New Bills Introduced to Allow Ham Radio Antennas in HOAs 1:30
In 2023 a bipartisan bill Titled Amateur Radio Emergency Preparedness Act was introduced to the US House of Representatives. This bill proposed to amend the Communications Act of 1934 to prohibit the application of certain private land use restrictions to amateur station antennas in HOAs. It didn’t pass. Now, the bill is back, and with it a grassroots effort to push it through legislation from none other than the ARRL.

1. Write Congress. The most direct action right now is to send letters to your Representative and both Senators using the ARRL tool at send-a-letter.org. Personalize your note with local emergency-comms experience if you have it. The ARRL page summarizes the bills, explains the need for their passage
- Track the bills. Bookmark the Congress.gov pages for H.R. 1094 and S. 459 to monitor cosponsors and committee movement. Momentum builds when lawmakers see sustained constituent interest.

Twelve years ago we discovered the original Baofeng UV-5R. While we weren't the first to carry the radio, we were fairly early adopters of what many consider to be the most iconic and most popular walkie talkie in the world. On June 5 2025, Pennsylvania enacted Paul Miller’s Law. This new law bans the use of hand-held mobile devices in a vehicle, even when the vehicle is stationary. While many other states have hands-free laws, this one seems to be a little more concerning to mobile radio operators because it allows an exception for only one radio service and not the others. How will it affect the use of business, CB, GMRS and MURS mobile radio communications? Recently someone in our forum introduced a discussion comparing the amateur radio service to the GMRS, and provided a short but interesting take as to why he thought ham radio was the better option. The reasoning put forth was based simply on the fact that while both were governed by rules set forth by the FCC, ham radio had more spectrum allocated to it than GMRS. While it is true that GMRS has fewer channels, is it really fair to say that ham radio is better than GMRS, or could it be the other way around?
