22nd December - Monaco has taken part in the closing session of the COP28 UN Climate Change Conference in Dubai. Monaco’s Minister of Foreign Affairs and Cooperation, travelled to Dubai to take part in the high-level segment of the 28th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28).She was accompanied the Deputy Director of the Department of the Environment, together with Head of Section and Editor in the Ministry of Foreign Affairs and Cooperation. The measures that have been taken in Monaco to reduce greenhouse gas emissions were highlighted and the Prince’s Government’s determination to support developing countries to implement the Paris Agreement was reiterated. The Minister also represented Monaco’s historic advocacy for the preservation of marine ecosystems and called for recognition of the important role of the ocean in the fight against climate change, given the intimate link between climate crises, the ocean and biodiversity. This COP was an opportunity for Monaco to extend its support to several declarations and initiatives, on the links between climate and peace, and between climate change and health. The Principality also signed the Global Renewables and Energy Efficiency Pledge, in which it has committed, alongside more than 120 States, to triple global renewable energy capacity and double the rate of energy efficiency improvements between now and 2030. It also endorsed the Declaration on Sustainable Agriculture, and this despite a drop observed in funding for the adaptation of food systems.Among the major achievements of this COP are the creation of implementation mechanisms for the loss and damage fund for vulnerable countries hit hard by the effects of climate change. States Parties also reached a consensus on the adoption of the first “global stocktake” review of the Paris Agreement. This landmark decision acknowledges progress made and sets out various directions forward to ensure the ongoing attainability of the Agreement’s objectives. One of the recommendations to which Monaco is committed is the development of renewable energies and energy efficiency. Another, unprecedented, outlines a “transition away from fossil fuels” by 2050. The great summer exhibition of the Grimaldi Forum Monet in full light has been a huge success and full since it opened to the public. Bringing together a hundred paintings from all over the world, it traces the work of Monet and explores the artist's stays on the Riviera at a pivotal moment in his life. The course, punctuated by masterpieces rarely presented together - and an unpublished one -, offers a new approach to the work of the Master and invites to approach his work differently.
The exhibition ends on September 3rd it is open every day from 10:00 a.m. to 8:00 p.m. and until 10pm on Thursdays. It’s at the Espace Ravel of the Grimaldi Forum Monaco 10, avenue Princesse Grace - 98000 Monaco. Full price: €14 (FREE for children under 18)
Reduced rates: €11 - Groups (+ 10 people) - Students (- 25 years old on presentation of the card) Seniors (+ 65 years old)
SNCF partnership - Reduced rate of €11 for TER customers on presentation of a TER transport ticket for the SUD region dated today.
A reminder however that due to the annual launch of the UEFA European club football season at the Grimaldi Forum, access to the Monet exhibition on Thursday August 31 will be via the administrative reception (under the giant screen). As a large influx of visitors is expected both at the Grimaldi Forum car park and at the exhibition, we invite you to anticipate your trip or postpone it to another day. Exceptionally, there will be no night opening this Thursday, August 31, and the last ticket sales will be at 6 p.m.
Tickets already purchased for this day remain valid for the other days of the exhibition (before and after). An additional night is scheduled for Friday, September 1.
Also in this week’s Monaco Update - The Department of Education, Youth and Sport, which is responsible for implementing the Prince’s Government’s public education policy and maintaining oversight of private schools, strives to provide an exceptional school system in the Principality. This is an investment which is paying off, with pass rates for the baccalaureate and BTS examinations exceeding 95% every year.
Monaco’s education system is based on the curricula used by the French national system, with some specific features of its own: a more intensive English-language programme taught from nursery school through to the final year of secondary; a “French as a foreign language” programme to facilitate the integration of non-French-speaking pupils; a programme that promotes reading and cultural education; teaching of the Monegasque language and the history of Monaco to promote the national culture; and a stronger sports component (physical education and swimming classes are part of the timetable for even the youngest pupils, well-developed facilities are available, specially adapted timetables can be arranged to accommodate sports training, etc.).

If you’re running out of ideas of how to keep the kids amused, then why not bring them to Monaco? There’s the Museum of Prehistoric Anthropology of Monaco, which offers, during the summer holidays, activities rich in discovery and unforgettable experiences. Founded in 1902, the building was originally located at the time on The Rock and marked desire to safeguard and promote heritage. It is now at the Jardin Exotique and there are plenty of events going on to keep the children amused. You could also celebrate a birthday there, the museum organises your child’s birthday, in a unique setting. During birthdays, there are activities, workshops and games for children. The activities are original and educational, chosen by the family and the workshops are adapted to the age and the taste of the child. Celebrating your birthday at the museum allows you to discover a cultural place and have fun while learning.

Another idea for children is the Oceanographic Museum of Monaco. It’s open every day except Christmas Day and the Formula 1 Grand Prix weekend and there’s no shortage of opportunities to discover the ocean floor. Currently, with Polar Mission exhibition, each visitor plays the role of a field reporter on a polar mission, armed with their entrance tickets that takes them from a press card and triggers content and information, throughout their visit. At the end of the tour, visitors are invited to hand over their report on the Poles, as a special opportunity to express their thoughts and feelings about these remote lands, and relate back what they have retained. How? By choosing a title, a cover design and their own photos as illustrations, just like a reporter. It’s an opportunity to create a souvenir of their expedition to these extreme territories and share it with their family and friends. Visitors can also get involved with the Oceanographic Institute and the Prince Albert II of Monaco Foundation, by actively supporting the actions carried out to protect the Poles, and in particular the creation of the new protected marine areas in the polar oceans. As an individual, each visitor can take action on a daily basis, contributing to the preservation of these remote territories. The ambassador of the exhibition Melanie Laurent reminds visitors that the future of the Poles is also ours, and that if your polar mission is coming to an end, it is in fact here and now, that it really begins.
In addition, at the Oceanographic Museum, you can discover the escape game, the immersive 360 degrees, the touch pool, the Oceano club, guided tours, and again birthday parties at the museum. All activities to understand, have fun and learn about the ocean during your visit. For more information, visit the Oceanographic Museum of Monaco website.

On the 15th September, the Monaco government will be inviting professionals from the Monegasque economy and jobseekers, to meet for a one-day event. The event is part of the Employment for Monaco forum, launched in June, by Monaco’s Minister of State Pierre Dartout, along with the Minister of Health and Social Affairs, the Minister of Finance and Frédéric Genta, the Interministerial Delegate for Attractiveness and Digital Transition. While Monaco has passed the 60,000 mark in private sector employment, some professional sectors are experiencing recruitment difficulties in a post-covid society, that’s seeing changes in our approach to work. It’s for this reason that the government is organising an employment day on the 15th September, to connect the supply and demand of jobs in the Principality. In response to the expectations expressed by employers, the government has also made provisions for two annual panel discussions, to create an opportunity for dialogue between the government and employer representatives, an email address monacoemploi@gouv.mc for applications from jobseekers, a multilingual communication campaign in French, English and Italian using digital and print posters to publicise the September event and the Principality’s strategy, as well as an employment portal that will be fully operational by 2024, combining job offers, registration and applications in just a few clicks. After 8 years of negociations, the process has now reached a decisive stage. Accordingly, the Prince's Government would like to see a prospective study carried out. The study is based on two documents. Firstly, a summary report and an economic report presenting the different scenarios in the case of an agreement or non-agreement, and the consequences for the Principality. A visionary, Prince Rainier III launched a post-war Principality into an era of economic prosperity, urban development and regional expansion. He gave the Principality the new political, legal and constitutional infrastructure it needed, to build a modern state. The exhibition illustrates how Prince Rainier III was committed to both historical continuity and innovation, and even revolutionary in his approach to urban planning, driven by a single ambition, to ensure the prosperity and wellbeing of Monegasques, to whom he was bound as much by affection as by constitutional oath. The exhibition is open from 1pm to 7pm, Tuesday to Sunday.

Monaco and France are set to open a psychiatric day care facility for children and adolescents
The establishment, for children and adolescents suffering from psychiatric disorders, will open in September 2023 in Beausoleil (Alpes-Maritimes)
the Principality’s Minister of State Pierre Dartout and François Braun, the French Minister of Health and Prevention signed the Administrative Arrangement for the Franco-Monagasque psychiatric day care facility for children and adolescents.
In October 2018, in response to the saturation of specialised establishments in the Principality (Centre Plati) and the Alpes-Maritimes department, the Monagasque Ministry of Health and Social Affairs, together with the PACA Regional Health Agency and the Lenval Foundation decided to launch a partnership to create a shared facility.
A 650 square-metre property was acquired by the Principality of Monaco in the municipality of Beausoleil, with work to fit out the facility co-financed by the partners.
Starting in September 2023, the care centre will offer comprehensive outpatient care primarily to children and adolescents up to 18 years of age diagnosed with a psychiatric or behavioural disorder that prevents them from attending school full-time in any capacity.
The facility will offer 35 spots, 17 of which are reserved for children who live or attend school or college in the Principality, meeting the needs of children and adolescents in the eastern Alpes-Maritimes department and Monaco.
This unprecedented project is proof of the active and effective health cooperation between France and Monaco in the sole interest of patients.

2023 marks an important year of celebrations in the Principality, including Monaco’s admission to the United Nations 30 years ago.
On 28 May 1993, the Monegasque flag was hoisted for the first time at the United Nations Headquarters in New York, when the Principality of Monaco became the international organization’s 183rd member state.
The application was led by Prince Rainier III, who stated: “Today will remain an important date in the already long history of our country, for it is the certainty of its future.”
On 27 September 1993, speaking for the very first time, Hereditary Prince Albert gave a speech on behalf of the Principality of Monaco before member states and organizations at the 48th session of the United Nations General Assembly. Appointed Head of the Monegasque Delegation by his father, Prince Albert has taken part regularly in these international meetings for the last 30 years.
The 30th anniversary is part of commemorations for the centenary of the birth of Prince Rainier III. A special concert by the Orchestra of the Palace Guards was organised and guests were able also to view an emblematic photo exhibition on the ties forged between Monaco and the United Nations over the last 30 years.
And - Jean Cocteau was sixty years old the first time he entered the Santo Sospir villa in 1950. The poet, cartoonist, novelist and playwright became a prolific director well known to the general public. On the set of the film Les Enfants Terribles, Cocteau met the young Francine Weisweiller, who invited him to take a break at her villa in Saint-Jean-Cap-Ferrat, a few hundred yards from Villefranche-sur-Mer, where he had lived for a long time in his youth. Cocteau fell in love with Santo Sospir and spent 12 years there, meeting Matisse and Picasso and producing countless work of art.
In 2018, photographer Mauro Restiffe (born in Brazil in1970) was also invited to stay at Santo Sospir, preserved intact since Cocteau’s departure and soon to be fully restored. Restiffe produced a series of photos inspired by his exploration of architecture, memory and intimacy. Created using only analog techniques, Restiffe’s prints reveal traces of a ghostly presence, a favourite theme of the poet, who passed away in 1963.
The series Santo Sospir explores the poetic universe of Cocteau through the camera lens. The exhibition proposes a dialogue between Restiffe’s images and a selection of drawings, paintings, tapestries and films by Cocteau, presented in chapters that examine fundamental themes in his work.

As the tourist season gets underway in the Principality, the Ministry of Public Works, the Environment and Urban Development has reaffirmed its support for the eco-friendly aspects of its policy and is sharing its views on protecting the environment and marine ecosystems, with new ideas, innovations and plans for the future.Although 99% of the Principality’s coastline is artificial, the Prince’s Government aims to strike a balance between limiting the environmental impact of construction work and tourism, and contributing to the Principality’s economic growth and attractiveness.Among the measures announced, several are already being implemented, such as the sustainable cruise policy introduced in conjunction with SEPM, which limits the size of cruise ships making ports of call. These ships will also be subjected to strengthened regulatory and environmental controls. New tools for protecting marine biodiversity – tide pools and biohuts – have been installed in Monaco’s ports, and a white paper on tourism has been given wide reach thanks to enhanced action by the CSR Unit at the Monaco Government Tourist and Convention Authority.Looking ahead, a guide to eco-design aimed at maritime facilities operators is currently being finalised and a review is underway to consider the creation of a regulated mooring area which would accommodate yacht owners under conditions that would ensure conservation of the seabed. And don’t forget that May 31st, 2023 will mark the centenary of the birth of Prince Rainier III. Monegasques and residents alike will be gathered on the Rock to make this day, placed under the sign of celebration, unique and unforgettable. Stayed tuned to find out more about how the centenary will be celebrated.

Speaking at the Fairmont Hotel and in the presence of the Monaco’s Minister of State Antognelli said that the positive assessment of the sector suggests good prospects for the months to come, in particular with a sharp increase in revenue per room.During his presentation, the Director of Tourism also revealed that the representation of certain tourists such as those from France, Israel, Mexico, Qatar and Kuwait were up compared to 2019. On the other hand, Russia, Ukraine, the United Kingdom, China, Japan and Italy are down sharply, due to the international context or national political instability.Concerning business tourism in the Principality, Guy Antognelli announced that Monaco would be taking full advantage of the trend of event organizers who favour a return to face-to-face meetings for congresses and business meetings, which should benefit the Grimaldi Forum and the hotels of the Principality. An exhibition of the works of Artist George Condo has started at the New National Museum of Monaco. Entitled “Humanoids” which in his own words the artist describes as “not a science fiction monster, but a form of representation that uses traditional means to bring out the inner emotions onto the surface of a person”. Condo moved modern painting towards the “almost human”. He tackled the problem at its source: he seized Cubism, reversed its intentions and humanised it. He became the champion of “psychological Cubism”. The exhibition traces the continuity of a profuse body of work that ranges from “space beings” to a Who’s Who. Featuring specially produced paintings, the exhibition offers a glimpse of the artist’s process of invention of humanoids.

From the same date, contacts of a positive case will no longer be monitored by the home monitoring unit and will no longer have to take a PCR or antigen test two days after their last contact.Furthermore, the COVID-19 vaccination requirement set out September 2021 will be lifted early, allowing those staff who were suspended to return to work from Monday 27 March 2023.As we emerge from this crisis, the Prince’s Government encourages anyone who has symptoms of a respiratory infection, whether due to COVID, flu or any other virus where there is a risk of airborne transmission, to wear a mask, use barrier measures and consult their usual doctor. Note that mask wearing is still mandatory in healthcare facilities. Also, in this week’s Monaco Update we look ahead to the 6th edition of the Monaco Ocean Week organised by The Prince Albert II of Monaco Foundation, The Oceanographic Institute of Monaco, Albert I Prince of Monaco Foundation, The Scientific Centre of Monaco, The Yacht Club of Monaco and the Government of Monaco with the support of Rolex and Barclays Private Bank. The idea of a week of meetings, debates and actions dedicated to the ocean was born from an obvious fact: the key players in the world of the sea must share their analysis of the major issues of marine conservation and mobilise to preserve the oceans. Every year local and international experts, the scientific community, associations and the public meet in the Principality or virtually for the Monaco Ocean Week. The Monaco Ocean Week starts on Monday 20th March with a welcoming address from HSH Prince Albert II of Monaco at 9am at the Oceanographic Museum here in Monaco.
