I had the opportunity to sit down with Tom Bevel at the Association for Crime Scene Reconstruction conference in Westminster, Colorado this past week. Tom is a legend in the crime scene community and was one of the founders of ACSR and IABPA (International Association for Blood Pattern Analysts). We talk about the creation of these organizations and the advances in forensics along with challenges from testifying in other parts of the world.
CPT Tom Bevel (Ret.) is President of Bevel, Gardner and Associates Inc. a forensic education and consulting company. He retired after 27 years with the Oklahoma City Police Department. His last assignment was the Commander of the Homicide, Robbery, Missing Persons, and the Unsolved Homicide Units.
Captain Bevel (Ret.) holds a Master of Arts degree from the University of Central Oklahoma in the Administration of Criminal Justice. He is a graduate of the Scenes of Crime Course, Hendon, England; the Technical Investigations Course, Central U.S. Police Institute, Oklahoma State University at Oklahoma City, OK; the FBI National Academy, and the Post-Graduate Medical-Legal Course London Medical College, London, England.
Captain Bevel (Ret.) is a charter member of the FBI Scientific Workgroup on Bloodstain Pattern Analysis (SWGSTAIN) and served on the Board of Directors from 2002 through 2009; he is a Fellow of the Association For Crime Scene Reconstruction (ACSR); a Distinguished Member of the International Association of Bloodstain Pattern Analysts (IABPA); on the Editorial Board for the Journal of Forensic Identification; and a member of the Southwestern Association of Forensic Scientists (SWAFS); and the American Academy of Forensic Sciences (AAFS); he serves on the Board of Advisors for the Master of Forensic Science program for the University of Central Oklahoma. Mr. Bevel is the charter President for both the IABPA & ACSR and is a Distinguished Member of the IAI.
Captain Bevel (Ret.) has served as a crime scene consultant in over 46 U.S. States and 9 foreign countries. He has been qualified as an expert in crime scene reconstruction and bloodstain pattern analysis in both state and federal courts.
In episode 49 we talk to Bradon Epstein about the challenges in today’s investigations involving video, which is nearly every investigation. Brandon Epstein has been a law enforcement officer since 2007 and has performed digital forensic examinations since 2014. Brandon has an MS degree in Recording Arts – emphasis in Media Forensics from the National Center for Media Forensics at the University of Colorado Denver and holds numerous digital forensic certifications. He is active with many professional organizations, including the Scientific Working Group on Digital Evidence (SWGDE), the IAI Forensic Video Certification Board, the IACP Cybercrime and Digital Evidence Committee, the Organization of Scientific Area Committees for Forensic Science (OSAC), and ASTM Committee E30 on Forensic Science. Brandon is an adjunct instructor in the Forensic Science program at the New Jersey Institute of Technology and regularly provides digital forensic instruction to local, state, and federal law enforcement officers nationwide and internationally.
Eugene Liscio is the founder of ai2-3D and is a graduate of the Aerospace Engineering Program at Ryerson Polytechnic University. Eugene is a Professional Engineer in the province of Ontario and is an Adjunct Professor at the University of Toronto, Mississauga where he teaches a 3D Forensic Mapping and Reconstruction course and supports student research projects. We will be discussing the uses of forensic mapping using different 3d software and tools, including photogrammetry.

Ashley Church and Erin West join me to discuss the current issues facing crime labs and crime scene investigators training. Ashley and Erin co-founded Gap Science after seeing a need to address field training for crime scene investigators and supervisors. They have created training to help agencies address burnout, the mental health of crime scene personnel. Ashley and Erin created courses to assist agencies in the accreditation process. On January 14th, 2021 Tyler Dunman will be joining us from The Human Trafficking Institute as we recognize Human Trafficking Awareness Month.
Prior to joining The Institute, Tyler served as a prosecutor in Texas for nearly 13 years. Most recently, he was responsible for the prosecution of cases, program development, and the daily supervision and training of all prosecutors and staff assigned to the Child Abuse/Exploitation, Internet Crimes Against Children, and Human Trafficking Divisions.
Tyler founded the Montgomery County Coalition Against Human Trafficking and was instrumental in developing anti-trafficking protocols and collaboration throughout Texas. Tyler also developed Project AVERT, a prosecutor-led diversion program specifically designed to assist trafficking survivors. Tyler served on the Office of the Texas Governor’s Child Sex Trafficking Team and was recognized by Governor Greg Abbot for his commitment to curbing demand for human trafficking and prosecuting exploiters. Tyler is a frequent speaker and trainer for prosecutors, investigators, and service providers on the topics of human trafficking and child exploitation.
Tyler received his Bachelor’s degree from Texas A&M University and his law degree from South Texas College of Law in Houston, Texas. Tyler began his legal career as a briefing attorney on the 14th Court of Appeals in Houston, Texas, for Justice Richard Edelman. Tyler obtained a Master of Science in Criminal Justice Leadership & Management from Sam Houston State University, where he also serves as an adjunct professor teaching courses in criminal law, criminal forensics, and criminal justice management.
Tyler has served on a number of nonprofit boards, including Children’s Safe Harbor (a Child Advocacy Center) and the Montgomery County Homeless Coalition. He has also participated in a number of international mission trips to Kenya, Ivory Coast, Haiti, and Uganda. Tyler is married and has three beautiful daughters.

Recently promoted Chief Stephen Phillips from Montgomery ISD Police Department joins us on December 10th at 11 am on Crime Scene Today to talk to us about his new role as a Chief with Montgomery Independent School District . There are a different set of challenges facing the law enforcement responsible for the safety and security of schools. In the media, we see reports that some cities and counties have removed all police from schools. We will discuss with Chief Phillips his thoughts on police role in schools and the future of school law enforcement.

November 19th, 2020 – Many changes are happening in the country related to law enforcement. I will give some opinions and insight on the decriminalization of heroin, cocaine, and meth. The larger departments facing budget cuts due to defunding the police movements and due to lack of financial income from covid impacts are having to make some hard choices. Those choices will most likely lead to dangerous situations in communities that already have a strained relationship with the police.
Texas Association of Property and Evidence Inventory Technicians had their conference this week in San Antonio, TX. TAPEIT was created by Kolean Dean in 1997 to create standards and training for those who managed evidence in criminal cases and property rooms. Since then this conference and its membership have grown. The conference covers the latest legislative changes and overs certifications for personnel in the best practices of property room management.
This year it was great to see everyone as it was one of the only conferences to meet in person due to Covid concerns. It was great to network and meet everyone and get a chance to learn the latest in property and evidence management. One of the great reasons to come to a conference is to see the latest technology offered by the vendors. I was able to sit down with each vendor and have them tell me about their product on this week’s episode of Crime Scene Today.
At the end of the episode, I talk with co-host Cele Rossi about the upcoming International Association of Bloodstain Pattern Analysts and Association of Crime Scene Reconstruction Conferences coming up.
Fire Marshal's responded to a house fire and found a deceased male inside. The homeowner a 55-year-old male was taken for an autopsy and found to have been murdered after bullets were found in his head. Listen as the investigators that worked the case tell the details of why a 19-year-old man would seek assistance from a 15-year-old girl in the planning and execution of a murder of a neighbor. A property owner had confronted a man on his property that he believed was about to commit theft. The property owner shot and killed the man. Jerry Denslow was a 50-year-old man that was about to move to be with his family. Jerry's home was on the market when his realtor could not get in touch with him. The realtor came to the house to find a disturbing scene and Jerry murdered. Host Dan Zientek and Co-Host Paul Hahs were both detectives that were involved in the case and will explain the details of the murder and the investigation leading to the arrest of the suspect. Thursday, August 6th, 2020 we will be talking with Chief Allen Banks about many of the community projects that he has brought to the city of Round Rock, TX. One, in particular, was published as one of the great ideas of 2020 shaping the future of policing in the IACP Police Chief Magazine. Round Rock Police Chief Allen Banks started with the City in March 2014 after a 21-year career with the Albuquerque (N.M.) Police Department. Chief Banks’ time with Albuquerque PD exposed him to nearly every facet of municipal law enforcement. He started as a patrol officer in 1992. As he promoted up the ranks, he managed Internal Affairs and Criminal Nuisance Abatement as a Lieutenant and served as a Shift Watch Commander for the busiest sector of that city. As a commander, he headed that agency’s largest division and promoted to Deputy Chief in 2009 before being tapped for Interim Chief in 2013 upon the prior chief’s retirement. With his arrival in Round Rock, the Department has enjoyed a re-energized approach to community and relational policing. Major new events, Kutz4Kidz, Junior Police Academy, Back to School Celebration, and other programs were introduced for the City’s youth. Under Chief Banks’ leadership, the Department’s volunteer programs – from the Citizens Police Academy alumni to the Chaplains Program and Citizens on Patrol – have seen a greater emphasis and a significant increase in volunteers for the Department. Also, outreach events to the international, faith, and diverse communities were started. The Bless the Badge Event conducted by area church pastors initiated in 2015, and in 2016 the Department created the Be Alert of Residential K9s (BARK) program to allow citizens to alert the Department to the presence of pets in a home. Because of these initiatives, the National Organization of Black Law Enforcement Executives (NOBLE) awarded him the Civil Rights Justice by Action Award in 2016. He was also named 2018 Citizen of the Year by the Round Rock Chamber of Commerce. Chief Banks is a graduate of the FBI National Academy class #237 and the FBI Law Enforcement Executive Development Seminar session #78. He has a bachelor’s degree from Wayland Baptist University. He is a member of International Chiefs of Police, National Organization for Black Law Enforcement Executives, and the Texas Police Chiefs Association. A disturbance had happened in the bar and his phone was found blocks away from the bar. After years of following leads, the case was turned over to Cold Case detectives with Montgomery County Sheriff’s Office in Texas. Celestina is returning this week from the International association of bloodstain pattern analysts that was held in Chicago. She will be updating on the latest things happening in the bloodstain analysts discipline along with changes in the forensic community.
Celestina Rossi is the Senior Crime Scene Investigator with the Montgomery County Sheriff's Office Crime Laboratory in Conroe, Texas. She has a Master Peace Officer’s License with 24 years of law enforcement experience. Since her promotion to the crime laboratory in 2002, she has been court qualified as an expert in latent print examination, bloodstain pattern analysis, crime scene reconstruction and shooting incident reconstruction. Cele is a Past-President for the Association of Crime Scene Reconstruction and the Historian for the International Association of Bloodstain Pattern Analysis. She is also an Adjunct Instructor for the Texas Forensic Science Academy at the Texas A&M Engineering Extension Service (TEEX) where she teaches the week long introductory Bloodstain Pattern Analysis course. Cele is a board member of the Texas Division of the IAI and the Operations Committee of the Applied Anatomical Research Center (AARC) at Sam Houston State University. She also serves on the Bloodstain Pattern Analysis Subcommittee for the Organization of Scientific Area Committees (OSAC) as well as International Association For Identification Science and Practice Bloodstain Pattern Analysis Subcommittee. Recently, she has been appointed by the Texas Forensic Science Commission to the Crime Scene Reconstruction Working Group as their subject matter expert.

It would seem writing was imbedded within my coiled DNA. My earliest recollection associated with this craft was setting crayon to wall. More specifically, I was frequently scolded, as a kindergartner, for perfecting my printing on the wall next to my bed. My parents saw damage. I saw a tabula rasa. Sitting on the carpet crunched in that narrow space was exhilarating. My next memory was the day I received an award in second grade a month after we had been challenged to write about our favorite stuffed animal (in my case, a big, homely pink poodle). It was published in the Detroit News next to my photo. It felt as if I shared the podium with fellow Olympic medalists.
So taken was I with writing, even decades later, that my first declared major in college was English with the goal of writing children’s books. The Magic Years by Selma Freiberg was instrumental in luring me into the field of psychology. She impressed me with her ability to take sophisticated psychological concepts and effortlessly translate them into practical, memorable, useful passages any parent could grasp.
Then life happened. And grew dark.

Crime scene mapping has changed tremendously over the recent years. Once mapping a scene was done using a sketch pad, pencils, and tape measurers. Then mapping progressed to the use of total stations and scanners. The recent advancements in Photogrammetry software have added another dimension to crime scene mapping. Crime Scene Investigators can now obtain scene maps from drones, photographs, and videos (iPhone, GoPro, etc.).
Biography:
Everett Baxter Jr. has an Associate Degree in Applied Science – EMS and a Bachelor’s of Science in Chemistry. He has over 27 combined years in law enforcement. He is currently assigned to the Crime Scene Unit of the Oklahoma City Police Department. Mr. Baxter has had specialized training in Crime Scene Investigations, Homicide Investigations, Basic Bloodstain Pattern Analysis, Advanced Bloodstain Pattern Analysis, Math and Physics for Bloodstain Pattern Analysis, Shooting Reconstruction, Crime Scene Reconstruction, Forensic Mapping, Clandestine, Cold Case Investigations. Immersive 3D Diagramming, as well as a host of other forensic training courses. Mr. Baxter currently teaches or has taught Crime Scene Investigations, Police Photography, Shooting Reconstruction, Bloodstain Pattern Analysis and other CSI related classes in the United States and Canada. Mr. Baxter has presented numerous lectures and seminars at conferences, educational groups and various civic groups in the United States and South Korea. Mr. Baxter has written papers on the Effects of Cleaning Products on Bloodstains (co-authored), Alternate Light Source. A Texan through and through, Mike Fulton started his photographic life by finding his father’s Kodak 35mm camera which was purchased while his father served in the United States Navy. Self-taught, Mike explored his interest in photography by expanding his hobby to the professional level in 1994 when he became a Crime Scene Investigator for a Sheriff’s Department just outside of Houston, Texas. Learning all aspects of photography as a need in his CSI work, Mike quickly excelled in the concepts and details in the science of photography especially his speedlights and external lighting. Mike expanded from the science side of photography and moved into the art side in 1995 when he started capturing weddings and portraits on a professional level. Continuing with his self-taught education, Mike learned the details of how TTL wireless flash worked as well as many other fast and portable aspects of photography. Using this knowledge today Mike is a Supervisor over the Crime Scene Unit at the Houston Forensic Science Center and continues to educate both general and forensic photographers around the world on flash and wireless lighting concepts.
