In this episode, we’re in conversation with Noncedo Bulana, a parliamentary monitor, children’s rights activist and Right2Know Campaign member. Early on in her life, this self-professed mother to many ”spiritual” children in her community, had to learn how to fight and stand up for herself. She now inspires others to do the same. Noncedo almost went the political route, but soon realised that the civil society space is more suited to the kind of work that resonates with her. She shares her personal experiences as a monitor and her thoughts on what a true People’s Parliament would look like in an ideal world.
In this episode, you’ll hear the mind-opening exchange we had with the late Jenny Nkala from the Women on Farms Project, who sadly passed away last year. Auntie Jenny may no longer be with us but her spirit lives on, and her valuable contributions to the PPiPP Project will not go unseen or forgotten.
Jenny opened up to us about the high levels of violence, deep despair and poverty she had seen and experienced throughout her life. Members of Parliament are supposed to speak on behalf of the people, yet they are often very far removed from our lived realities and seem as if they have forgotten where they come from. She took us through how she felt during her very first visit to Parliament, which was facilitated by the PPiPP Project, and why she remained committed to parliamentary monitoring in spite of the frustration and hopelessness that this work brought on sometimes.
The legislatures belong to the people, not to political parties, but ordinary citizens are often frustrated at every turn when participating in parliamentary processes. Sizwe Manqele, a Right2Know Campaign member, is passionate about public participation in the economy and politics. Racial prejudice kept him silent and sparked a lot of anger in him as a youth, but he found a way to direct the rage that burned inside him towards becoming a community mobiliser and environmental activist. Despite many obstacles, he remains dedicated to his work as a parliamentary monitor. He explains how he got involved in this work and why he feels it is so important.
During apartheid, South Africa’s Parliament only represented the interests of the white, predominantly male, minority. Social Justice Coalition’s Khadija Bawa says that while there have been changes much has stayed the same. Legislatures are still dominated by older, male politicians. As a young, Muslim woman of colour, Khadija is deeply concerned about Parliament’s limited representation of youth and women’s voices, particularly in key positions of power in political parties.
She chats about how her personal experiences with racial discrimination during her teenage years pushed her into activism and the importance of youth representation in Parliament. She also touches on the challenges that civil society organisations face in making sure that our elected representatives serve the interests of the majority while not discriminating against the minority.

The African School on Decentralisation (ASD) is a collaboration between the South African Research Chair in Multilevel Government, Law and Development located at the Dullah Omar Institute (DOI) of the University of the Western Cape and the Centre for Federalism and Governance Studies (CFGS) of Addis Ababa University. The two institutes were to hold the inaugural course of the ASD under the theme ‘Decentralisation and Development in Africa’ from 25 May to 5 June 2020 in Cape Town, South Africa. Background: On 9 March 2017, the Constitutional Court (the Court) confirmed a decision of the High Court, which had declared the Local Government: Municipal Systems Amendment Act, 2011 (Amendment Act) unconstitutional and entirely invalid. The Amendment Act had mainly sought to make changes to the Local Government: Municipal Systems Act of 2000 (Principal Act) while making a minor related amendment to the Local Government: Municipal Structures Act of 1998. The process of its enactment had wrongly followed the procedure laid out under section 75 of the Constitution instead of the appropriate procedure under section 76. The Court confirmed this invalidity in the case of South African Municipal Workers’ Union v Minister of Cooperative Governance & Traditional Affairs and Others [2017] ZACC 7.
