On October 26th, 2020, President Trump was nominated for the Nobel Peace Prize for succeeding in addressing two massive national security threats which have plagued the United States, and the free world, for more than six decades: North Korea and the catastrophically dangerous threat to modern civilization posed by both man-made and natural electromagnetic pulse (EMP).

On May 1st, 2020, President Trump issued an unprecedented executive order, taking significant and long overdue steps to remedy what the order described as “a national emergency with respect to the threat to the United States bulk-power system.” It identifies the grave threat to our electrical grid from supply chain vulnerabilities and cyber threats which emanate from countries like Russia and China.
The Edison Electric Institute (EEI), which represents nearly all investor-owned U.S. electric utilities and is among the most effective lobbying organizations for the entire utility industry, publicly commended President Trump on his executive order. However, their own membership includes at least two state-owned Chinese electric utilities which have an obligation under Chinese law to “support, assist and cooperate with the state intelligence work.”

This week, Iran reportedly launched a military satellite using the same advanced technologies that guide intercontinental ballistic missiles, which could deliver nuclear, chemical, or even biological weapons to “wipe Israel off the map,” attack U.S. bases and allies in the region, and even US and NATO installations as far away as Western Europe.
Most worrisome, though, is that the Iranian’s appear to have just rehearsed a decades-old technique developed by the Soviets which would use what appears to be a peaceful satellite launch as a method of conducting an electromagnetic pulse (EMP) attack against the US homeland, taking down our electric grid, its communications, and every other critical life sustaining infrastructure with it. Thankfully, this week we also learned of a new report by the Foundation for Resilient Societies, who found that it is technically feasible and affordable for us to protect this communications and grid infrastructure from EMP.

In the wake of Iranian General Qasem Soleimani liquidation, there was much media concern about the prospect of Iranian cyberattacks on American targets, particularly critical infrastructure such as our electric grid.
As the media concerns about this threat have diminished, our electric grid’s cyber vulnerabilities persist – and to threats from far more capable adversaries than just Iran. Russia and China have made cyber intrusions into our grid for more than a decade, embedding malware that – to this day – the Federal Energy Regulatory Commission (FERC), refuses to compel the electric utilities to remove.

Since 9/11, threats from the global jihad and other totalitarian adversaries – including Russia, North Korea, Iran, and China – have only grown. This week President Trump issued an Executive Order on Coordinating National Resilience to EMP. Until now, many in government and private industry have been rewarded for downplaying the threat from EMP and ridiculing those who warned about EMP as “unreasonable” or “apocalyptic.”
This Executive Order builds upon the research of the Free World’s most credible experts – the Congressional EMP Commission – and directs the U.S. Government to take the threat seriously.
Naysayers should be put on notice. The paradigm has shifted.

In 2017, Energy Secretary Rick Perry proposed incentives for electricity companies to keep 90 days of back up fuel, to both bolster national security and help prevent blackouts during severe weather events, including polar vortexes.
The Federal Energy Regulatory Commission (FERC) was quick to dismiss this effort and maintain its “business as usual” approach to allowing the energy industry to set the rules. Since 2010, immediately after the appointment of Commissioner Cheryl LaFleur, FERC has also helped cover up the names of energy companies who have violated many different types of safety and security protocols.
Yesterday, midst the rising death toll from a polar vortex that has left thousands without power, Commissioner LaFleur announced her resignation. We pray that her replacement will embrace the Trump administration’s energy security policies, rather than obstruct them.

News outlets this week are filled with commentary about the prospect for a “deal” between North Korean dictator Kim Jon Un and his democratically elected southern counterpart. Just days before Christmas President Trump announced his new National Security Strategy. This strategy is a significant and positive departure from those published by his predecessors. Important elements of this strategy give hope to those of us who care deeply about protecting America’s most critical infrastructure – the Electric Grid.
First, the strategy admits vulnerability to this infrastructure by cyber, physical, and electromagnetic attack. Admitting that you have a problem is the first step to fixing it.
Second, the strategy calls for defending our infrastructure against these types of attacks and, specifically, for strengthening our nation’s missile defense – a call to action that is long overdue.

Yesterday the busiest airport in the world suffered an electrical blackout lasting about 10 hours. Atlanta Mayor Kasim Reed’s announcement that “authorities immediately started distributing water” to travelers after the power went down, illustrates just how unprepared most Americans are to go anywhere or do anything without the support of a constant flow of electricity. Stonewalling is “The act of refusing communication, stalling, or evading, especially to avoid revealing embarrassing information and escape accountability.” This is an apt description of the Federal Energy Regulatory Commission (FERC) in their treatment of a recent initiative of Energy Secretary Rick Perry to financially incentivize electric generators to build resilience in their operations, in this case rewarding coal and nuclear plants for keeping 90 days of fuel on site.
Secured on-site fuel storage is just one way to provide for grid resilience and ensure power production after a catastrophe, yet in the midst of the serious EMP threat to our grid from North Korea, FERC’s Commissioners – it seems – want to delay and discredit Secretary Perry’s directive. Stonewalling = business as usual for the regulators of our electric grid.

Yesterday the North Korean’s proved that they can strike anywhere on earth with an Intercontinental Ballistic Missile, which – if nuclear armed and detonated at an altitude of 30Km or higher – would produce an electromagnetic pulse (EMP) that would devastate most modern technology within line of sight.
The Hermit Kingdom may soon conduct an EMP test over the Pacific Ocean which could catastrophically damage submarine communication cables that transmit 90% of international data for the world’s internet and precipitate a global economic recession. Thankfully, many Americans are grateful for the service of military and law enforcement but very rarely ever think about the incredible work that is done around the world to provide for their defense. As a Marine, today is a special day. 242 years ago, our Corps was born in a small tavern in Philadelphia Pennsylvania. Since that time Marines have led the way in wars to defend Americans and our interests around the world.

On November 2nd 2015 – two years ago yesterday - 23 members of the Texas Congressional Delegation wrote a letter to Governor Abbott lamenting the Federal Government’s inaction to protect the nation’s electric grid, applauding the introduction of grid-protection legislation at the state-level, and urging “continued leadership and rigorous action to protect the electric grid of Texas.”
Not only did the state’s legislature fail to pass that legislation in two consecutive sessions, but Texas Congressman Mac Thornberry and his House Armed Services Committee, recently dismantled the Congressional EMP Commission, scuttling the Free World’s preeminent expertise on EMP. None of the Congressmen who authored that letter stepped in to save the Commission and Governor Abbott has yet to take action to protect the state’s grid.
“Come and take it” is a popular slogan in Texas. Unfortunately, right now it seems to apply to the state’s electric grid.

President Trump declared this month – November 2017 – to be Critical Infrastructure Security and Resilience Month. Perhaps the Congress can embrace this idea and make one of the most urgently needed policy reversals of our time by saving the Congressional EMP Commission.
At the very same time that North Korea is threatening an EMP attack on the United States, The House Armed Services Committee dismantled this national treasure in their version of the 2018 National Defense Authorization Act, scuttling the free world’s foremost expertise on EMP and other threats to our nation’s electric grid.
The Senate Armed Services Committee has a chance to amend the NDAA and reverse this institutional suicide. If they don’t, we’ll need President Trump to do more than dedicate a calendar month to Critical Infrastructure Security and Resilience – we’ll need him to appoint his own PRESIDENTIAL EMP Commission.

Recently numerous Asian and European news outlets have reported the collapse of a North Korean tunnel system at the regime’s main nuclear test site, which has apparently killed hundreds of North Koreans. Chinese and Japanese media fear a massive radioactive leak that could cause an international environmental disaster on the scale of Chernobyl or Fukushima.
What most people fail to realize is that the prospects for such an environmental catastrophe are not limited to just North Korea. A pro-longed blackout of the U.S. Electric Grid caused by a nuclear EMP attack could result in our own nuclear power plants suffering similar radioactive releases.
Once the pumps running the cooling pools housing spent nuclear fuel rods fail and the water rapidly boils away, anything surrounding or downwind from these facilities is at risk. Kim Jong-Un won’t likely stop his nuclear testing, but will we secure our grid?

This Halloween, nearly 70% of Puerto Rico’s citizens continue to live a nightmare without electricity. Even worse, Whitefish Holdings - the Montana-based company contracted to fix the grid – which had only two employees before the hurricane made landfall – is now being investigated by the FBI and their work has ceased. Many, no doubt, feel “tricked” by this contract.
If Puerto Rico wants to prevent the horror story of another prolonged blackout, it needs to reconstitute its grid responsibly by ensuring it contracts companies that will rebuild the grid with assets hardened against ALL HAZARDS, including EMP. This would “treat” the U.S. Mainland to a proven model that MUST be replicated here too.

Yesterday a senior North Korean official told a CNN reporter that North Korea “always brought its words into action," referring to the country’s threat to detonate a Hydrogen Bomb over the Pacific Ocean. They would likely do this at an altitude of 30Km or higher in order to test the weapon’s electromagnetic pulse (EMP) affects, which could have devastating impact on any technology underneath the blast. Even if executed over Open Ocean, this could catastrophically damage submarine communication cables, which transmit 90% of international data for the world’s internet.

New Hampshire’s citizens and state government deserve serious praise for their generosity in donating 200 tons of food and water to the disaster stricken citizens of Puerto Rico. These donations would fill 17 tractor trailers and took 189 state employees more than 1500 hours to collect.
Incredibly, if the power remains off for a year’s time and residents must continue receiving aide, New Hampshire’s incredible effort would only feed 200 people. That’s right, the average American consumes approximately 5.5lb of food per day, which comes out to just over 1 ton of food per year, which is a daunting number for those preparing to weather a prolonged blackout. Less than one month ago, Department of Energy Secretary Rick Perry took groundbreaking action by directing the Federal Energy Regulatory Commission (FERC) to conduct rule-making procedures that would enable electricity generators such as coal fired power plants and nuclear facilities the ability to recover costs associated with storing 90 days-worth of fuel on-site, making them ready to provide electricity to downed utility operators recovering from blackouts.
While some people criticized Secretary Perry’s directive, particularly those in favor of other sources of power generation, such as renewables and natural gas, Center for Security Policy president Frank Gaffney encouraged FERC to consider methods by which ALL businesses running critical infrastructures could be financially incentivized to build resilience in their operations.

Curiously, for the immense challenges facing Puerto Rico in the midst of its unprecedented blackout, there aren’t many in media who are willing to investigate how this cautionary tale could unfold on the U.S. mainland. Yet, Puerto Rican residents confront the daily challenges that plague any modern society faced with an abrupt blackout.
One such challenge is crime – which HAS been covered in some recent news reports. Indeed, crime skyrockets when the lights go out.

Recently North Korea’s state-run media said: “The U.S. should expect it would face an unimaginable strike at an unimaginable time.”
Just like our nation thought it unimaginable before 9/11 for a group of Islamic jihadis to hijack airplanes and use them as weapons, most Americans – including most in Congress – exhibit a similar, but much more profound and inexcusable failure of imagination – that North Korea could use any one of its numerous nuclear weapons to strike the U.S. with an Electromagnetic Pulse - EMP – attack.
Such an attack would black out our electric grid for potentially years, which could literally end U.S. civilization.
Kim Jung Un has tested this type of attack, rehearsed it in numerous ways, and even recently explicitly warned of using it against the United States. Former Congressman Curt Weldon, the only member of congress who held simultaneously the Vice Chairmanship of the House Armed Services Committee and House Homeland Security Committee, and who was also responsible for giving the United States national missile defense recently stated: “Only Washington bureaucrats could be so stupid they would terminate the Commission to Assess the Threat to the United States from Electromagnetic Pulse (EMP) Attack, also known as the Congressional EMP Commission — just when North Korea threatened to attack the United States with EMP.”
Indeed, on September 30, 2017, this Commission – and the multi-decades of experience of its members – expired. Yesterday, the Commission’s Chairman, Dr. William R. Graham, and its Chief of Staff, Dr. Peter Vincent Pry, testified before the House Homeland Security Subcommittee on Oversight and Management Efficiency about the incredible and imminent threats facing the U.S. electric grid and made extraordinarily wise recommendations for addressing these threats.

CAGUAS, Puerto Rico: Harry Figueroa, a teacher who went a week without the oxygen that helped him breathe, died there last week at age 58. His body went unrefrigerated for so long that the funeral director could not embalm his badly decomposed corpse. His daughter stated “Because of the electricity situation, a lot of people died, and are still dying….You can’t get sick now.”
America needs to pay close attention to Puerto Rico, help the people of the island as much as we can, and learn some valuable lessons about our dependence on electricity.
