Notes from the July 11, 2023 Sac City Council Meeting
Citizen’s Opportunity to Address the Council on non-agenda items. The Maintenance Department was recognized for taking over painting tasks from the Trails Committee and getting Sac City ready for Chautauqua Days.
Miscellaneous 2nd Reading of Ordinance No. 2023-320 entitled, “An Ordinance Adopting the ‘Code of Ordinances of the City of Sac City, Iowa.” The second reading of this ordinance was unanimously approved. The 3rd Reading of Ordinance No. 2023-320 was unanimously waived.
Consideration of Resolution No. 2023-20 entitled, “A Resolution Authorizing a Notice of Interest to Fill a Vacancy on the City Council.” The resolution was amended to reflect a date change in the letter of interest of July 21, 2023 at 4 p.m. and a date change for the resolution to go into effect on July 25, 2023 at 5 p.m. Interested people need to submit their letter of interest- in writing- to the City Office by 4 p.m. on July 21. The amended dates comply with the 4 to 20 days necessary for this resolution.
Consideration of Resolution No. 2023-21 entitled, “A Resolution Establishing the Position of Detective within the Sac City Police Department.” This resolution does not mean a new hire; one of the existing officers will add the detective duties to his or her other duties. The primary function of the detective is to do investigations; this means one person will be in charge. The secondary reason is that the Sac City Police Department is falling behind on salaries for officers with cities of similar size to Sac City. With another retirement predicted for the near future, this would bump the pay grade up to one similar to a captain’s grade. The detective would have more incentive to stay and not lured away as easily. The other officers would be freed up for their patrol duties. The Chief of Police will make the recommendation for detective to the City Council; the position will be nonsupervisory. The resolution was unanimously approved by the council members in attendance.
Consideration of Resolution No. 2023-22 entitled, “A Resolution Setting a Public Hearing on Proposed Plans, Specifications, Forms of Contract and Estimate of Cost for Sac City Housing Development.” This is the first step in the bidding process and will appear in the newspapers next week. A July 25 public meeting has been scheduled after which the bids will be put out. Jamie Lawrence hopes that contracts will be ready for the end of August. Included will be: street, utilities, some design for electricity, water, sewer, storm sewer. The council discussed the few options currently available in Sac City for building. The Resolution was unanimously approved.
Consideration of Resolution No. 2023-23 entitled, “A Resolution Setting a Public Hearing on the Sale of City-Owned Property.” The property is the last of three lots on Ahrens Street. The resolution was unanimously approved. Consideration of Hiring Justin Coats as Natural Gas Superintendent. Coats, who has almost 10 years of experience, will attend several trainings including reporting and handling natural gas fires with First Responders. The starting salary for this position is the same as the ending pay for the past gas superintendent- $33,074. Justin Coats was unanimously approved for the Natural Gas Superintendent position.
The council will consider an increase city administrator salary to $90,000 and to allot $5,000 towards his retirement.

Notes from the July 10, 2023 Wall Lake City Council meeting:
Baseball field discussion:
The council discussed the potential development of the land adjacent to the baseball field. They considered whether the city would assist in road construction if the land were sold for development. If the land were to be kept as a baseball field, questions were raised regarding the city's responsibility to maintain and support the area. The council expressed a willingness to continue mowing the field but left the final decision on concession stand renovation and potential grants for future consideration.
Sand Volleyball court discussion:
The council decided to convert one of the courts into a sand volleyball court. The condition of the cement and basketball poles on both courts was similar, making it irrelevant which one was chosen for removal. It was agreed that the basketball poles taken out would be discarded.
Old Business:
City Ordinance 202301 and the ordinance amending Offroad ATV regulations were discussed. Changes to the ordinances included the removal of language specifying streets and the retention of prohibitions on ATV operation on sidewalks, railroads, parks, and other city land. The council also modified the wording regarding ATV operation during darkness to operate from sunrise to sunset. The ordinances were aligned with state and county codes.
North Subdivision Map:
The council approved the North Subdivision Map, marking the next step of informing the public through newspapers and social media. They discussed the design process, estimated material requirements, and costs for construction. The possibility of bidding both the east and north projects simultaneously was considered, providing flexibility in project selection. The council requested cost estimates, highlighting the expected timeline of eighteen months for the entire process.
New Business:
The Library Quarterly Report for April - June was approved. Discussions included lowering the gutter on the north corner, considering the installation of bay lights, and noting a remaining balance of $29,000 to $30,000 in the library account. Attendance at the library remained consistent, with 48 children participating in story time and other programs.
Resolutions:
Resolution 2023-11 appointing Jamie Rohlf as mayor, Resolution 2023-12 making Rob Germann a councilman, and Resolution 2023-13 approving bank signatures were all approved. However, the appointments would not be official until the individuals took the Oath of Office.
WAPA REC (Renewable Energy Credit) Contract:
The council approved the WAPA REC Contract, which involved purchasing renewable energy from WAPA. The contract ensured the city's use of renewable energy and involved coordination with MEAN/MEEN for REC tracking. Wall Lake would pay WAPA, and the city planned to advertise its use of 100% renewable energy next year.
Community Center Liquor License:
The council approved the Community Center Liquor License.
Building Over Drainage:
The city clerk reported on an engineer's email regarding building over drainage. The proposal involved installing a round culvert pipe and constructing over it. However, concerns were raised about potential issues if the pipe were to break, including the costs of replacement. The engineer recommended involving Dave Sturm to further evaluate the situation.

SAC CITY PLANNING & ZONING BOARD TUESDAY, JULY 19, 2022 SAC CITY COUNCIL CHAMBERS
The regular monthly meeting of the Sac City Planning & Zoning Board was held on Tusday July 19, 2022 at 6:00 P.M. in the Sac City Council Chambers with the following board members present: Curtis Bloes, Susan McCollum, Matt Mueggenberg, and Angela Murley. Also present for the meeting was Planning and Zoning Advisor Jon Minnmann and Council Liaison Teresa Bruening.
President Curtis Bloes called the meeting to order at 6:03 pm.
Roll call showed board members Jim Geery and Keri Mahler were absent. There were no conflicts of interest noted. Motion by Susan McCollum and seconded by Matt Mueggenberg to approve the agenda as presented. Motion carried.
Motion by Jim Geery and seconded by Susan McCollum to approve the minutes of the April 19, 2022board meeting as presented. Motion carried.
There were no communications either written or oral presented to the board.
Curtis Bloes read the May 17, 2022 through July 19, 2022 Zoning Officer Update into the record.
Curtis Bloes read the May 17, 2022 - July 19, 2022 Enforcement Officer Update into the record: 209 South State Street –Was sued under Iowa Code 657A. Ownership transferred Todd and Tracy Foot who abated the nuisance. Case was dismissed after compliance. 1410 Hobbs Street - Property Abated by the City through demolition. 1327 Maple Street - Property Served October 20, 2021. Not abated – Needs to replace siding in boarded up areas. I will talk with Stacy regarding issuing a citation. 628 Oak Street - Abated – Currently taking sealed bid for the sale of the property. 207 South 13th Street - Dangerous Building, not abated. Served on May 3rd, 2022. Will be referred to the City Attorney after August 3rd for demolition by the City. 211 South 12th Street - Continued complaints. I need to meet with Carlson about this and decide the next steps. 211 South State Street - South State Street. Abated – Demolished. 813 West Main Street - City has taken ownership and it is being marketed. 402 South 10th Street - Will refer to City Attorney under 657 A. Next Month we will focus on S 13th St & S 9th Street.
The commission divided the town into ten areas for the purpose of sidewalk enforcement. The map will be reviewed by the city administrator. At the next meeting the commission will review the city administrators notes and possibly recommend the map for adoption into code.
On motion from Matt Mueggenberg with second by Angela Murley recommends that the city attorney take action as is necessary under 657.A Municipal Code of the City of Sac City, Iowa regarding the property located at 402 South 10th Street.
The next meeting date was set for Tuesday, August 16, 2022 at 6:00 pm in the Sac City Council Chambers.
Motion by Susan McCollum and seconded by Jim Geery to adjourn. Motion carried. Meeting adjourned at 6:47 pm.

... Citizen shared pictures of mini golf court. She said "It looks horrible" according to other members of the crowd, the carpet needs replaced.

... Thrift World and United Way reported that items left in local bins are sorted or donated. The bins are serviced once a week. On motion the bin will be placed.

Effluent manhole #2 has a broken concrete rim.
The city has not yet accepted the project. "We don't want to be part of that mess." The council continues to hold fast that finishing the project is the bond companies problem.

... City to change electric fence ordinance to allow low voltage fence during the day and allow chicken wire. It is expected that the council will create definitions for different kinds of temporary fences, then allow temporary fencing. The ordinance is not ready for vote. Motion to table passed.

The council held off making a commitment and asked for them to come back with an estimate for a complete replacement of the sewer.
... The city's contract with Rudd Sanitation is silent on the issue of who provides recycle bins but historically Rudd Sanitation has provided the bins the price of the bins has increased dramatically now around $27 each and Rudd asks that the city provide the recycling bins.
The city will now buy bins from an outside supplier at a lower cost and pass that savings on to citizens, by providing the first bin to new customers at no cost and replace lost bins at cost.
