Garry "Frog" Talbert is a lifelong resident of Watson, a dedicated family-man and local business owner. He has been married to his wife, Tracy Alford Talbert, since August 16, 1996. He operates Frogs Wholesale Fuels LLC and 58.56 LLC which is better known as Frogs at Magnolia Beach. 58.56’ was the crest of the Amite River at Magnolia Bridge in 2016. Garry also co-owns DTD Builders, a residential and commercial contracting company. First elected in 2015, Garry is a bold voice for the people of District 2 on the parish council. Richie Edmonds is a Baton Rouge businessman and a dedicated leader in the community. He is a conservative Republican running for Louisiana House of Representatives, District 66. For over a decade he has worked to grow his Baton Rouge-based company, Vertical Construction. In addition, he is a licensed contractor with the Louisiana State Board of Contractors and a licensed real estate agent with Dawson Grey Real Estate Broker.
Richie has a true passion to serve which has motivated him to follow in his father’s footsteps. In 1988, Richie’s parents relocated to Baton Rouge where he graduated from Parkview Baptist High School and Louisiana State University with a Bachelor of Arts degree along with several minors. Richie is married to his best friend of 23 years, Holly Lively Edmonds who is a local Physician Assistant (PA-C). Both are active members of Healing Place Church. Daniel Banguel is a Political Strategist, Community Organizer, Community Activist, and Motivational Speaker. ABOUT DIXON
Dixon McMakin, a Republican, is a lifelong resident of Baton Rouge, La. He is the son of Regina and Steve Hatcher and Wally and Andrea Clesi McMakin. He first attended Jefferson Baptist Day School, then St. Aloysius School, before enrolling at Catholic High School. At Catholic High, Dixon was the only member of his graduated class to letter in three sports and served as Student Body President. He is the founder of the CHS-SJA Challenge Day, which has gone on to raise more money for the Baton Rouge Food Bank than any other event in the food bank's history.
Dixon attended LSU, where he worked during school for the LSU Athletics Department and graduated with a Bachelor's degree in General Studies. He continued his academic career at the Flores MBA Program and the Paul M. Hebert Law Center, graduating in 2013 with a dual JD/MBA. After graduation, Dixon passed the Louisiana State Bar Exam and obtained his FINRA Series 7, 63, and 65 licenses.
Currently, he is a financial advisor for Altus Wealth Management, a licensed insurance agent of Altus Benefit Solutions, and the sole attorney of The McMakin Law Firm, PLLC.

ABOUT EMILY
Emily Chenevert was born and raised in Leesville, Louisiana. She attended Louisiana State University and received her B.A. in Journalism, with a minor in Theatre. She started her career at WBRZ, the ABC affiliate in Baton Rouge, as an associate producer for the morning show Tune-In.
She later attended The New York Film Academy in New York and completed the producing program for film and television. She has worked on both independent and feature films for various production companies and studios including Universal and 20th Century FOX, and more. As a line producer and production manager, Emily handled day-to-day operations of filmmaking including budgeting, hiring, and execution of projects.
For the past fifteen years, Emily has worked in the non-profit sector in the areas of media and communications, including for local ministries and for Trafficking Hope, an organization committed to combatting human trafficking. She currently serves as a consultant to non-profits and churches to help them put on live trainings, conferences, and other events.
Emily resides in Baton Rouge with her husband Shane and their four children. They have been members of Healing Place Church for over 20 years and serve with the Young Adult Ministry. Emily is also on the Board of FCA, Fellowship of Christian Athletes, for the southern region of Louisiana.

Steve Whitlow, Candidate for House District 65

Steve Whitlow has lived in Central since he married Sharon Starkey Whitlow in 1994. Sharon and Steve have three children, Jackson, Sam and Sarah and a son-in-law, Austin. The Whitlows are active parishioners at St. Alphonsus Church.
Steve has been practicing law since 1992, and has been assisting corporate and individual clients primarily in the fields of defense litigation, corporate law and succession litigation. He practiced for approximately 20 years with Keogh, Cox in Baton Rouge.
In 2014, Steve took leave from the practice of law to found Gateway Transition Center, a non-profit organized to assist young adults on the autism spectrum. Gateway Ink, a screen print t-shirt shop, was formed to provide employment related services for autistic adults in 2015. In 2018, Gateway’s programs were assumed by a national non-profit organization, Merakey, and Steve served as the Director of Transition Services for the company.
In April 2022, he joined his wife at Whitlow & Simmons to serve as “Of Counsel“ for the firm.
During his career, Steve has served on numerous boards and committees on the local, state, and national level. Steve served on the School Board, Adult Formation Committee and Confirmation team at St. Alphonsus Church. He also serves as a Board Member for the Capital Area Autism Network and Central City Autism Awareness. He is a member of the Community Advisory Board for the Psychology Department at Franciscan University and a volunteer mentor at Franciscan High School. On the state level, Steve was appointed to the Statewide Independent Living Council. Finally, Steve is a Public Member of the Federal Government Interagency Autism Coordinating Committee, housed within the U.S. Department of Health and Human Services.

On the EBR Parish Metro Council, Laurie has been a strong voice for transparency, fiscal responsibility, and returning law and order to our streets. In the Legislature, she will be an advocate for crime and recidivism reduction, simplified tax code, school choice, workforce development, economic development, and unlocking dedicated funds. Louisiana produces some of the cleanest energy in the world. We need to capitalize on this strength to provide jobs and opportunities for our residents while being open to new energy sources of the future.
We are at a pivotal time in Louisiana history and we need to send experienced, committed, and deeply invested legislators to the Capitol to chart our path into the future. Laurie has invested the majority of her career in school administration most recently serving as Director of Advancement and Enrollment Management at Parkview Baptist School. She previously worked in Annual Giving for Mary Bird Perkins Cancer Center and as Director of Advancement at St. Luke's Episcopal School.
She is an active member of First Presbyterian Church where she has served as a deacon, small group leader, Sunday School teacher, and currently as a member of the worship team. Matt Thomas - Candidate for House District 68

A grandson of a Scottish immigrant cattle rancher and a grandson of Welsh immigrants, and a son of a decorated WWII B-26 bomber pilot, service is in Parry Matt Thomas’ blood.
Matt’s father, Lt. Col. Parry Lloyd Thomas, Ret., gave up a basketball scholarship at Duquesne University to enlist just prior to December 7, 1941. Parry wanted to fly and he fought over the front lines in both Europe and Japan as both a B-26 and A-26 pilot. He trained in Baton Rouge’s Harding Field on the A-26 after flying 40 missions in Europe.
Over Japan, leading the 319th Bomb Group for his last wartime mission, he and his crew witnessed the atomic cloud over Hiroshima after bombing Nagasaki harbor. After the war Parry returned to the US base in Boca Raton where he married Pearl Ann Leggat. Mercury 7 astronaut Donald “Deke” Slaton was an usher in the wedding celebration.
Parry returned to Japan as part of the post war occupation where his wife soon joined him. Parry Matthew Thomas, Parry and Pearl’s first son was born on August 12, 1948. They nicknamed him, Matt, after his Scottish grandfather, Mathew.
Upon returning to the US, the family moved 7 times until Parry retired from the service in 1967. Matt stayed behind when his family, for the second time in his senior year, moved. Matt graduated with high honors in both academics and athletics from Mt. Clemens High on the north side of Detroit.
In 1966 through 1973, Matt attended the University of Florida. He joined Delta Tau Delta Fraternity and worked his way through his final years to graduate on the dean’s list in August 1973 from the College of Journalism and Communications in Public Relations.
Having inherited an impressive work ethic, Matt was hired and quickly promoted twice in 1 ½ years with Green Thumb Products in LaPorte, Indiana where managed the packaging and delivery of potting soil to two thirds of the US,
In Dec 1974, he returned to Florida and became a pump and motor sales engineer for National Electric Coil, a division of Mc Graw Edison Corp.
Striving to expand his career capabilities, he returned to UF for an MBA and earned a research assistantship to the marketing department after scoring in the top one percent on the GMAT.
Graduating with his Masters, Matt chose to start his new career in Atlanta where he joined Byron Jackson Pump Division Borg Warner Corp. Hired in the Electric Power Sales group, he was promoted and transferred to Texas, Alabama and Louisiana.
His first sale was to Central and Southwest Services of a 25,000 BHP main boiler feed pump for the Oklaunion 733 megawatt power station.
Next his success led him to Alabama and Louisiana where he became the Senior Nuclear sales specialist for the southern US and eventually “Top Bannana” in the worldwide nuclear sales team.
After 9/11, Matt chose to retire at the age of 52 and dedicate his life to community service. He moved to Baton Rouge, where he bought a house on Cedardale Ave.
Today Matt lives with his second wife who is from mainland China, Baozhen Huang. His daughters are literally spread across the world in Zhanjiang, Guangdong Province; Hong Kong and Tyler, Texas.
Tyler, the home of the Tyler Rose, is where Megan and Bryan Matus are raising his three grandchildren, Nola, Mac and Roux while owning and managing two Louisiana based Franchises for Rotolo’s.
Matt is widely known across the world as a tireless, and dedicated community volunteer who has chosen Baton Rouge and the LSU community for his garden. As Candide said, “We must tend our garden.”

Raised in Baton Rouge, Kellie is a wife, mother, and successful small business owner. Kellie and her husband, Scott, have lived in Denham Springs (Watson) for 25 years. Together they founded a small business, Alford’s Landscaping, building it from the ground up. Kellie also started a second family business, Legacies Management of Louisiana, with her daughter-in-law in 2021. Kellie and Scott have the same passion, build business around people.

Kellie is not a career politician. She stood up agains the unconstitutional mandate during Covid-19 when he governor said go home, they told their employees to come to work. She fought for businesses and churches to open up, and students to be able to play sports. She was a citizen who became concerned with our state's direction and felt compelled to run. Hunter Lundy was born in Lake Charles, Louisiana to Patricia Helms Lundy, a teacher and college professor, and Thomas Edward Lundy, Jr., employed by Lake Charles Stevedore’s in 1954 as a crane operator and retired as co-owner of Lake Charles Stevedore’s, Lake City Stevedore’s, Lake Charles Ship Supply, and Harbor Docking and Towing. His father served as the chairman of the board of Harbor Docking and Towing until his death in 2012.
Hunter began his college education at McNeese State University. He transferred to Millsaps College to play football in Jackson, Mississippi where he was awarded an athletic scholarship and graduated in 1976. Along the way, Hunter received the Scholar- Leader-Athlete award from the Mississippi Chapter of the National Football Foundation and was later inducted into the Millsaps College Sports Hall of Fame.
Hunter earned his law degree in 1980 from Mississippi College School of law in Jackson, Mississippi. He was Editor-in-Chief of the Law Review and after graduation he served two years as law clerk to the Honorable Walter L. Nixon, Jr., U.S. District Judge for the Southern District of Mississippi. Hunter returned to Lake Charles in 1981 to practice law. In 1986, Hunter began the law firm currently known as Lundy, Lundy, Soileau, & South L.L.P.
Hunter was chosen by his peers to be listed in Best Lawyers of America, nominated for the Top 100 National Trial lawyers, listed in Louisiana Super Lawyers magazine, and most recently listed in the Round Table of the Top Fifty Trial lawyers in America.
He wrote “Let Us Prey,” the definitive account of the Gorman v. Swaggart trial. He is a member of the State Bars of Louisiana and Mississippi and has tried and/or handled cases in the States of Texas, Arkansas, Ohio, Missouri, California, and Washington, D.C.
He is a member of governing board of the National Association of Christian lawmakers {“NACL’’). An organization that now has legislatures from over 30 states participating in the drafting of model legislation to reestablish and protect conservative values in America.
Hunter has three children: Patricia “Tricia” Lundy Barrow, Trevor Edward Lundy, Johnny Kade Watkins, and 5 grandchildren.

The 2023 Regular Session of the Louisiana Legislature is underway. There are 607 House Bills and 219 Senate Bills filed. Listen in to hear all of the latest inside information on what is happening at the Louisiana State Capitol. Your host David Tatman highlights the big issues that will be discussed during the legislative session. He will be providing regular updates through The Pelican Brief Legislative Updates.
Senator Sharon Hewitt is an engineering executive, local community leader, and mother. From school board meetings to boardroom meetings, Sharon has spent her life working towards solutions for Louisiana. Hewitt was elected to the state legislature in 2016 and took her commonsense approach to Baton Rouge, where she has been a champion for improving education, lowering taxes, and creating high-paying jobs.
Sharon’s time as the only woman in the room started early: having grown up in a neighborhood full of boys, she could throw a football or catch a fastball with the best of them. Her parents instilled in her the importance of education and encouraged her to always do her best, regardless of the competition. For Sharon, it was nothing new to be the only woman in most of her mechanical engineering classes at LSU.
Hewitt began her career working for Shell on an offshore drilling rig in the Gulf of Mexico. Undeterred by the male-dominated field, she took on challenges and earned the respect of her peers through grit, a willingness to challenge the status quo, and a strong work ethic.
During the oil bust of the 1980s, Sharon led streamlining efforts at Shell and helped executives cut unnecessary spending by challenging “sacred cows,” both offshore and in the office, to reduce costs, improve efficiencies and save jobs. Sharon’s work improving efficiency and cutting bureaucracy carried over to the legislature, where she has led the effort to eliminate dedicated funds, believing that every agency should have to justify the need for taxpayer dollars. Over her 20-year career at Shell, Sharon held many job titles and eventually became a high-ranking executive, managing hundreds of employees and billions of dollars in deepwater assets.
Sharon then faced a dilemma shared by many Louisiana families at the top of her career. While trying to help her son with multiplication tables over the phone from an airport, Sharon realized it was time to step back from her work at Shell and step into her next endeavor: being a full-time mother and community leader. Hewitt shared her skills with the local community and led efforts to build parks, improve literacy, and invest in STEM. In recognition of her efforts, Sharon received the Lifetime Achievement Award from the National PTA.
In 2016, Sharon was elected to represent the citizens of District 1 in the state senate. Senator Hewitt has been one of Louisiana’s strongest advocates for smaller government, better jobs, and lower taxes. Hewitt has led efforts to improve Louisiana’s schools and championed legislation expanding school choice. She authored and passed “one of the most significant literacy bills in the history of the state,” delivering assistance to the more than half of Louisiana families whose children are not reading at or above grade level. Hewitt has also led the state’s efforts to invest in Science, Technology, Engineering, and Math education programs, which will attract more high paying jobs to Louisiana and keep our best and brightest graduates in Louisiana.
Sharon’s early oilfield days taught her that the best ideas come from the people closest to the work. In the legislature, she has been a bulwark against wasteful spending and government overreach. Hewitt has eliminated over $120 million in dedicated funding and has passed numerous bills cutting burdensome government regulations that impeded on our Bayou State way of life. Senator Hewitt has written and passed over 125 pieces of legislation, earning her the 2018 National Legislator of the Year award from the American Legislative Exchange Council.
Following in the footsteps of her father, Sharon is an avid hunter and fisher and is blessed to live in the Sportsman’s Paradise. She and her husband, Stan, have been married for 40 years and have proudly raised two sons.

The 1st Extraordinary Session of the 2023 Louisiana Legislature has completed their work and adjourned sine die. The Legislature passed two bills that will fund the Insure Louisiana Incentive Program. The legislation will provide $45 million to help attract insurers to write coverages in Louisiana.

HB 1 by Rep. Zeringue which provide and appropriation of $45 million to the Insure Louisiana Incentive Program passed the Senate Finance Committee and is headed to the Senate Floor for debate. The Senate Finance Committee stripped the House Floor amendments off of the bill in order to ensure that the legislation has the best chance of being implemented immediately. Those amendments will likely be placed on HB 2.
