As technology for the Enterprise and Public Safety services evolve into the next generation of 911, this podcast will dissect the technology involved, as well as the operational challenges that will ultimately emerge for commercial and Public Safety use. As NG911 technology permeates the networks, not only will we see multi-modal and multi-media communications, like Artificial Intelligence (AI), Machine Learning (ML), and other emerging technologies.
Today’s Public Safety Industry has become a highly complex and technological maze that takes expertise, experience, and compassion to navigate. Technology aside, it will always be the people within Public Safety that make the difference. For decades, many in the Public Safety Industry have been praised for saving lives, as should be the case. The people who rescue and give emergency treatment or protection have and will always be commended for saving lives. However, there is a sector of this industry that has been saving lives since 1968 that is hardly ever recognized.
The 911 Telecommunicator answers calls daily concerning life-threatening situations that can only be dealt with in a moment’s time. Having the knowledge to listen and comprehend, type on a keyboard, know their next move, or make the decision to find the information to deal with the situation at hand, continue to try and calm the caller down and do all of this while suppressing emotions that are all too human is an ability only a professional can display. Today, those very people, those that can save lives by instructing someone how to give CPR, to stop bleeding, move someone to fresh air because they recognize the symptom of carbon monoxide poisoning, AND take the rare 911 call that lets them help a 5-year-old with a math problem, today, those people have a voice.
For the past nine years, I have known a man that has worked feverishly for 911 and those very people I described above. When he has a passion for something, he researches, lays out a plan, and then employs that plan with vigor. His experience in 911 started as a Dispatcher and has culminated in a career in Public Safety that covers the technological side but, more importantly, the human side. I have seen him fight for others firsthand, people he didn’t know, and seeing that inspired me to fight for what is right.
Some in the industry have known him for many years, but I’ve only known him for nine ,and I recognize his ability and dedication. His loyalty is commendable, and his professionalism is unmatched. The most important thing about this man, to me, is his friendship.
He authored a Federal Law bearing my daughter’s name and worked tirelessly for 4 ½ years to witness himself, my family, and others stand with the President of the United States when he signed that very legislation into law. Because of his abilities and experience, untold thousands will be saved because of Kari’s Law.
If I could vote in the upcoming NENA Northeastern Regional Directors election, there would be no question in my mind about who the best person is for that role.

US security agencies have disrupted a large Russian BotNet before it was able to be weaponized and used against US resources. The BotNet was reportedly operated by Russia's GRU military intelligence agency, according to US Attorney General Merrick Garland. While this particular thread has been suppressed, businesses and citizens are urged to maintain a level of diligence in securing their cyber activities and watch for additional attacks against US assets.
ETSI has announced that, as of March 17, all smartphones sold in Europe are required to comply with Advanced Mobile Location (AML) for emergency communications. AML enables the handset to automatically send user location information when contacting emergency services. It was originally standardized by the ETSI technical committee on emergency communications (EMTEL) in 2019. A spokesperson for the ETSI said: “AML meets the requirements of the Delegated Regulation 2019/320. The legislation specifically requires that smartphones process data from global navigation systems, compatible and interoperable with at least the Galileo system, and Wi-Fi data, to establish the caller's position."

The FCC announced that they and the DOJ have reached a $13.4 million settlement with Tracfone wireless in connection with violations of FCC Lifeline program rules.
Specifically, the settlement resolves allegations that TracFone violated the false claims act by signing up more than 175,000 ineligible customers for the lifeline program from 2012 to 2015 and that the false claims resulted from TracFone's lax oversight and monitoring of its lifeline program.

With the evolution of the Internet of Things (IoT) and other emerging technologies, emergency managers are rightfully considering the ability for their 911 systems to connect effectively with disparate operating systems owned by the general public and other stakeholder entities, according to English, who is the next-generation 911 (NG911) technical advisor for the National Telecommunications and Information Administration (NTIA) Office of Public Safety Communications.

AT&T was contracted by the FirstNet Authority to build the nationwide public-safety broadband network and is expected to complete its initial deployment this year.
This massive effort has initially been focused on expanding FirstNet coverage in outdoor areas, but public-safety representatives repeatedly have cited the need for coverage inside buildings, where many emergencies happen.

In a dramatic global move, food giant Mondelez has stated that it will drop all of its PBXs across all of its locations worldwide and deploy the Teams environment with business partner Orange. As part of this move, Mondelez will utilize the Orange SIP network, except in Russia and China where they will use local PSTN gateways due to regulatory restrictions.
Telus announced the successful roll-out of the first phase of their migration initiative to Next-Generation 9-1-1 services in British Columbia and Alberta, Canada.
The company has noted that Canada was the very first country in the world to begin the rollout of an NG9-1-1 Emergency Services IP Network, called an ESINet on a national level.
Telecom.com’s Andrew wooden reported that Laurent Leboucher, SVP of European carrier Orange Innovation, revealed plans to shut off their legacy networks and the deal with Ericsson and Nokia to build out its 5G core.
Nokia’s CTO for Europe - Azfar Aslam, recently explained Nokia’s vision of the future at the Mobile World Congress. That vision included human augmentation and new technologies that won’t be based on smartphones. He said he believes that the smartphone won’t be central to brand new technologies like the metaverse in the future, and we might all benefit from some ‘wet wear’ memory upgrades to our puny human brains before long.
Broadband cable provider Cable One has unveiled its plan to ditch its 100 Mbps service plan at the end of Q1 and then make a new 200 Mbps tier its new entry-level offering. The provider cites the strong demand for higher-speed services from its current and potential customer base and is gambling on larger pipes enticing customers away from competitors.
Urgent Communications Editor, Donny Jackson reported last week, NG911 funding has always been problematic. Migration will require an enormous sum of capital that must come from somewhere. Current estimates call for between $9B and $15B to fund the migration of the 6000 PSAP / ECCs in existence today from their legacy environment to a modern one that is digital and IP-based, and most importantly capable of transporting modern communications and modalities. "Here she comes to save the day!" FCC Chairwoman Jessica Rosenworcel has an idea to do just that however, Congress must reauthorize the agency in September, and allow it to continue to hold spectrum auctions for airwaves. Revenues from those auctions would then be earmarked to fund the construction and interconnectivity of 1st responders to the NG911 network; getting away from "curly cords and wall jacks", referring to the legacy analog networks in use today for E911.

One of the goals of 6G internet will be to support one microsecond-latency communication. This is 1,000 times faster -- or 1/1000th the latency -- than one millisecond throughput. It's not new that major solar events such as coronal mass ejections (CMEs) can produce large geomagnetically induced currents on the earth's surface that will threaten terrestrial installations like the power grid and, in extreme cases, damage the electronics that power long haul fiber cables. But researcher Sangeetha Abdu Jyothi from the University of California Irvine states that the subsea cable industry underestimates the threat and is unprepared for it saying, "the networking community has largely overlooked this risk during the design of the network topology and geo-distributed systems such as DNS and data centers."
A 21-count indictment was filed by the U.S. Department of Justice against Hytera for conspiring to steal DMR trade secrets from Motorola Solutions. Plus, as a result of a series of separate but related judgments, Hytera owes Motorola Solutions in excess of $670 million for royalties, attorney fees, and court costs. Although separate from the criminal and civil actions, then news has cast a question on the viability of operation of Hytera US, the new corporate entity after the recent bankruptcy of the company's US operations.

First Net CEO Edward Parkinson celebrates a full decade of work on what is today FirstNet.
FirstNet, of course, is the First Responder Network Authority, an independent agency within the US Department of Commerce’s National Telecommunications and Information Administration (NTIA).
Their mission is to oversee the FirstNet network, which is specifically dedicated to US emergency responders and the public safety community.
Last year, the new 3-digit shortcode of 9-8-8 was designated as the new dialing code that will route callers to the National Suicide Prevention Lifeline. Normally reachable at 1-800-273-talk (8255).
While some areas may already be able to connect to the Lifeline by dialing 988, the new dialing code is scheduled to be available to everyone across the United States starting on July 16, 2022. You should enable this on your MLTS PBX as well.
1 Week after launching 49 new satellites for low earth orbit to supply the new SpaceX broadband Internet service, 40 of the units were unable to survive despite going into "safe mode", reentering the earth's atmosphere where they completely disintegrated. SpaceX confirmed that no other satellites were at risk of a collision, nor was any of the debris going to make it to the surface.
Cable and fiber executives have largely downplayed the potential competitive threat fixed wireless access broadband poses to their businesses, but there could be a reason to worry if comments from T-Mobile executives are true claiming to have added 224,000 fixed wireless broadband subscribers ending the year with a total of 646,000 home internet customers.
Although Cable operators have talked a big game about their faster broadband speeds - AT&T EVP of Technology Operations Chris Sambar says that he is not even remotely worried that they will pose any kind of competitive threat to its fiber offerings, noting that they will have to spend a small fortune just to get their network to DOCSIS 4.
In order to make room for new 5G services, liberty mobile formally AT&T wireless in Puerto Rico and the US Virgin Islands will be shutting down their 2G and 3G cellular networks very shortly. For the few users that remain on the technology, liberty is offering new 5G devices either free or at a significant discount.

The Federal Communications Commission announced Friday that it is ready to authorize more than $1.2 billion through the Rural Digital Opportunity Fund to fund new broadband deployments in 32 states. In the largest funding round to date, 23 broadband providers will bring broadband service to over 1 million locations. The Commission also has created the Rural Broadband Accountability Plan, a new effort to monitor and ensure compliance for universal service high-cost programs including the Rural Digital Opportunity Fund.
China Unicom said in a statement that it “has a good record of complying with relevant laws and regulations and providing telecommunication services and solutions as a reliable partner of its customers in the past two decades.” But, all four commissioners voted unanimously to revoke the license for the American subsidiary of China Unicom. They asserted that the company could access or reroute American communications as well as engage in spycraft.
The commission also accused China Unicom, one of China’s largest mobile service providers, of misleading the agency and Congress. All of the companies have been delisted by the NYSE.
The Federal Communications Commission has put into place programs to help close the digital divide by providing rebates for Internet connectivity to citizens who may not be able to afford it. The ACP or affordable connectivity program can provide a $30 monthly rebate to eligible households as well as a one time rebate of $100 for the purchase of a laptop, desktop or tablet device. Telcos are facing a growing number of pressures as they look to provide increasing levels of coverage for customers hungry to consume content. Cox Communications has announced the company will make significant broadband network enhancements in Hampton Roads. As part of a multi-billion dollar infrastructure investment to build a 10 Gigabit-capable, fiber-optic network, these enhancements will enable Cox to deliver multi-Gigabit speeds to its customers in the next few years, both downstream and upstream, to support a host of bandwidth-hungry applications.
Cox has invested $55 million over the last 5 years in Hampton Roads and was the first to make Gigabit service available to all customers in the market. Cox now plans to invest an additional $100+ million over the next 3 years to deliver multi-Gigabit symmetrical speeds over high-speed broadband connections, starting in Norfolk.
The Federal Communications Commission has officially replaced the Emergency Broadband Benefit with the Affordable Connectivity Program, launching a new subsidy program that is set to dish out more than $14 billion in support for broadband users.
The EBB was launched in May 2021 and offered eligible households up to $50 per month off their broadband bill or $75 per month if the household was on Tribal land.

The next phase in MLTS 911 Federal legislation goes into effect in less than 60 days as Phase II of the RAY BAUM'S Act §506 will require additional action by MLTS Operators on January 6, 2022. Currently, those requirements apply to WIRED devices that are analog, digital, or IP telephony-based, and located within the business premises. In less than 60 days, those requirements will be extended to cover wireless devices within the premise, as well as provide a dispatchable location for remote users, such as work at home deployments of telephony on laptops, or IP telephones. With high frequencies, line-of-sight between the transmitter and receiver becomes more and more critical. Penetration is achieved at lower frequencies, however, the ability to deliver high-speed data becomes problematic. UK carrier EE is using a combination of high frequency 5G on the back hall, and then lower powered 700 MHz to penetrate the last mile. The only other option would be for building owners to install 5G DAS solutions to bring the signal inside, and inside signals outside. "Can you hear me now?"

Simpson shares his concerns that in the absence of a 'Buy American' requirement in the proposed NG911 Infrastructure Bill, that is currently in front of the Senate, will create a backdoor and allow our adversaries an opportunity to sneak in nefarious software code hidden in critical infrastructure that could expose confidential and sensitive law enforcement data. This kind of leak would put public safety and the NG911 network at risk from cyber-attack. It also could expose sensitive personal information about citizens. Worried? You should be. It's actually a very valid concern but is easily remediated with the proper language and NIST requirements placed in the Bill providing oversight on government spending.

A critical part of 5G is the Open RAN. Computing giant IBM has partnered with Florida-based Airspan Networks to accelerate the adoption of 5G-enabled Open RAN technologies in Europe. This new architecture provides greater choice and lowers costs while preventing vendor lock-in and enabling innovative new players to break the market hold of the handful of established players.

FCC Commissioner Nathan Simington argued that wireline technology might not be the best broadband solution for every use case. A new phenomenon is beginning to emerge as alternative services to traditional communications have become more predominant. The many options for subscribers, both personal and business users, have significantly increased. In the home consumer subscriber market, it has been given the moniker of 'cutting the cord,' signifying the release from the local telephone companies' stranglehold on local subscribers. Now in its formidable teenage years, this new mode of communications option is wandering into business services.
Similar to the role of the Federal Communications Commission (FCC) in the US. Their Emergency Services Working Group (ESWG). This group, which is composed of Telecommunication Service Providers, Public Safety Answering Points (PSAPs and ECCs), as well as 9-1-1 Industry specialists, works to address issues relating to 9-1-1 services, as well as the technical and operational implementation of these services, including NG911.
There is no denying that COVID-19 has dramatically changed the way we live, work, and communicate. As businesses were forced into lockdown, the pandemic caused a massive surge in remote-enabled unified communications. Fortunately, to maintain some sense of business survivability, workers at nearly every level were forced into daily video communications sessions.

Under the leadership of acting chairwoman Jessica Rosenworcel, the Federal Communications Commission recently flexed its federal muscle reasserting the wireless location accuracy rules established in 2015. The Commission settled on a new effective date of April 3, 2022, and the network certifications due June 2, 2022. As a penalty for missing this year's deadlines, AT&T, T-Mobile, and Verizon committed to paying a fine of $100,000.00 each.
The level of awareness that our nation's ECCs will have access to is about to get much better. According to Bureau Chief Lisa Fowlkes of the FCC's Public Safety and Homeland Security Bureau, new policies and procedures will be in place soon that will provide that agency better access to information about network outages as well as the incidents that cause them.
