Major new tax proposals that would impact employers plans were narrowly defeated and will likely be back. Shortly after the session, an economic downturn meant the State who was flush with money is now staring down a shortfall of likely $7 billion. In all likelihood, there will be a summer session to balance the budget. This, in addition to big elections this year and changes with departures from the legislature will have sweeping implications.
