships, and the United States’ role in the Asia-Pacific.
Dr. Balakrishnan was appointed minister for foreign affairs and minister-in-charge of the Smart Nation Initiative in October 2015. His previous cabinet portfolios include environment and water resources, community development, youth and sports, and entrepreneurship. Before entering parliament in 2001, Dr. Balakrishnan was chief executive officer of the Singapore General Hospital after a distinguished career in medicine.

Please join us for a Statesmen’s Forum featuring the Defense Minister of Georgia, Tinatin Khidasheli, as she discusses the Georgian government’s views on its relationship with NATO, the future of NATO enlargement ahead of next year’s NATO Summit in Warsaw, and the West’s relationship with the Kremlin following Russia’s military intervention in Syria and terrorist attacks in Paris. Russian military forces currently occupy 20 percent of Georgian territory and continue to push past the 2008 ceasefire borders. Over the past year, Russia has accelerated efforts to integrate South Ossetia and Abkhazia and enhanced its military presence in the region. Despite these challenges, the Georgian government has continued to deepen its cooperation with NATO and on August 27 the alliance inaugurated a joint training and evaluation center in Georgia. What steps is Georgia taking to enhance its territorial defense? What are Georgia’s hopes and aspirations for the July 2016 NATO Warsaw Summit? Can the U.S. and Europe simultaneously counter and deter Russian malign influence, strengthen resilience, and reduce the vulnerability of NATO allies and partners in the region while cooperating with Moscow on key global challenges like Syria, Iran, and counter-terrorism?

Please join us for a Statesmen’s Forum featuring Iceland’s Minister of Foreign Affairs Mr. Gunnar Bragi Sveinsson, on the changing political, strategic, and economic dynamics in the Arctic. As both a founding member of NATO and a member of the Arctic Council, Iceland has a unique position in the region as the only country that lies entirely within the boundaries of the Arctic. Arctic and non-Arctic states alike are becoming increasingly interested in the potential economic opportunities in the region as well. China has become a more active player in Arctic affairs as an Arctic Council Observer State and has fostered strong bilateral ties with Iceland, including the negotiation of a 2013 free-trade agreement between the two countries. Beyond the Arctic’s economic dimensions, Russia is rapidly developing its defense and security capabilities in its Arctic region. Minister Sveinsson will offer his insights on the evolving dynamics and strategic importance of the Arctic, the future of Arctic cooperation, relations with Russia and the growing engagement of non-Arctic states in the region, as well as the prospects for the U.S. chairmanship of the Arctic Council.

Please join us for a Statesmen’s Forum featuring Polish Deputy Prime Minister and Minister of Defense, Tomasz Siemoniak, for a discussion on the deterioration of Europe’s security environment in the Baltic Sea region and Poland, as well as NATO’s response to this changed environment. As a consequence of Russian military aggression in Ukraine and its unprecedented level of regional military exercises and air and maritime incursions, Poland has enhanced its territorial defense and deterrence measures in close cooperation with the United States and NATO partners through the U.S. European Reassurance Initiative (ERI), NATO’s Readiness Action Plan and the augmentation of the Multi-National Corps-Northeast Headquarters in Szczecin, Poland. What more must Poland and NATO do to deter regional grey-zone threats? As preparations begin for next year’s NATO Summit in Warsaw, does NATO have the political will and defense capabilities to deter a potential escalation of the crisis? Has the United States devoted sufficient policy attention to this long-term security challenge in Northern Europe?
Minister Siemoniak’s visit to CSIS coincides with the release of a new publication, “Transatlantic Relations in a Changing European Security Environment,” as part of a new CSIS-Polish Defense Ministry transatlantic security initiative known as the Warsaw Defense Dialogue which was officially launched in December 2015.

H.E. Dr. Haider Al-Abadi is prime minister of the Republic of Iraq, a position he has held since September 2014. Prior to this, he served as deputy speaker of parliament, and minister of communications in the Iraqi Governing Council. He was also elected to the Iraqi parliament in 2005 and 2010 as a representative of Baghdad, and has chaired the parliament’s finance committee and committee for economy and investment. Before returning to Iraq in 2003, Dr. Al-Abadi worked as a high-tech transportation design and development consultant in the United Kingdom. Dr. Al-Abadi earned his Ph.D. in electrical engineering from the University of Manchester.

Ambassador Nabil Fahmy serves as the foreign minister of Egypt, a position he has held since 2013. A career diplomat for 40 years, he was ambassador to the United States from 1999-2008, ambassador to Japan from 1997-1999, and political adviser to the foreign minister from 1992-1997. Before returning to full-time government service, between 2009 and 2013 he served as the founding dean of the School of Global Affairs and Public Policy at the American University in Cairo. He has a long history working on Arab-Israeli peace issues and non-proliferation. Ambassador Fahmy was born in New York when his father worked as a diplomat at the United Nations. Ambassador Fahmy holds a B.Sc. in physics and mathematics and a M.A. in management, both from the American University in Cairo. He also received an honorary doctorate from the Monterey Institute of International Studies, an affiliate of Middlebury College, in May 2009.

Mehdi Jomaa serves as the prime minister of Tunisia, a position he has held since January 2014. Prior to that, he served as the minister of industry in Tunisia’s second transitional government (March 2013-January 2014). Mr. Jomaa is an engineer by training and before entering government had a successful career in the private sector, where he focused on aeronautical, defense, automobile, railway, oil, and general industries operations. He has served in numerous management positions including as general manager of Hutchinson Aerospace, a global company with over 30,000 employees, where he held several senior management positions from 1988-2012. Mr. Jomaa holds a senior engineer diploma and a postgraduate diploma in structural mechanics, design, and modelling from the National Engineering School of Tunis (ENIT). He has also studied business planning, strategic planning, and marketing at HEC Paris, Saïd Business School at the University of Oxford, and ESSEC Business School in Paris.

Hoshyar Zebari serves as the Minister of Foreign Affairs of the Republic of Iraq, a position he has held since September 2003. Prior to taking up his current position, he was head of the Kurdistan Democratic Party (KDP)’s International Relations Bureau for eleven years. In that role, he carried out public diplomacy and media outreach and organized conferences for the Iraqi opposition. He was also a member of the Iraqi Opposition Coordination and Follow-Up Committee in 2002.
Mr. Zebari has had a long career in international and domestic diplomacy. He has held several elected positions within the KDP since entering its leadership’s Central Committee in 1979, including as its chief foreign representative between 1988 and 1991. He acted as the KDP’s spokesman during the Gulf War and then as its liaison with the coalition’s Operation Provide Comfort and Military Coordinating Centre in Zakho until 1995. He has also served as an elected member in the first Kurdistan National Assembly. In 1992 Mr. Zebari was elected to the Executive Council of the Iraqi National Congress (INC) and in 1999 to its Leadership Council.

While NATO's role in global crisis management – stretching from Afghanistan, Libya and anti-piracy operations off the coast of Somalia – is on the rise, the Alliance is becoming more politically divided and struggling with the effects of long-term under investment in European military capabilities.
