This happens because of stigma, fear, and government failure.Human Rights Watch has started a petition for the #BreakTheChains pledge, a global movement that believes all people should live in dignity. They aim to push governments, institutions, and faith leaders to end chaining.
Emina Ćerimović is a senior researcher on disability rights at Human Rights Watch. She leads the organization’s work on the protection of people with disabilities in situations of risk and humanitarian emergencies worldwide. She has also documented shackling and abuses against people with mental health conditions in Nigeria, the institutionalization of children and adults with disabilities in Croatia and Serbia, and discrimination in access to education for children with disabilities.

My guest is Hafza Girdap, a graduate teaching assistant at Stony Brook University, and the co-founder of the Set Them Free organization. In this episode, we look into what challenges special education teachers have faced in the past semester with the switch to online platforms. Merve Dorak, special education teacher on Long Island joined us today to discuss her personal experience. Ms. Dorak works with middle school students who have autism and are trying to complete IEP goals. IEP goals are individualized education plans for students with autism. Educators say they feel more worried, depleted, and, at times, more helpless than ever as they try to teach their students — many of whom need intensive one-on-one guidance — through their screens. However, they have quickly adapted to online teaching and work towards reaching their students as much as possible.
