Today we’re talking with Rebecca Baer, President and CEO of the Shasta Economic Development Corporation, or Shasta EDC. We’ve talked with the EDC before, but this conversation focuses on what it really takes to bring a new business to Redding.
And spoiler alert—it’s not just incentives, though Redding does have plenty of those to offer. We talked a lot about quality of life here in Redding… and what it really looks like to get a company to say “yes” to this community.
This isn’t your typical economic development conversation. The big takeaway is there are a lot of reasons businesses choose Redding—and a lot of people working behind the scenes to make that happen.
But at the end of the day, quality of life makes a big difference. And we have it here—but prospective businesses just won’t know that unless we start saying it a little louder.
So this episode is called “Say Nice Things About Redding,” to highlight Rebecca’s biggest message to the community.

At the most recent City Council meeting, Public Works Director Michael Webb gave an update on the state of Redding’s roads. He explained that while the overall road network is rated in “fair” condition, many streets are well past their useful life — and once a road fully fails, the cost to rebuild is several times higher than keeping up with maintenance along the way.
Preventative treatments like seal coats and overlays stretch limited dollars farther, but with current funding, the City can only cover a fraction of the need each year. The result: Redding’s roads continue to decline, and the backlog of work keeps growing.
In this re-release, we revisit our original conversation on what it would take to fix Redding’s roads, with updated context from the latest council meeting.

As emergency call volumes rise and city resources are stretched, the City of Redding is taking proactive steps to ensure its fire and emergency medical services remain fast, effective, and sustainable.
In this episode, Katie and Steve sit down with Redding Fire Chief Jerrod Vanlandingham to talk about the recently implemented first responder fee, a strategic move designed to recoup costs from non-emergency medical calls—starting with lift assists. The goal? Preserve frontline services and keep fire engines available for critical emergencies like fires, rescues, and major medical incidents.
Chief Vanlandingham explains how fire departments have evolved well beyond fire suppression, why cost recovery is essential in today’s climate, and how Redding is phasing in this policy thoughtfully, with compassion and financial hardship waivers in place.
This conversation highlights the real-life impact of overlapping 911 calls, the burden of low-acuity responses, and the city’s broader plan to maintain service levels while being fiscally responsible. Today, we’re diving into the Redding Police Department’s 2024 Crime Statistics Year-End Review — and it’s packed with significant developments. The department responded to over 109,000 calls for service, a 6.6% increase from the previous year. Arrests also hit a new record, with more than 11,000 total, including a 32% rise in misdemeanor arrests.
But before you start panicking that crime in Redding has hit a new high, we’re pleased to report just the opposite. Despite an expanded crime reporting system (NIBRS), violent and property crimes dropped by about 21% each — a strong sign of progress. And the rise in misdemeanor arrests is directly attributed to more policing with a focus on quality of life issues. Which, depending on your perspective, makes Redding a safer city.
To unpack all these details, today’s guest is Kristen Gurley, the person who tracks, analyzes, and organizes these statistics for the Redding Police Department. We’ll ask her all about the switch to the NIBRS system, how the limited jail space affects our crime stats, and how it’s possible that with all the extra arrests on the quality of life issues, our overall statistics have gone down.
All in all, a busy year for Redding Police — but one that shows measurable impact in both public safety and enforcement. So, stay tuned as we learn more about how RPD is working hard to keep Redding as safe as possible.

Today, we’re talking about something that affects every home and business in Redding: the reliability of our power grid. After a recent blackout in Spain left over a million people without power, we started wondering—how prepared is Redding if something like that happened here?
To help us understand the big picture and the local realities, we’re joined by Nick Zettel, Director of Redding Electric Utility. We’ll dig into how independent our system is, how much we can rely on local power sources like hydro and solar, and what REU is doing to keep the lights on—no matter what’s happening on the West Coast.
This isn’t about fear—it’s about transparency, resiliency, and understanding the strengths of our hometown power system. Let’s get into it.

Today, we're discussing everyone’s favorite topic as we head into summer: water conservation.
In 2024, the state of California passed new regulations requiring all residents to reduce their water usage. In Redding, that means reducing water usage both indoors and outdoors. During rainy, wet winters, Redding easily meets these new restrictions. However, as we move into the hot, dry summer months, our need for outdoor watering blows our water budget.
Today, we speak with Brandon Bishop, Water Conservation Specialist for the City of Redding, about the new regulations and how we can work together to reduce water usage as a community. Brandon admits that the new state rules will be tough to meet in the summer, but is looking to provide everyone with some helpful tools to conserve, regardless of the season.
We recognize that water conservation is a complex topic. Still, if there’s one thing we can all agree on, it's that water is a vital resource, and it’s never a good idea to waste it, even when there is plenty available. Fixing leaks and utilizing drip irrigation where possible can significantly reduce overall water usage.

Plus, we’ll get the inside scoop on some of the surprising—and sometimes head-scratching—items that end up in the bin.

In this episode, we catch up with Community Services Director Travis Menne to learn what happened with the Redding Sports Park, formerly Big League Dreams. Just for a little history, the last time we spoke with Travis, the City had not decided what to do with the facility. The City Council has since decided to have the City reopen and run the facility short-term to get leagues and tournaments back in play and keep this vital resource open to community members.
City staff hit the ground running and familiarized themselves with the facilities, and create a plan quickly. The facility officially opened as Redding Sports Park on October 2, 2024, and things are going well so far. Travis talks about the return of tournaments, the revival of beloved programs like roller hockey and youth baseball, and ambitious plans for new sand volleyball courts.
The topic of the Redding Sports Park will go back to City Council in January for an update and direction on how to move forward.

The condition of the roads around Redding is always a hot topic, so we brought in the expert to give us the latest info and some interesting facts about why things are the way they are in Redding.
Today, Michael Webb, Director of Public Works, discusses the effort, strategy, and foresight toward maintaining and improving 60 square miles of roadway in Redding. This is a lot of road. By comparison, Chico is 30 square miles but gets the same state funding for roads. This is based on the gas tax measured by population size—not the amount of roadway.
Michael hopes to raise Redding’s general road conditions from a Pavement Condition Index of 50 to over 80 - a goal that will take many years and more funding. For now, maintaining the pavement and condition of Redding’s roads is a balancing act between fixing those in dire need and maintaining those most used by the community.
Between grant funding, smart planning, and key budget decisions, he hopes to improve the state of the roads in Redding little by little. One thing is certain: the size of a city like Redding presents some big challenges.

Today we talk to Dan Burden, a Blue Zones Fellow and International Walkability expert. Dan has built a career by helping cities reshape downtown districts and neighborhoods to make them more walkable and bikeable. His efforts are more than just a passion for accessible spaces - these changes increase economic vitality. In fact, 79% of those looking to buy a home say they want to buy in a walkable area. However, only a small percentage of cities meet that target.
For many decades, the US has focused on car-centered travel, which has dramatically shaped the way we live. Shifting focus to walkable spaces has been shown to increase the local economy, overall sense of well-being and happiness, and perhaps most notably, the area's safety.
So can Redding become a more walkable city? Dan thinks so and will host a Walking Audit in August to show Redding residents how small changes can make a big impact. If Alaska and Yuma, Arizona can have walkable spaces, Redding can too.

At a special City Council meeting held on July 29th, the Redding City Council asked City staff for more information on what it would cost to run the facility both in the short- and long term in an effort to keep the current leagues in play.
One thing is for sure: This facility is well-loved by many in the community, and there was a packed house in the city council chambers to prove it. However, there is no doubt that BLD needs some TLC. One estimate was nearly 8 million dollars in needed repairs and improvements.

Maintaining the city's sewer system requires a lot of work, but if the city staff is doing the job correctly, you shouldn’t even realize the work is being done.

Sewer systems do a dirty job no one wants to think about. In August 2023, the Redding Police Department officially launched body-worn cameras in Redding. Nearly a year later, Chief Barner joins us to discuss the program's successes, learning curves, and challenges.
During a recent update to the Redding City Council, Chief Barner highlighted an example of how body camera footage provides transparency to what previously has been a subjective topic. We’ll let you hear the audio of this particular traffic stop to demonstrate how recordings can protect both community members and police officers, depending on the incident.
He also discusses the recent incident with an officer-involved shooting that took place on Cypress Avenue and how body-worn camera footage was used in that investigation and public records request.
The overall takeaway of the program thus far has been enhanced officer safety, improved community relations, and a more transparent system for officers and community members.

We’re really excited about today’s topic because we interview Sabrina Jurisich, the Upstate California Film Commissioner for our local area. Many community members don’t know that Redding hosts dozens of production companies for various movies, commercials, and independent films. Sabrina lists some famous and not-so-famous examples. For all you 80’s movie enthusiasts, the famous bridge scene from Stand By Me and part of Willow was filmed in the area.
More than being an exciting thing to talk about, the films and productions that come to our area bring economic stimulus. In fact, more than 4 million dollars were spent in our community last year alone from film and production crews. This includes revenue for local businesses, hotels, and services, which stimulate the local economy.
Many of the catering crews, extras, production help, and hospitality are local, too. Much of this directly results from Sabrina and the Film Commission's efforts to draw talent and crews to the greater Redding Area. If you are an aspiring actor, filmmaker, or artist, be sure you are connected with Sabrina and the local Film Commission.
While most of the community won’t see or experience a film set in Redding, that doesn’t mean that they aren’t here and filming. The film commission acts as a catalyst for economic growth, cultural enrichment, and community development year-round. Sabrina works hard behind the scenes to make sure Redding is a desirable location and is bringing a little bit of Hollywood up north.

Have you ever wondered what the Good News Rescue Mission is and how it provides for the Redding community? If you think they are all about helping the homeless - they are! But they also help many others in our community who may be living paycheck to paycheck and need a helping hand.
In this episode, we talk with Justin Wandro, Director of Development at the Good News Rescue Mission. Justin gives an overview of the Mission, what services it offers to the community, and how it works with other local organizations and non-profits to ensure that everyone in our community has access to food and resources if they need it. He also talks about the Holiday giving programs they have going from now until the end of the year to help those in need in our community during the Holiday season.
The Good News Rescue Mission is a faith-based organization, and Justin is clear about that in the first part of the podcast. While the City of Redding has no faith affiliation, it does work alongside the Good News Rescue Mission in housing efforts and other community programs like the Coats for Kids Winter Clothes drive.
So, if you’re considering volunteering your time or donating items this holiday season, the Mission has several great opportunities you won’t want to miss. And while generosity abounds during the Holiday season, the Mission operates all year round. They’ll take donations of goods, food, and volunteers any time of the year.

The holiday season is upon us, and while we are all excited for family and tasty holiday food, it is also a well-known fact in the Redding Fire Department that there will be a house fire in Redding on at least one - if not all of the major holidays.
According to FEMA, roughly 2,300 residential fires were reported annually in the US on Thanksgiving day between 2017 and 2019, making Thanksgiving the most fire-prone day of the year and the second leading cause of home fire deaths. Annually, an average of 128,000 fires in December resulted in 415 deaths across the US. Christmas Eve and Day rank 2nd and 3rd for the most fire-prone day of the year, with twice the daily average of reported fires.
The holidays are the time of year when families cook more often, have more guests, light more candles and fires, hang holiday lights, and celebrate with cocktails that can impair judgment and our sense of caution.
In this episode, we speak with Erick Mattson, Battalion Chief, and Sarah Roth, Fire Prevention Specialist with the Redding Fire Department, for a few Holiday Horror stories and important safety reminders that will help keep you and your family safe this season.

This episode was specifically recorded to address a water quality issue that recently came to light in a Record Searchlight article that could cause unnecessary concern for community members. The article indicated the presence of PFAS or “forever chemicals” in Redding drinking water. We wanted to speak directly with Josh Watkins, Water Utility Manager for the City of Redding, about the article and set the record straight on water quality in Redding.
While it’s true that a reportable amount of PFAS chemicals were detected in Enterprise Well #3 in Redding earlier this year, there’s additional important information to provide the right context. For instance, Josh explains that a recent study found almost 17,000 more traces of these chemicals in chocolate cake frosting than in the Enterprise Well. In fact, these chemicals are found just about everywhere - unfortunately.
Josh breaks down the stringent testing standards they adhere to, explains why the City of Redding has some of the cleanest water in the State, and tells us that, yes, he drinks tap water from his office - incidentally, not far from where the Enterprise Well sits - without a second thought.
While we don’t want to understate the concern of detecting potentially harmful chemicals in our water supply, Josh and the Water Utility Division are confident that our water is safe to drink.

In case you haven’t heard, Redding has a new Police Chief in town. Chief Brian Barner has been with the Redding Police Department for nearly 27 years and worked alongside former Chief Bill Schueller before being officially promoted to Chief in October 2023. He was unanimously selected by two different interview panels based on his work experience, dedication to the community, and overall knowledge and training.
Chief Barner talks about his perspective on law enforcement in the Redding Community, what he thinks of Redding safety in general, and how he plans to address local quality of life issues. He talks about the local jail space mental health support for law enforcement, the rollout of body-worn cameras, and his plans for the future.
His close connection to the community and the years of work alongside former Chief Schueller means that most of his goals aim to keep the good work going - from a fully staffed police force to new technology solutions - the community shouldn’t expect a slowdown anytime soon. It’s full steam ahead for RPD.

As residents of Redding, we've seen firsthand the devastation that wildfires can bring - not to mention the wildfires that are currently active across the country.
The recent audit of Redding Electric Utility's Wildfire Mitigation Plan proves that our city has taken proactive steps to enhance our community's safety. So, with that said, now it’s time to unpack the numbers, acronyms, and real-life examples of the wildfire mitigation plan in action with independent auditor Jeremy Cawn and REU program Supervisor Shawn Avery.
We’ll hear exactly what REU has done in our community and how it is already helping to mitigate fire risk. While wildfires can’t ever be truly prevented, being fire-ready can dramatically improve the outcomes. Jeremy confirms that REU is not only meeting the statutory regulations required by the state of California but is exceeding them. So, while residents should still be working on their own defensible space and fire safety habits at home, REU, Redding Fire, and other city departments are hard at work in our public spaces, which might help you sleep just a little easier at night.

It’s fire season in Redding, and we all know what that means... It’s time to take extra precautions while doing yard work, road-tripping, and even grilling! It also means that if you’re behind on your home ignition zone prep because of an extra long and wet winter, now is the perfect time to get it under control.
Today we bring back to the podcast Camber Dietrich, Fire Prevention Specialist with the City of Redding. His job is to educate the public on fire safety and how to keep your home and family safe this season.
It might surprise you, but most of the fires each year are small and confined to just a few acres. If one of these fires happens close to your house, precautions you take to harden your home could make all the difference. Most of us are worried about the big wildfires that make the headlines each year, but it's the small backyard fires that you have the most control over through good defensible space practices.
You’ve likely heard these tips before, but if you need extra motivation to make some fire-safe changes this weekend, this episode is for you.

In today’s episode, we are talking about all things parks with Assistant Community Services Director Joey Forseth-Deshais. His team of parks professionals oversees the operation and maintenance of all of Redding’s 52 city parks, various other City Facilities, including City Hall, and nearly 24,000 street trees AND street median landscaping.
Much of this work happens early in the morning and out of the public eye. In fact, Joey and his team work hard to make sure any maintenance issues that do come up, are taken care of long before the public begins using the parks each day. This level of work requires certifications of all kinds. They have playground specialists, certified arborists, and chemical and pest specialists, just to name a few.
It’s easy to take our beautiful park spaces for granted, but if you have any experience maintaining your own landscaping around your house, you understand what a huge undertaking it is to maintain nearly 645 acres of parkland in Redding. So maybe take a walk in a park while you listen to this episode. It might give you a whole new appreciation for Redding Parks.

Today we talk with Travis Menne, community services project manager, about the robust trail system in Redding and some recent additions that are well worth a visit.
Some of these trails are geared toward outdoor enthusiasts who like a little dirt under their shoes or bike tires, while others are paved for smooth transportation connections in Redding. Either way, the City of Redding and key community partners are working hard to continue to build a world-class trail system.
For today’s conversation, we focus on a few notable new trail additions, but there are more exciting projects on the horizon. Also, side note, trails can be very expensive and difficult to construct. Travis, along with City staff and countless volunteers, help plan, fund, and maintain the trail system we love today. Next time you’re out enjoying one of these resources, take a minute to appreciate the community effort it takes to make these happen.

In this episode, we talk with Deputy Fire Chief Jay Sumerlin about two new programs the Fire Department has launched to help our community in an emergency.
CERT, the community emergency response team, is a FEMA-backed volunteer-based program for community members to learn key skills and techniques for use in an emergency. First aid, light rescue, wound care, and fire suppression are all part of the curriculum to turn everyday citizens into the neighbor you want to know most.
Community Connect is a new online portal that allows YOU to share critical information about your family, your pets, and your home with firefighters in an emergency. This is a secure system, shared only with fire professionals, that gives them critical information when responding to your home. This optional program helps firefighters with the information they wouldn’t otherwise know - like fuse box locations, water shut-off valves, and if members of your family have any mobility issues.
Both of these programs are completely free and are designed to make our community safer. Both are linked in the show notes below if you want more information or would like to sign up.

According to CDC data, drowning is the leading cause of death in children, and almost 4,000 drownings happen yearly in the US. In today's episode, we talk with Jenny Moore, Recreation Supervisor and Manager of the Redding Aquatic Center, about swim safety, swim lessons, and what every family should know while they enjoy the water this Summer.
She also touches on the lifeguard program at the Redding Aquatic Center and how they take extra steps every year to make sure their staff is highly trained and ready for emergencies.
If you think swim lessons are just for kids, think again. Adults of all kinds take classes to build endurance, refine stroke techniques, and help gain confidence in the water. If you haven’t already enrolled yourself or your kids in swim lessons, this might be the summer to start.

Today we sit down with special guest Don Bader, Area Manager for Shasta Dam - US Bureau of Reclamation, to learn the ins and outs of the Shasta Dam, including its history, water rights, water levels, and why so much water is sent to other parts of California.
Shasta Dam is the second largest Dam in the nation, and it might be the most underrated too. Built right after the Hoover Dam, Shasta doesn’t always get the limelight but it carries more than its weight when it comes to electricity generation, recreational opportunities, flood protection, and statewide water distribution.
Don possesses a wealth of knowledge and experience in dam operations and reservoir management. Today, we have the opportunity to delve into his expertise and talk about the incredible impact the Shasta Dam has on the surrounding region and the entire state.
If you’ve ever had questions about Shasta Dam or taken it for granted, you are not alone. Tune in to this dam discussion to be inspired, educated, and captivated by this awe-inspiring feat of human ingenuity right in our backyard.

In this episode of the City of Redding podcast we connect again with Water Utilities Manager Josh Watkins to discuss how our water supply looks for this summer. With the wet winter we’ve had, we have moved from mandatory to voluntary water conservation, but it is still important to save water wherever possible.
He also gives some fun details on Redding’s water sources, just how many miles of pipe are in the City, and how he and his team ensure the water stays clean and always on. Some key water projects are coming up to help address aging infrastructure, including the use of new technology to help in water utility efforts.
Redding is fortunate to have access to multiple water sources and to have a small but mighty team managing those efforts to keep your tap water flowing.

In today’s episode, we talk with Assistant City Manager Steve Bade about housing in the City of Redding. We’ll cover what our current vacancy rate is and what that means in terms of housing availability. We also talk about income-eligible housing, housing for the unsheltered in our community, and Short Term Rentals' effect on our housing stock.
So are we in a housing crisis in Redding? Steve Bade doesn’t think so, but there is no single solution to address all the different housing needs in the community. Between the economy and the cost of construction, things are not getting any easier. But he has reason to be hopeful, and we think you will too.
Redding is working on housing solutions from multiple angles, and while results won’t appear overnight, things are moving in a positive direction.

If you visited any larger city, you know public transportation is a big part of life for millions of Americans. Here in Redding, life without a car is a challenge.- but that could change in the next few years.
Enter John Andoh, the new General Transit manager for the Redding Area Bus Authority. He comes to us with over 20 years of experience in the transit industry in several municipalities. He has big plans for what public transportation can look like in our area and acknowledges that the system today has some inefficiencies.
Cities are diversifying their transportation options, and John wants to look at what's possible in Redding. Think small car share options, mobile pay, on-demand RABA service, and more. His passion for technology and innovation is evident.
So you may never have experienced RABA, but big changes might have you rethinking your use of public transit in Redding. And if you do, be on the lookout for John. He makes it a point to take RABA everywhere he can, including to work every day.

Did you know that nearly 40% of food in America is wasted? Food is best if used - period! With careful planning and better food recycling resources, our community can help address hunger and protect the environment simultaneously.
Enter Senate Bill 1383, a law recently passed in California requiring businesses and residents to compost or recycle food waste, including wasted food from the refrigerator, expired items, and table scraps. Locally, this bill will help support those with food insecurities in our community while maintaining valuable space in the local landfill and reducing the release of harmful gasses into the environment.
What does this mean for Redding residents? Public Works Supervisor Jeff Hansen updates us on the SB1383 rollout already in place with food-generating businesses here in Redding. The residential rollout is slated for the end of summer, and Jeff shares how this change will impact local trash services.
In case you need a refresher on SB1383, Katie and Steve reshare their conversation with Deputy Director of Public Works Paul Clemens from last year to better understand what SB1383 means in the larger trash industry and how it will impact Redding.

Today we are hoping you stick with us through an update on the General Plan. Now before we lose anyone, the General Plan is 20-year planning document that has a massive impact on the future of our City. And community involvement plays a key role in how the plan is put together.
Steve and I joke all the time that our podcast topics aren’t always super interesting to most people, but believe me, you’ll want to understand what this document does - and doesn’t - do so you have a better understanding of how the City makes decisions.
In today’s episode, we talk with Kent Manuel and Jeremy Pagan about what might change in this General Plan, and why you should care. After all, 20 years is a long time and, while nothing is set in stone, the General Plan is a guiding document that will be referenced long into the future.
Fun fact, Kent oversaw the general plan development for Redding 20 years ago, so this isn’t his first Rodeo. He has a wealth of knowledge and can speak to what has been done in previous plans and what's new in this version.
We don’t expect you to take notes, but you should know what the General Plan is and how to get involved if you feel so inclined.

Is Redding ready for Electric Vehicles? And what about the move toward all electric appliances? The answers are complicated, but essentially, yes, REU is ready now and is planning for the future. Today we talk with Lisa Casner, Electric Manager of Resources about why moving to electric is a good option for some in our community, especially with gas prices remaining high.
She also talks to us about what it looks like to make the switch to electric appliances and the rebates available for families looking to make that change. Lisa’s goal is not to get every family to switch to electric, but to provide options that both align with State and Federal mandates, and the growing trend toward more sustainable fuel sources.
And since we mentioned sustainable resources, Lisa gives us a rundown of how REU is sourcing their electricity from sustainable wind and solar, meaning that using REU power is clean energy. We hope this episode makes you proud of being part of a locally-owned electric utility.

Welcome to a City of Redding Podcast. Today we are talking about Short Term Rentals! We recorded an episode about ADUs and Short Term Rentals with Planning Manager Lily Toy in May of Last year but a lot has happened since then.
A new proposed set of ordinances went before the City Council late last year to address community concerns about how short term rentals were affecting our neighborhoods. After a robust City Council discussion, the ordinances went back to the Planning Commission for review, and will be coming before the City Council again on February 21st.
In this episode we talk with Development Services Director Jeremy Pagan about the new proposed ordinance changes, why they were proposed, and what those would mean for our community if adopted. There are strong opinions on both sides of the debate with many claiming that Short Term Rentals bring tourism and TOT revenue into the City.
However you feel about Short Term Rentals, this episode should give you more information about what will be discussed on February 21st and how to get involved if you’d like to join the discussion.

In today’s episode we connect with City of Redding Transportation Planner Zach Bonnin and Julie Dixon from Dixon Resources Unlimited to dive into the Downtown Redding Parking Program launching soon. There have been a lot of good questions from the community about parking, and we wanted to get the answers from the experts.
We learn how parking turnover is key to the success of downtown businesses and how the new program will address this. In fact, Julie highlights 3 other cities in California that saw downtown business grow as a result of a paid parking program. Counter-intuitive right?
Also, this program is not a revenue generator for the City so why would the City do this at all? We’ll find out about the goal of the program and how Julie has helped other municipalities figure out a parking strategy that works for them.
One thing is clear - Parking is a big deal with many passionate opinions. However you feel about parking downtown, this episode should give you more information about the strategy behind the decisions that were made.

Nick started with REU 19 years ago and has worked his way up to the Directors seat. He brings a wealth of industry knowledge and, as a Redding native, is proud to work for Redding’s publicly-owned power utility.
We’ll learn how REU is making plans for the increased demand on the power grid from electric vehicles as well as planning for the decrease in other energy sources that’s occurring worldwide. We will also learn how REU buys and sells power seven days a week, 365 days a year and how that process is especially important for our community in the ever-changing energy market.
With the uncertainty around the current economy, having a locally owned municipal power utility with multiple energy sources including the City’s own powerplant, REU customers are sitting in a more secure spot. And that’s something to feel good about.

She’ll give us some tips on how to understand your ballot and talk about why it’s so important to vote for your local representatives.
One last note before we turn it over to Pam - the City of Redding has very strict policies during election season in regard to fairness for all candidates. We bet you don’t think much about what happens after you flush the toilet. And why would you, right?! It’s a modern convenience we can easily take for granted.
One of the reasons you don’t have to think about it is because there is a whole team of people working behind the scenes to make sure what you flush down a drain or toilet goes back to the Sacramento River as clean (or cleaner) than when it came out.
Today we talk with George Coughran, Stillwater Wastewater Treatment Plant Supervisor and head of the award-winning 2021 California State Wastewater Treatment Plant of the year. That’s a big deal for Redding. George gives us a fascinating look into how science can turn your number 2, into a number 1 resource - water, that is.
Don’t worry, there’s not much gross-out factor in this episode, but it might just open your eyes to how important it is to take care of our natural resources and be a responsible community member. This is known in the wastewater world as someone who doesn’t flush things down the toilet that gum up the system. We’re looking at you flushable wipes. With that, we’ll let George give you all the details.

On April 19th, 2022 the Redding City Council is expected to make a decision on whether or not to declare the Redding Civic Auditorium and Rodeo Grounds properties as Surplus. In this episode of the podcast, we bring back City Manager Barry Tippin to talk about what surplus property means and what options are before the Council. This is an important decision and members of the community have been very vocal - both in support and in opposition to this land discussion.
We’ll also ask questions we’ve been receiving from the community about the Land Discussion and get into some hypothetical “what if” territory. What if the Council votes to Surplus? What does affordable housing have to do with anything? Will access to the Sundial Bridge be denied? Why doesn't the City give the land back to Indigenous Peoples?
Of course, nothing will be decided until April 19th and even then, the council could decide to take no action.
Before we hand it over to Barry, it’s important to note that community engagement is vital to this discussion. Take the online survey linked in the show notes, email your council representatives, and show up on April 19th to provide public comment. Your voice matters.

Did you know that mosquitoes can breed in just a single capful of water? More than 100 mosquitoes can come from a cup and more than 1 million can come from a pool!
Mosquitoes aren’t just an annoyance - they are a public health issue. Locally, mosquitos are responsible for several cases of West Nile Virus per year.
Shasta Mosquito and Vector Control, established in 1919, has been working for more than 100 years to build awareness on the dangers of mosquitoes and other insects that can spread disease.
In this episode of The City of Redding Podcast, Katie and Steve speak with Peter Bonkrude, District Manager with Shasta Mosquito & Vector Control District. He’ll tell us about the more than 26 species of mosquitoes in the area and why six of them are of particular concern. You’ll get an introduction to the Aedes Agypti, an invasive species of mosquito that is raising concern about the kinds of diseases that could become an issue in the United States.
Peter highlights why conserving water could help keep the mosquitos at bay and shares some helpful tips to protect yourself from mosquitoes and the harmful diseases they can carry. Follow the 4 D’s:

Now that we have just finished the driest January-February in recorded history, the State of California has called another drought season all but inevitable. This means fire season will be quickly arriving for us in the Northstate.
We recorded this podcast last year in the Fall of 2021. As we were preparing to put this out to the community, the first rains of the season started to fall. We felt that everyone needed a break from the worry of wildfire and we paused this topic knowing it would come up again soon.
In this episode, Shawn Avery, program supervisor for Redding Electric Utility, explains the IQ fire watch camera system that was installed in Redding in 2021. Last year they were an important piece of the Wildfire Mitigation Plan for our local community and proved instrumental in catching several fires.
Shawn will cover what these cameras are, where they’re from, and why Redding should feel proud to be one of the first in the nation to utilize this technology.

In this episode, we talk with Travis Menne, Community Projects Manager with the City of Redding Community Services Department. Travis has been a key player in developing several successful grant applications with the State of California in the last few years. His work, along with others in the City, has secured close to $20 million dollars in grant funding for our local area parks and trails.
We’ll talk with Travis about the exciting upgrades to Caldwell Park coming in 2022 and 2023 including the skatepark currently under construction, and other new amenities that will be coming soon like a new bike park, exercise area, shade structures and more. He also answers some questions about the Panorama park project off Lake Blvd. and when Redding residents can expect to see their brand new indoor recreation facility.
Lastly, Travis looks back on 2021, which he refers to as “The year the city built bridges”. In today's episode, we discuss the proposed Redding Electric Utility rate increase. On December 7th, the Redding City Council will decide on a proposed 2% Utility rate increase for all customers that, if approved, would go into effect in January 2022 and 2023. The reasons and the timing for rate increases can be complicated and cause concern for many families.
Today we talk with Joe Bowers, Financial Manager at REU about this rate increase and find out how much it would affect monthly utility bills for the average Redding family and why a rate increase is being discussed now.
REU will also be hosting a series of public workshops before December 7th to give local residents an opportunity to ask questions, make suggestions and offer feedback on the proposed rate increase.

Workshop #1: Surplus Property Discussion
October 13, 2021 - 5:15pm
Workshop #2: Master Plan Discussion
October 27, 2021 - 5:15pm Workshop #3: Land Restrictions DiscussionNovember 10, 2021 - 5:15pm
Workshop #4: Summary and City Council Direction DiscussionNovember 18, 2021 - 5:15pm
On September 22, 2021 the Redding City Council decided unanimously to hold several workshops to receive additional information prior to making any decisions regarding the future of the property surrounding the Civic Auditorium and the Rodeo Grounds. The City Council ultimately has several options available to it, ranging from taking no action to considering an unsolicited proposal the Council received from Populus, The McConnell Foundation, K2 Development Companies, and Turtle Bay Exploration Park.
After a lengthy meeting with many comments from the community, the Council directed City staff to gather information about what regulations would be involved in a land sale, what the process would look like to develop a Master Plan with the City as the lead, and other important elements so that the Council, along with the public, would have full knowledge of what the future of the area might become and how best to achieve that result.
Each of the four workshops will be open to the public to provide space for public comment and a full review of the processes that would be involved to achieve the goals ultimately approved by the Council. Per City Manager Barry Tippin, “the City Council understands the importance of the discussion surrounding these valuable community properties and has insisted on robust community dialogue. The Council feels it is critical to dedicate the time necessary to fully understand what actions can be taken, what actions the citizens would like to take place, and how we can best utilize these city assets for future generations,” said Tippin.
The City Council will not take any action at the proposed workshop meetings but the Council has asked that Populus, The McConnell Foundation, K2 Development Companies, and Turtle Bay Exploration Park present their proposal at the workshops in order for more members of the community to understand the proposal and help formulate opinions regarding the next steps.

Welcome to Part 2 of our 3 part series on the Homelessness Crisis in Redding. In this episode we talk with Hill Country Community Clinic CEO Lynn Dorroh and Integrated Operations Director Jo Campbell about the Redding Mobile Crisis Response Team. We discuss how they are collaborating with the Redding Police Department to respond to a wide variety of mental health calls.
When successful, this saves Redding’s law enforcement resources for larger crime related issues, and provides mental health services to those experiencing a crisis. It’s truly a win-win scenario, but the program does have its challenges.
We will discuss how the program came about, what the challenges are, and what role Hill Country is playing in the larger Redding homelessness crisis in this episode. And if you missed part 1 with Police Chief Bill Schueller, be sure to give it a listen for full context on the Policing side of the experience

In this three-part series, we explore the topic of homelessness in Redding from three different perspectives. In Part 1, we talk with Police Chief Bill Schueller to get his take on what homelessness looks like in Redding and how the Redding Police Department is addressing our local homeless population from a law enforcement perspective.
In Part 2, we talk with Hill Country Community Clinic CEO, Lynn Dorroh, and Integrated Operations Director, Jo Campbell, about the Mobile Crisis Response Team. We discuss the partnership with the Redding Police Department and how they are collaborating to address homelessness from the mental health and substance abuse perspective.
And lastly, in Part 3 we talk with Vice Mayor Kristen Schreder about micro-shelters, what the City of Redding is doing to address homelessness, and what developments are coming in the future that could help solve the issue.
This is a complex topic without easy answers or simple solutions. According to a recent point-in-time survey, seventeen out of every 10,000 people in the United States experience homelessness. These people represent every region of the country, family status, gender category, and racial/ethnic group, according to endhomelessness.org.
Redding is no different in that we are experiencing a homelessness crisis. Learn more about what is being done in our community by a number of local organizations that are working to help those who are currently homeless or in danger of becoming homeless.
