In this episode we revisit three previously conducted evaluations by the PA Department of Corrections: 1) Therapeutic Communities (TCs); 2) the SIP-HOPE pilot program; and 3) a residential relocation pilot program. These evaluations highlight the use of multiple rigorous evaluation methodologies (randomized controlled trial, regression discontinuity, and propensity score matching) for attempting to understand the real causal impact of these initiatives/programs.

A successful reentry hinges on securing a job, so many of the reentry efforts in the Department of Corrections are focused on teaching incarcerated individuals useful job skills for when they get out. While many are in traditional trades, SCI Pine Grove began a new partnership with The Last Mile to teach inmates a unique yet highly valuable skill: computer coding.
In this episode, TLM Executive Director Kevin McCracken joins the show to discuss what his organization is, why it does what it does, and how teaching inmates coding prepares them for reentry success. From its roots in California to its new program at Pine Grove, TLM is a one-of-a-kind vocational program that is dedicated to reducing recidivism and helping reentrants thrive upon release—whether in coding or other fields.
Staff wellness is an under-appreciated component of corrections historically. The field is just now starting to pay more careful attention to this important topic, but how do we measure the effectiveness of staff wellness initiatives? Outcomes in this area tend to be a bit more squishy than say recidivism rates or in-prison assault rates. In this episode we speak with Kayla Franklin, the Pennsylvania Department of Corrections recently hired Staff Wellness Coordinator. Kayla helps us understand what staff wellness looks like in corrections, and also how to think about evaluating and measuring success in this area.
In honor of Military Appreciation Month, our guest for this month’s episode is Jennifer Spitler, regional program outreach coordinator for the Pennsylvania Department of Military Affairs. Jennifer shares about the variety of ways DMVA supports veterans in the DOC—which is the largest employer of veterans in Pennsylvania—including participating in veterans expos at DOC facilities or simply visiting with employees to provide valuable resources. Jennifer also shares about helpful resources for Pennsylvania veterans, and she suggests a few ways non-veterans can thank or show support for veterans in their lives.
Later in the episode, Jennifer also discusses how DMVA supports incarcerated veterans and how they help prepare them for a successful reentry.
While a major focus of the Department of Corrections is preparing incarcerated individuals for reentry, victims of crime can never be overlooked. Fortunately, the DOC has a strong relationship with the Office of Victim Advocate! In this episode, Commonwealth Victim Advocate Suzanne Estrella joins the podcast to discuss the many ways her office works within the DOC to support victims while helping inmates come to terms with their actions.
In this episode, Dr. Bret Bucklen discusses a new report released by his team this month, which is a cost-benefit analysis of the use of Medication-Assisted Treatment (MAT). The study compares the benefit-to-cost ratio for four different types of MATs that are currently used by the PA Department of Corrections: Revia, Vivitrol, Suboxone, and Sublocade. Revia (pill form) and Vivitrol (shot form) are referred to as “antagonist” MATs; Suboxone (pill form) and Sublocade (shot form) are referred to as “partial agonist” MATs. How do the costs (including the potential cost of diversion in prison) and benefits (including recidivism reduction and overdose death reduction) stack up for these various forms of MAT? This episode explains what MAT is, how it is used within the department, and the results from this new cost-benefit analysis study.
As we prepare to celebrate Second Chance Month in April, the PA Prisons and Parole Podcast hosted DOC Workforce Development Specialist Dorenda Hamarlund to discuss her work in helping reentrants secure employment. Dorenda shared about barriers to employment for reentrants, how the DOC prepares inmates for employment upon release, and how second-chance hiring can benefit employers.

Our year-long tour around the DOC continues as we learn about two rural facilities in western PA: SCI Forest and SCI Mercer. The episode kicks off with SCI Mercer Superintendent’s Assistant Nikki Franz discussing the facility’s history and unique features and programs—including its Veterans Service Unit, which recently became an official American Legion Post. On July 31, 2024, the PA DOC, along with Penn State University, hosted their first ever Corrections Innovation Day. The event brought PA DOC staff from various levels and types of positions together with a large group of academic partners in order to brainstorm around innovative and testable solutions to some of the department’s most important issues, such as recidivism reduction, in-prison violence reduction, restrictive housing reform, and staff wellness. This month, the PA Prisons and Parole Podcast visits one of our most unique facilities and one of our newer facilities in SCI Muncy and SCI Fayette.
SCI Muncy Deputy Superintendent for Centralized Services William Frantz kicks off the episode by discussing how the history of the facility impacts its current layout as well as the main vocational opportunities available to its incarcerated population. Later in the show, SCI Fayette Superintendent Tina Walker joins to discuss the first 20 years of Fayette. In the second part of this month’s series, we talk with Jason Stauffer, the PA DOC’s Supervisor of Assessment and Classification Services. Jason talks about his background in corrections and assessment, how the PA DOC uses risk and needs assessment, and specifically how the PA DOC uses their new Strong-R assessment instrument.
In the first part of this month’s series, we talk with the team at Vant4ge, a company that produces a correctional risk/needs assessment tool called the Strong-R. We discuss what risk/needs assessment is, and also discuss its importance in the corrections field. The Vant4ge team talks about what new developments are happening in the risk/needs assessment industry.
As we cross the midpoint in our prison tour around the Commonwealth, we meet with the superintendents of two eastern facilities: SCI Dallas and SCI Phoenix.
Dallas Supt. Jasen Bohinski discusses the unique programs at his facility—including the highly popular horticulture program—as well as the Veterans Service Unit, which was the first in the DOC. Later in the episode, Phoenix Supt. Joseph Terra discusses the challenges of transitioning from SCI Graterford to Phoenix and the lessons learned, as well as the benefits of Phoenix—the newest facility in our system.
In this follow-up episode, we continue our discussion on the concept of “desistance” with a very special guest: Dr. Laurel Harry, Secretary of the Pennsylvania Department of Corrections. Sec. Harry talks about her career and about her interest in implementing desistance as a practical framework in the field of corrections.
In this episode we discuss the concept of “desistance,” an idea which has been around for a while in academic criminology but is only now beginning to catch on among corrections practitioners and policy-makers. Dr. Bucklen describes what desistance is, discusses how to define and measure it, and explains its practical use as a complimentary measure to recidivism by correctional agencies.

Each facility features an activities department that oversees a variety of functions, including organizing leisure activities, managing the charitable events, supporting the mural programs and overseeing inmate organizations. As we close out 2023, Corrections Treatment Services Program Administrator Jennifer Digby stops by the podcast to discuss the many ways activities specialists keep inmates busy with positive programs and the important role they play in facility safety.
Mike Cioppa is a professional magician who now resides at Wernersville CCC. A big challenge for many reentrants after incarceration is finding stable housing — and that’s where Director of Reentry Services Luis Resto and his team come in. In this month’s episode, Resto shares how his team connects reentrants with safe, stable and affordable housing in the community.
In the spring, Andrea Zittlau of Universität Rostock and Jayne Thompson of Widener University brought a Creative Writing Workshop into six DOC facilities to spur creativity and a love for writing in incarcerated individuals. The spring sessions were such a success, the duo are set to hit the road again in October to bring their workshop to another set of facilities.

Becky MacDicken is an outreach specialist for the PA Department of Banking and Securities who spends many of her days inside our state prisons as she educates incarcerated individuals on the importance of finances. She teaches inmates about a variety of financial topics, including credit, banking, scams, budgeting, investing and so much more, and she works to prepare them to make wise financial decisions so they can succeed. With Autism Awareness Month approaching in April, the PA Prisons and Parole Podcast welcomed SCI Albion Unit Manager Steven Soliwoda to discuss the Neurodevelopmental Residential Treatment Unit (NRTU), a unit designed for individuals on the autism spectrum. In 2014, SCI Forest was experiencing a major increase in violence—and something had to be done. The facility created a Violence Reduction Strategy to decrease violence and protect staff. In this episode of Lockup Lowdown, SCI Forest Superintendent Derek Oberlander outlines the history of this project and how it led to a 72.5 percent decrease in staff assaults from 2014 to 2018.
