Brussels is pushing to begin formal membership talks with Ukraine and Moldova at the end of June as Hungary continues its oppostition; the newly passed "foreign agent law" in Georgia seems to be stalling the country's EU course. Enlargement has been at the top of the EU agenda since the full-scale Russian invasion of Ukraine, but these developments seem to be complicating each member candidate's prospects for a smooth accession. We checked in with Nicholas Locker, from the Center for a New American Security, to make sense of EU enlargement and the intervening variables in the process, such as Russia's continued aggression, China's Belt and Road Initiative, and European strategic autonomy.

The Russian war in Ukraine and Europe's current energy crisis are inextricably linked. Recent crisis-response techniques in the European Union appear to have been successful for the continent, resulting in just enough stored energy to survive through the coming winter. At the Madrid Summit this past summer, NATO Leaders made significant and transformative choices that established the Alliance's near- and long-term strategic orientation with the 2030 Strategic Concept. The latest Strategic Concept was issued twelve years ago, but Russia's invasion of Ukraine continues to heighten Europe's security posture. As NATO members respond to the prospect of Russian aggression, implementing the NATO 2030 strategy signals a fundamental change in securitizing the Euro-Atlantic space for the next decade.
In this episode, Dr. Nele Marianne Ewers-Peters, and Ed Arnold discuss the 2030 Strategic Concept and its implications. Dr. Ewers-Peter is a lecturer at the Universität der Bundeswehr and a researcher who focuses on relations between member states and institutions. Robert Habeck, chair of the German Green Party (Bündnis 90/Die Grünen) shared his vision for the future of Europe. He addressed the political challenges the EU is facing in a time of changing global order. He discussed pathways to strengthen the EU internally, and to increase its capacity as a regional and global actor. He emphasized how the EU can succeed domestically and play a leading role in the fight against climate change, in managing the digital transformation of our economies, and in preserving and strengthening liberal democracy at home and abroad.

When the Berlin Wall fell and the USSR crumbled, an era of excessive optimism set in. It was a period where it seemed like liberal democracies would lead a straight march to global peace. Three decades later, Thomas Kleine-Brockhoff says that, somewhere down the line, we took a hard turn toward excessive pessimism – or Immerschlimmerismus—the German word describing a feeling that things keep getting worse and worse. As the values that once bound western democracies fall by the wayside, is the concept of “the West” as we know it dead in the water?
Kleine-Brockhoff, head of GMF’s Berlin office is the author of the recent book “The World Needs the West“ (Die Welt braucht den Westen, in its original German) joins Out of Order to discuss why a system that once felt rock solid now seems to be, well, out of order—and whether a course correction is possible.

Ali Vaez, director of the Iran Project at the International Crisis Group, and adjunct professor in the Center for Security Studies at Georgetown University School of Foreign Service, discusses the crisis in relations between the west and Iran.
