Americans disagree on fundamental aspects of domestic and global affairs, but they are largely united behind the idea that America should play a leadership role in the world. What does this unity and division mean for making foreign policy decisions in a complex and interconnected world? A new major CSIS International Security Program report and public conference explore whether and how domestic political, geographic, racial, socio-economic, and other divisions impact U.S. national security and engagements abroad and identifies opportunities for cooperation.

The report argues that concerted U.S. international engagement is critical in a time of heightened geopolitical tension, increasingly assertive adversaries, and the lingering health and economic effects of the Covid-19 pandemic. The findings will help policymakers understand the scope of the divides and the opportunities for working together to bridge them, along with the need for leadership and outreach to a diverse set of domestic audiences.

In an era of global technological competition and diffusion of innovation, the United States must uphold the twin pillars of national security and national innovation. There is a clear need for greater cooperation and engagement on the challenge set within government; between federal, state, and local levels; between governments; and between the public and private sectors. By recognizing its comparative strengths and weaknesses, the United States federal government can take measured steps that increase its chances of success and guard against risks.

CSIS’s Global Security Forum focuses on the challenges that emerging technologies pose to U.S. security and the policy priorities needed. The event will feature a keynote address from Secretary of Defense Mark Esper and the launch of a new report highlighting insights from the 2019 GSF Experts’ Workshop and actionable recommendations to inform a more effective U.S. federal government approach to emerging technologies.
