This month, South Sudanese online users were woken up with shocking news of sexual exploitation in Juba Prison and the Director spoke to Eye Radio over these allegations.
In an hour and two-minute video shared on social media on the 27th of January 2024, Akon Akuei Ajou accused two prison officials of sexual exploitation resulting in her pregnancy.
Akon alleges that she is now five months pregnant from the male warders that hold the keys to the female section at the prison.
Eye Radio’s Gender reporter, Michael Daniel sat down with the Director of the Juba National Prison, Lt Gen Atok Atem to respond to allegations of sexual exploitation by prison warders.
Michael Daniel: What do you say about the allegation of sexual exploitation raised by one of the female inmates?
Lt Gen Atem: When I came to the office, I found that woman pregnant and she accused a female prison warder of being behind it. so, I want to show the world how the prison works, the female prison is run by officers but when it comes to closing the wards there is a committee that goes from cell to cell and the keys are kept in a box, so, in the female prison, there are women who work in the morning and night shift, they prepare to close wards together with the male warders, so, in the female prison, there are no men that work there, it is all women working there.

Lt Gen Atem: As she stated, she was admitted to the hospital on 11th August…September 2023 and was taken by a woman called Sana, Sana is a very strict person and she [Akon] does not like her which is why she mentioned her name in the video and said that she was injected and drugged, and when she woke up she found three men in front of her, how can a normal person say something like that, and how can three men sleep with a person at the same time?

Lt Gen Atem: We saw she was gaining weight, so the prison administration decided to take her for a checkup and scanning. She was taken to the hospital and they found out she was pregnant, then she [Akon] was taken to Juba Teaching Hospital for scanning, and it showed that she was 5 months and five days pregnant. When we started investigating how she got pregnant inside the prison, then she started doing that video, after coming from the hospital.

Lt Gen Atem: We have formed a committee to find facts. We will go to the hospital and ask people working there and check the record book to see who visited her and any treatment that was given to her, so, we have a committee to develop the facts but I am sure she [Akon] is doing this to put these people in a problem. The committee will submit its report in 3 days.

In September 2023, a representative of South Sudanese students in Rwanda told Eye Radio that they were being mistreated allegedly by the immigration officers at the border of Rwanda with Uganda.
When contacted by Eye Radio, South Sudan’s Ambassador to Uganda, Simon Juac Deng who is also representing the country in Rwanda and Burundi said he would confirm with the concerned official in Rwanda.
In an exclusive interview with Eye Radio on Friday, October 6, Amb Juac explains the right procedures for South Sudanese who want to travel to Rwanda.
He advised South Sudanese against the use of a travel document to cross East African countries.
Amb. Juac pointed out that those travelling to Rwanda via Kampala without a passport to obtain another temporary pass to avoid detention.

The great-grandson of King Gbudue, Atoroba Peni Rikito Gbudue was installed as the Azande King in Yambio, Western Eqautoria State on Gbudue day – February 9, 2022.
The Azande Kingdom was restored 117 years after the British killed King Gbudue in 1905.
During his rule, Gbudue faced incursions from ivory and slave traders, Egyptian Government officials, officials in the Mahdia, British and Belgium forces—as well as participating in internal Zande wars.
He was killed during a British patrol led by Major Boulnois in February 1905.
However, there are different versions of Gbudue’s death.
The anthropologist Evans-Pritchard, an Englishman, put together various accounts, based on Zande oral histories collected during doctoral research between 1926 and 1930.
These suggest that Gbudue was shot in the arm when the patrol entered his homestead.
He then shot three members of the patrol and injured a donkey that had been brought to transport him to the military post at Birekiwe, the original name of the current Yambio County.
In doing so, the British soldiers were forced to carry Gbudue on a stretcher to a hut where he was put under guard and succumbed to his injuries. Some accounts suggest he died alone, others that one of his wives, a daughter of Tangili, was with him
After his death, the Anglo-Egyptian military administration received intelligence that some of Gbudue’s sons were planning an armed revolt and in January 1914, Mange, Basongoda, Mopoi and Gangura were sent as prisoners to Wau and on to Khartoum.
With the exception of Basongodo, who died in Wau, they were eventually released and returned home.
Ever since his demise, the Azande has never had a successor for more than a century.

The head of the UN Mission in South Sudan has deplored the violence in Tambura County of Western Equatoria state.
“Emerging insecurity in Tambura is of grave concern,” said Nicholas Haysom.
He stated that the level of displacement and destruction of properties is becoming a common phenomenon in South Sudan.
Over the weekend, renewed attacks in villages around Tambura town resulted in the death of an unconfirmed number of people.
Several homesteads, including the residence of the Paramount Chief of Tambura was burnt down by armed men.
Most of the civilians lost their property to looting and arson.
Hundreds have sought shelter and safety in the County headquarters and the neighboring areas.
There also have been reports of violence in the greater Tonj area of Warrap state, and in the Pibor Administrative Area in the last two months.
The UN Special Representative of the Secretary-General for South Sudan stated that this year alone, several areas across the country have experienced unmitigated heightened conflicts.
“South Sudan is increasingly becoming one of the most dangerous places to operate for humanitarian workers,” Mr. Haysom said, adding that “In May, more than $1 million worth of humanitarian supplies and asserts were looted and destroyed during armed attacks in Gumuruk.”
Early last week, at least five people have been killed and 13 others wounded in the communal fighting between the communities of Lou Paher and Luanjang in the greater Tonj of Warrap State.
The clashes erupted in the Marial Lou area.
The head of UNMISS further told the plenary session of the revitalized peace monitoring body on Thursday that “the vicious circle of localized violence in Tonj and its detrimental impact on civilians is equally worrisome.”
Just last week, seven people were killed in suspected cattle rustling incident in Rumbek Central County of Lakes state.
On July 15, trucks carrying food assistance between Unity state and Warrap state fell into an ambush in Abiemnom East County.
They were reportedly carrying supplies from the World Food Programme to Kuajok.
At least thirteen suspected criminals were later arrested in Mayom County of Unity state in connection with the attack.
The government of South Sudan has often been asked to use the law and the country’s international human rights obligations to hold perpetrators of violence and criminal looting of assistance accountable.
“These acts of criminality must stop. Those who perpetrate violence and loot should be brought to justice,” the top UN envoy asserted.
The UN Mission in South Sudan says revenge attacks and cattle-related killings remain the biggest insecurity challenges after political violence subsided in the country since 2018.
“UNMISS will continue to support the government and authorities to respond to the situations, to protect displaced communities as well as provide protection to humanitarian personnel and supplies,” Nicholas Haysom reiterated.

Kenneth Kawonda Joseph didn’t think he would ever walk out of prison or stop calling the jail his home.
Some moments are just worth waiting for.
Now that Kawonda is free after spending 13 years on death row, he will surely appreciate all the little joys of life and more.
Kawonda a father of three kids who works as a security personal was convicted and sentenced to the most extreme penalty for murder he did not commit.
Later, he was exonerated with the help of the Justice and Human Rights Observatory Organization.
This month, the Court of Appeal has accepted his appeal and finally released.
He told his story to Eye radio after he was freed June 10, 2021.
Kawonda’s case is an extraordinary tale of justice delayed and denied.
The story starts in August 2008 with the murder of Jimmy Jibson and his body was discovered by police patrol on the road side. The patrolling was led by Jimmy Jibson’s friend and his drunk mate on the same day he got killed.
It was night time when Jimmy Jibson and his friend Voila Rudolf were sitting at African Hotel bar in Yambio town, when Kenneth Kawonda Joseph was invited by Jimmy to join them.
Kawonda asked Viola to dance with him but she refused and later she asked Jimmy to escort her to meet some people she was supposed to meet somewhere near the hotel.
On their way, Jimmy asked Viola to accompany him to his house but she refused and the two parted ways.
During security patrolling that night, Kawonda who led the patrol team discovered the dead body later identified as Jimmy.
The patrolling team reported the matter to the police where the first accused was an unknown person.
But, after the police conducted an investigation, Kawonda became the prime suspect and Voila, as the second.
Thereafter, Kawonda and Voila were taken to police custody.
Kawonda was accused of changing his civilian clothes to his military uniform after he left the hotel where he had spent time with the late Jimmy.
According to the medical report, the deceased was stabbed with a sharp object which was not found.
In 2009, the court trail relied only on the reason behind of changing his cloth at night of the murder, and also for being the first person to break the news of deceased death to the people in the bar, where he claimed he found a dead body lying by the road side. A circumstantial evidence leveled against Kawonda.
The court also considered the evidence given by the second accused Ms. Viola where she claimed she saw Mr. Kawonda quarrelling with the deceased, and punched the late while she was watching from a distance.
Mr. Kawonda’s trial was conducted without a lawyer to represent him as stipulated by the law.
In June 2009, he was sentenced to death by The High Court of Yambio, according to South Sudan Criminal Procedure Act 2008.
His co-accused Viola Rudolf was acquitted at the end of the trial.
Mr. Kawonda was only 29 years old when he was sent to prison in Juba.
While at Juba central prison, he was named the President of the death-row inmate for serving his sentence in good conduct.
Some officers at the prison say that Mr. Joseph was one of the best inmates who collaborated with others.
After 13 years of fighting to clear his name while in custody, Kawonda has been found not guilty — following a second trial.
In 2015, Joseph got his first legal aid through the Justice and Human Rights Observatory Organization, and lawyer Geoffrey Victor Bulla the Executive Director submitted the appeal.
He appealed against the verdict twice before he was acquitted in April this year.
The Court of Appeal’s decision to acquit Kawonda was made by a panel of three Justices.
They include Chief Justice Chan Reec Madut, his deputy Dr. John Gatwech Lul, and Kuc John Akot.
The Judges say even if the appeal was not submitted on time or even if it was not submitted at all the court is obliged to revise and check this case carefully to ensure that he has been tried in accordance with the required procedure laid down by Code of Criminal Act 2008.
According to the panel, the law has been observed so that justice is seen done.
In 2020 the Court of Appeal accepted and he was retrial.
The panel of three Judges presided by the Chief Justice Chan Reec Madut and members of John Gatwech Lul and John Akot.
The reason the penal gave after passing three judge opinions is that the statement given by co accused shouldn’t be taken as granted, at least supported by other evidence and there was no sufficient proof.
When Kawonda walked out of the Juba Central prison on Thursday into the sunlight and the arms of his family, he became one of the most lucky prisoners ever to be freed.
He has always maintained his innocence.
Speaking to Eye Radio at Juba Central Prison after he was set free, Joseph says that he didn’t believe he would get his freedom.
“I am happy that today I can stay with my family together, I am happy that I came to a new life and I didn’t believe I was going to be free again,” said Joseph.
“By God’s grace today, I started a new life.”
“I was 29 years old when I entered the prison, the court process was not fair and that is why I appealed why they were not giving my rights.”
“Some people overstayed in the prison and their cases were not heard because they had no opportunity to access lawyers or investigators. I am happy I am back to start a new life.”
Kawonda’s release was facilitated by the Justice and Human Rights Observatory Organization.
Lawyer Geoffrey Victor Bulla, the Executive Director, submitted the appeal and led the victory train of long serving inmates.
He says there is a need for courts to carefully review cases of convictions to prevent mistakenly sending innocent people to the guillotine.
“Once a decision is passed by the high court that convicts someone to death, the court of appeal should review the file before sending it to the Supreme Court. Then the Supreme Court on its own also has to review the file,” said lawyer Victor.
“This is the process in which they can check and correct mistakes. It is unworthy to send an innocent man to the guillotine machine or to be executed to death when he is innocent.
“If these processes are not properly done, mistakes cannot be corrected. Issues to do with life when life is taken, that mistake cannot be corrected.”
Kawonda says after 13 years behind bars for a crime he didn’t commit, he will not hold grudges with anyone.
“I am walking out of here with no grievance toward any boy. All I want to do is find a way to help my inmate colleague to get out .
He says some are in the prison for a small amount of money he wants to help them so that they can join their family.
Now the question is who is going to compensate him for wasting 13 years of his life in vain.

The East African Court of Justice, Judge President Justice Nestor Kayobera – speaks on the court Jurisdiction, admissibility, procedures, remedies and enforcement.

Established in 1999 and located in Arusha, Tanzania, the court hears cases from Burundi, Kenya, Rwanda, Uganda, Tanzania and South Sudan.
EAC comprises six nations, namely; Burundi, Kenya, Rwanda, South Sudan, Tanzania and Uganda.
DRC and Somalia are also bidding to join the bloc.

On the International Women’s Day, development partners are calling for gender equality and the advancement of women’s empowerment across all sectors in South Sudan.
USAID Gender and Youth Specialist, Museme Munira spoke exclusively to Eye Radio on March 8, 2021. She was joined by Winnie Guliver from Democracy International, or DI, and Achai Arop Deng, National GBV Response Officer with the IOM.
According to the UN, violence in South Sudan continues to exacerbate gender inequality due to women’s greater vulnerability to poverty, distinctive social obligations and responsibilities; as well as exposure to sexual and gender-based violence.
It said women are being sidelined in governance, economy, service delivery, disaster risk reduction, access to justice and rule of law, peace building and reconciliation.
During the discussion, the panellists shed light on gender equality and women’s empowerment, including challenges South Sudan faces with regards to achieve an inclusive society.
They outlined steps South Sudan should take to achieve gender parity across the board.

Rebecca Nyandeng said the political parties, which are mostly headed by men, have failed to empower enough women in leadership positions.
She cited recent appointments of government officials to the 10 states – which had less than 1 percent of women representation.
The revitalized peace agreement stipulates that the parties appoint 35 percent of women into the various levels of government.
But there is only one female governor out 10 states and 3 administrative areas in South Sudan.
According to the 2011 Transitional Constitution, as amended, women shall be accorded full and equal dignity of the person with men.

The global theme for this year is “Recover and Revitalize Education for the COVID-19 Generation.”
This third International Education Day occurs in the wake of the COVID-19 pandemic that led to a global learning disruption of unprecedented scale and severity.
The closure of schools, universities, and other learning institutions, as well as the interruption of many literacies and lifelong learning programs, has affected the lives of 1.6 billion students in over 190 countries.
