The Swedish Institute of International Affairs (Utrikespolitiska institutet - UI) is an independent institute and a platform for research and information on international relations and foreign policy.
The Institute's mission is to inform and enrich the public debate by promoting interest in and knowledge of international relations and foreign policy. This mission is pursued through our research, seminars, Utrikesmagasinet (UI's online forum for analysis and opinion) and by presence in the media.

South Asia is suffering from drought, floods and polluted water bodies. Rivers have dried out and cyclones are coming more and more often. Thousands, if not millions of people, will see their homes disappear with rising water levels in the coming decades. What’s the way forward?

Many of the world’s most polluted cities are in South Asia. These countries have been trying to battle pollution for years, but yet failed to permanently improve the air quality.

On August 9th, Belarus held presidential elections clearly marked by electoral fraud. Since then, mass protests have gripped Belarus. Numerous allegations of police brutality against the protesters have been recorded, over 10 000 people have been detained and five deaths have been confirmed.
Were the persistent protests anticipated before the election? Is a new Belarusian identity being formed? What actions are to be expected from the EU and Russia?

The human rights situation in Crimea has deteriorated since 2014, with the banning of Mejlis, the self-governing body of Crimean Tatars, and curbs on the freedom of press and assembly. What does the recent wave of protests across the MENA reveal about the status of state-society relations in the region? Are there communalities between the recent waves of uprisings? How are states and established regimes reacting to rising domestic insecurities?
The recent wave of popular protests that has spread through the region during 2019 has threatened to upset the status quo and established regimes once again. At the very least, they show that the spark ignited by the 2011 Arab Uprisings is far from having been extinguished. Almost nine years later, protests in Egypt, Lebanon, Iraq and Algeria reveal that socio-political relations are under contestation once again, with people in the MENA calling for the fall of regimes and deep structural change. In this seminar we bring together experts on a variety of countries with the aim of making sense of the grievances behind the recent protests and investigate what this means for authoritarian regimes and the geopolitics of the region as a whole.

Given China’s growing energy needs, to what extent could Beijing increase its political and military engagement in the Persian Gulf? How would a bigger Chinese footprint affect the region’s relations to the EU, Russia and the United States?
The latest tit for tat between Iran and the Unites States has highlighted just how close the world is to an even higher level of military confrontation in the Persian Gulf. The United States itself is no longer reliant on oil from the region – but many other actors are, including several Asian countries like India, Japan, South Korea, and, in particular, China.

In this interview, Professor Serrano talks about what a historical lens can add to our understanding of today’s Colombia. The Swedish Institute of International Affairs and Civil Rights Defenders hosted a seminar on the impact and challenges of achieving accountability for grave international crimes.
Atrocities are frequently committed during armed conflicts or under authoritarian rule across the globe, often without legal consequences for those responsible. The possibility of achieving accountability varies depending on the context in which the crimes have been committed, and on the global political will.
Several advancements have recently been made to bring those responsible for grave international crimes to justice in domestic courts across Europe using universal jurisdiction. In February, Civil Rights Defenders filed a criminal complaint with the Swedish police to bring redress to survivors of torture in Syrian detention facilities.

Following Turkey’s incursion into northeastern Syria, the de facto autonomous region controlled by the Kurdish-led SDF seems to have come to an end. Turkey, wanting to establish a safe zone to secure Turkey’s border with Syria and resettle a substantial share of the 3,6 million Syrian refugees it is hosting, is currently patrolling the border areas along with Russian military police.
The incursion, formally called ‘Operation Peace Spring’, seem to have strengthened the position of president Erdoğan domestically in Turkey, while internationally it has been condemned.
What are Turkey’s long-term goals in the region? Will Turkey be able to continue its balancing act between the US and Russia? What lies ahead for the Kurds and other communities in northeastern Syria? How does the Turkish incursion affect the prospects for a peaceful solution to its own ‘Kurdish problem’?

More than 80% of the world’s refugees are hosted by developing countries, many of which have been supporting refugees for many years despite scarce resources and limited capacity. How do we provide more robust support to the countries and communities which are welcoming refugees? How can we practically invest in bold, new and sustainable solutions that will support host countries and boost refugee self-reliance? How do we ensure that education and labour market inclusion for refugees become integral parts of the humanitarian response? And what role can Sweden play?
Speaker As United Nations High Commissioner for Refugees, Filippo Grandi heads the UN Refugee Agency (UNHCR) leading the international response to refugee crises around the world, working with governments to ensure that refugees have access to protection and support, and helping find solutions to displacement and statelessness. He has more than 30 years of experience from UN missions in complex situations.
Commentator Per Olsson Fridh is the Secretary of State to the Minister for Development Cooperation. Previously, he was the Secretary of State to the Minister for Culture and Democracy, Member of Parliament and councillor in the Stockholm City Council for the Green Party. Sweden is currently the third biggest bilateral donor to UNHCR and has contributed with 957 MSEK in core support during 2019, in addition to 236 MSEK to specific crises around the world.

The organization of consumption and production is a global challenge, which urgently needs to be addressed. How could we achieve a transition to sustainable consumption and production patterns?
If everyone on the planet consumed as much as the average Swede, 4 Earths would be needed to sustain the consumption. Even if overall carbon emissions within Swedish borders are decreasing, the consumption-based emission have been more or less the same since 2008.
Increased levels of consumption in the West impacts the so-called Global South on multiple levels, since a high share of the production is situated there and raises questions in all three pillars of sustainability – the social, economic and ecologic.
The garment industry stands for a higher share of carbon emissions than the aviation and shipping industries combined. Bangladesh is one of the most vulnerable nations to the impact of climate change, at the same time as garment exports stands for almost 12 percent of its GDP and is the world's second largest apparel exporter of western fashion brands.
How can we shift to a fair sustainable consumption and production? What challenges are Bangladesh facing in the intersect between growth, development and prosperity, in the light of the Sustainable Development Goals?

As the events of the last couple of days have shown, the United States, Iran, and Saudi Arabia are on the brink of igniting a new devastating war in the region. Whether by design or accident some of their actions in the last 18 months have led us to the present situation of high instability and the likelihood of military confrontation.
Iran is under heavy economic pressure from the Trump administration and is confronting the US militarily in the Persian Gulf. It is also pressuring the European Union on the nuclear deal in order soften the blow of the US sanctions. At the same time Iranian society is moving further and further away from the revolutionary identity and ideals that the state still insists on, which creates tensions in the body politic of the republic.
Saudi Arabia’s de facto ruler, prince Muhammad bin Salman, has undertaken a radical reshaping of the economy and social mores. Having concentrated power in his own hands he has managed to initiate sweeping changes, but for the same reason the sustainability of those changes are in question. He has also adopted a more confrontational foreign policy to counter what in Riyadh is considered the greatest threat to the kingdom, Iran.
How are the internal changes of these two complex societies effecting their respective foreign policies and their mutual entanglements? What will this mean for the regional geopolitical order? Speakers:

Professor Annica Kronsell focuses her research on environmental social science, governance and gender. She begins her presentation by stating that climate change has gone from being a purely meteorological matter to a governance issue, paved with injustices. In her talk, she emphasizes the importance of having an intersectional perspective when approaching environmental issues.
'Intersectional analysis of climate change governance suggests that we understand power as relational, as categories of difference. But also that we recognise how intersectional power not only relates to groups in society but to governance, policy and institutions. We can work with these insights to question privilege and increase inclusion. It might bring in alternative knowledge, visions and ways of thinking that might be needed in this time.'
Daniel Poohl is CEO of Expo foundation and a journalist specialising in far right extremism. In this talk, he examines why the majority of parties in the far right spectra denies climate change, despite the fact that many of them have been part of, or contained traces of, the green movement in the past. Poohl highlights an exemplifies how the complexity of far right movements must be understood.
'When the green movement started it was an anti-establishment movement. So if you wanted to be anti-establishment, as the far right always want, you had to be ecological. Today it is almost impossible for far right political parties to take that kind of position because the voters don’t want it.'
Dr. Martin Hultman asks the question of why we are not acting on climate change when it has been on the global agenda for 30 years. In this talk, he presents his research on masculinity and climate change, highlighting both the rise and spread of alternative climate research and how risk taking among privileged groups in society affects the climate.
'My interest in this issue started when me and a colleague looked into the climate change debate in Sweden 2006-2009. What we saw there was the embryo of counter science organising around climate change denial arguments in Sweden. We found that a certain group of men with influential positions within industry and academia was spreading ideas of climate change denial from the U.S. where they had been prominent for a couple of years back. We were puzzled about the fact that this group was so homogenous.'
The current nuclear arms control architecture, an essential pillar of the international security order, has come under increasing pressure. Could we be headed towards a return to the unrestrained nuclear competition of the Cold War?
The Intermediate-Range Nuclear Forces (INF) Treaty which has served to eliminate an entire category of nuclear weapons, was terminated on 2 August this year. The New Strategic Arms Reduction Treaty (START,) unless extended, will expire in 2021, and the limited progress on nuclear disarmament by the nuclear weapons states has put the Nuclear Non-Proliferation Treaty (NPT) in question.
Can the existing international nuclear architecture be upheld? Will the major powers, who have previously led the development of arms control initiatives, be able to resume constructive cooperation, or does the future of the arms control regime lie elsewhere?

The Swedish Institute of International Affairs (UI) held a roundtable on climate change denialism, right-wing nationalism and gender with Annica Kronsell, Martin Hultman and Daniel Poohl.
The political polarization on climate change thrives in the current wave of right-wing populism and “post-truth” politics. Climate change is not only a grave problem and a source of disagreements, but also a site and a stage where existing social cleavages, meanings, identities, and priorities are regularly being performed. In this context, climate change is linked to various other antipathies and agendas, well-known examples are politicization of climate science, a “post-truth” hostility to expertise; hostility to regulation and the political elite; a favoring of traditional masculine industries and labor; white supremacism and nationalism; and in the US: fears of other states’ rise and of American decline; and opposition to “all things Obama”. This roundtable brings together academics and practitioners to explore the increased political polarization of climate change from a variety of perspectives.

The 2019 Ukrainian Parliamentary Election was held in mid-July, approximately three months after Volodymyr Zelenskiy was elected President.
Zelenskiy’s party, Servants of the People, won the first single party majority in modern Ukrainian history. The party gained 254 of 424 seats in the Ukrainian parliament. The election outcome indicates a desire of the Ukrainian population for political and economic change, but several unknowns remain.
What will be the outcome of Zelenskiy’s grand win? What is to be expected of Ukraine’s domestic and foreign policy?

What does the Iraqi political landscape look like? How have Iraqi citizens and politicians managed the post-ISIS era? What kind of challenges and opportunities does Iraq face in the coming years?
16 years after the U.S occupation and almost two years after the declared victory over the Islamic State terrorist group, Iraq is in some ways on a positive trajectory. The first elections in five years were held in May 2018 and the ethno-sectarian divisions that have dominated Iraq are being challenged by new forms of cooperation and political bargaining. These opportunities notwithstanding many challenges remain. Most importantly, the legitimacy of the political class and its ability to govern is put in question by the citizenry.

To what extent can Iran’s relationship help it alleviate the pressure from the Trump administration on its economy? Will Beijing and New Delhi see Iran’s predicament as an exception or the first casualty in a world where the US has weaponised its position in the global economic system?
China and India are the giants of Asia, having grown in geopolitical and economic importance over the last couple of decades. In particular China has become more of a global political actor as its economic clout has grown. Iran is a country with relatively good relations with both China and India, but has a long running conflict with the United States (especially under president Trump) - which puts Beijing and New Delhi in an awkward position. As the EU is proving to be incapable of defending the nuclear agreement signed by the UN Security Council and Germany, with Iran in July 2015, Tehran is increasingly looking eastward for economic and political support.

China’s importance as a global provider of investments, loans and development aid has increased significantly over the past decades. This has sparked both hopes of new economic opportunity and concerns over effects on the established international order. For example, the Belt and Road Initiative has been criticised for drawing economically vulnerable developing countries into “debt traps” as a way to increase China’s political influence.

Digitalisation impacts political processes in ambiguous ways across Asia. Digital messenger services enable grassroots mobilisation, but can also cause violence.
Political parties campaign on social media, and use the same platforms to harass their opponents. Political operators analyses big data to reach groups less inclined to vote, but also to sway opinions through disinformation. In addition increased online surveillance and proposed regulations to restrict Internet use in the name of national security are of concern to local civil societies. This seminar will particularly highlight experiences from India and Myanmar.

Russia is no newcomer to the Middle East but the influence of Moscow in the region is growing. As Russia's appetite for influence rises, so do the risks.
Russia has returned to the Middle East. In 2019, Moscow has more or less won the war in Syria, is selling arms to Algeria and Egypt, and has teamed up with Saudi Arabia to put its thumb on the scale of global oil prices. Russia works closely with both Iran and Turkey, and maintains good relations with nations as disparate as Israel, the United Arab Emirates and Qatar.
This seminar covers Moscow’s regional role through Soviet times to the present day. Which key interests are driving Kremlin’s engagement with the region and how can we expect Russia’s role in the Middle East to develop in the future?

Relations between Russia, India and China have seen several turns of tides over the last decades. Recently there have been attempts to revive trilateral forms of cooperation outside of the traditional BRICS-format. At the same time the relationship is being tested by strengthened Russia-China ties and India’s deepened cooperation with the U.S.
Will India be reluctant to step up commitments to the trilateral, if the Russia-China link grows stronger? How will China and India manage their intra-regional competition within the trilateral? How will China and Russia react to India’s Western partnerships? Clearly, how the relationship develop will have an impact on international affairs beyond Asia.

Konventionen om kärnvapenförbud antogs vid multilaterala FN-förhandlingar i juli 2017. Den avsåg att komplettera det redan existerande icke-spridningsavtalet, vilket motiverade att Sverige deltog i förhandlingarna. Men kommer den nya konventionen komplettera eller motverka tidigare avtal? Frågan har behandlats i den ensamutredning som presenterades av ambassadör Lars-Erik Lundin i januari månad. Sedan november har proteströrelsen gula västarna demonstrerat varje helg i Frankrike, och samlade som mest 300.000 personer. President Emanuel Macron har backat i frågan som utlöste protesterna (prishöjningen på bränsle), och inlett en nationell konsultation med landets invånare. Trots detta fortsätter demonstrationerna och har även utnyttjats av andra grupper som t.ex. vill avskaffa Frankrikes könsneutrala äktenskapsbalk och infiltrerats av bl.a. ukrainska separatister.
Den formellt ledarlösa rörelsen ger uttryck för ett stort missnöje bland den franska allmänheten, men vad vill rörelsen egentligen? Kommer presidenten och politikerna att lyckas fånga upp konkreta krav, eller är problemet större än rörelsen?

Yemen has been engulfed in a civil and regional war since September 2014. It is a multi-layered conflict with domestic, regional and global stakeholders with the Yemeni people caught in the middle.
Laurent Bonnefoy, researcher at The French National Center for Scientific Research (CNRS), explains the Salfist movement in Yemen, how it relates to the conflict, if there is a role for the Salafists in a peace process and the geopolitical aspect of the Salafists in Yemen and neighboring countries (Saudia Arabia for example).

China’s attempts to gain influence across Europe have sparked reactions on the continent. A new report from the European Think-tank Network on China (ETNC) analyses the role that political values play in Europe-China relations today. Does Europe stand up for its core values when it deals with China? How does China seek to influence Europe on core issues such as human rights? Will China’s attempts to influence Sweden be successful?
This seminar will present and discuss the findings of the report. A special emphasis will be given to the policy of Sweden.

The Swedish Institute of International Affairs, the Right Livelihood Foundation and Amnesty International organised a seminar with representatives for the jailed Saudi 2018 Right Livelihood Award Laureates.
Abdullah al-Hamid, Mohammad Fahad al-Qahtani, and Waleed Abu al-Khair are among the 2018 Right Livelihood Laureates “for their visionary and courageous efforts, guided by universal human rights principles, to reform the totalitarian political system in Saudi Arabia.”
The three Laureates, all of them prominent Saudi civil and human rights defenders, are currently serving prison sentences ranging from 10-15 years due to their demands for the separation of powers, equality for all and an inclusive political approach in order to secure a positive future for their country. Yahya Assiri, a prominent Saudi Human Rights defender, received the Award on their behalf together with family of Fahad al-Qahtani.
In light of the larger purported reform agenda envisaged by the Crown Prince, what is the status of the human rights situation in Saudi Arabia? How should the international community respond to human rights violations like the assassination of the journalist Jamal Khashoggi and what role can human rights activists play in shaping the country's future?
Main guest: Yahya Assiri, a Human Rights Activist who has founded and runs the human rights organization ALQST (or Al Qst) which documents human rights abuses and promotes human rights in Saudi Arabia. Earlier employed by the Royal Saudi Air Force, he has lived in London since 2013.

The Arab spring started in Tunisia and there the historically strong union movement played a significant role in the outcome of the rebellion. In Tunisia the dictator was overthrown and free elections held, but unlike Egypt for instance, both secular and islamist parties have respected and upheld the rules of democratic politics.
The Tunisian author and scholar Hela Yousfi has recently published a book "Trade Unions and Arab Revolutions: The Tunisian Case of UGTT" (Routledge 2018) that traces the role of the UGTT (the Tunisian General Labour Union) during Tunisia's 2011 revolution and its aftermath. She will discuss the Tunisian labour movement, its relevance for the Arab spring, and the struggle for social justice in Tunisia today with Lucia Ardovini, Research Fellow at the Swedish Institute of International Affairs (UI).

I början av 2018 överraskade Kim Jong-Un omvärlden med att inleda ett närmande till Sydkorea med anledning av att vinter-OS skulle hållas i Sydkorea i februari. One of the defining features of the Indian democracy has been its safeguarding of minority rights. Some observers now suggest that such rights are being challenged. The seminar will provide perspectives on the state of minority rights in India. Why did India constitutionalize minority rights in the first place, who argued for it and how were the ideas justified? How has the debate changed over time? How robust are public institutions and public opinion in India concerning minority rights in international comparison?

Four islands – which are controlled by Russia but claimed by Japan – are the subject of a disagreement stretching back more than two generations. As a result, Japan and Russia have yet to sign a peace treaty to end World War II.

The Swedish Institute of International Affairs (UI) in cooperation with the Swedish Defence University held a seminar addressing climate change and security.
Linkages between climate change and security are complex. Climate change is often understood as a “threat multiplier” for security concerns, such as social conflict and economic inequality. It is not only posing a threat for the future, but is already an existing risk for many communities. For example, climate related resource scarcity, such as lack of water, combined with inequality and shifting demographics provide fertile grounds for conflict.
Numerous governments and institutions such as the UN and NATO have recognized climate impacts on human security, but has this knowledge been translated into practice? Our high-level panel will explore the links between climate change and security, and give their views whether and how policy-makers and militaries are ready to anticipating the climate change-security nexus.

The seminar will mark the establishment of the Stockholm Belt and Road Observatory, a research network created to tackle questions arising in relation to BRI and China’s growing global footprint.
Launched in 2013 by President Xi Jinping, the BRI is connecting countries across Asia, Europe and other continents through an extensive web of infrastructure. While the Chinese government assures widely shared benefits, doubts and concerns remain about the drivers and consequences of the project.
How is China’s proactive economic foreign policy impacting Sweden and Europe? How does BRI relate to Chinese global leadership? Are there opportunities for Sweden and the EU in engaging China? And how can we contain possible risks emerging from the BRI?

Morocco will be hosting UN’s first world conference on migration later this year that will adopt a global compact for safe, orderly and regular migration.
Through the Sustainable Development Goals (SDGs) all the countries of the world commit to ‘…end poverty and hunger, in all their forms and dimensions, and to ensure that all human beings can fulfil their potential in dignity and equality and in a healthy environment’.
A global framework on migration needs to balance states’ rights to control their borders, with rules and principles that protects the people crossing them. It also needs to create preconditions for a world that can give people a better opportunity to fulfil their potential in dignity and equality.

The Brexit referendum and the US presidential election in 2016 have demonstrated the growing role of social media platforms in shaping political debate and popular opinion, possibly affecting the outcomes of these democratic elections. This poses difficult questions for open democracies – should social media platforms be regulated in order to prevent the dissemination of false information aimed to produce political effects? If so, what shape and form could such regulations take? Or should self-regulation and neutrality be guiding principles in the interest of safe-guarding an open internet?

President Trump höjer sin gard mot den Islamiska republiken Iran, som i sin tur är rival till det sunniortodoxa Saudiarabien i rader av konfliktzoner i Mellanöstern. I Teheran pågår samtidigt ett maktspel om vem som ska bli näste högste ledare och hur statsbudgeten ska fördelas.
I vintras skakades Iran av sociala protester bland främst unga och arbetslösa. I Iran finns också en kvinnorörelse som ständigt gör sig påmind – som när unga kvinnor trotsar hijab-tvånget och kastar sjalen i en tyst protest på offentliga platser.

Den har präglats av ett nedslaget kuppförsök, 20 månaders undantagstillstånd, kringskuren pressfrihet, tiotusentals frihetsberövade och ett rättsväsende som påverkas av politiska intressen . Turkiet glider allt längre ifrån Nato och USA och en lösning av kurdfrågan förefaller vara helt utom räckhåll.

Together with the Royal Dramatic Theatre, the Swedish Institute of International Affairs held a seminar on LGBTQ+ rights under threat.
The Universal Declaration of Human Rights (UDHR) declares the protection against violence and discrimination based on sexual orientation and gender identity, but the reality for many LGBTQ+ people is profoundly different. Europe is facing great challenges as populism and nationalistic values have grown in recent years. Various movements now call for a return to ”traditional values” and LGBTQ+ rights are under attack in several countries. Since the election of President Trump, the US have withdrawn several anti-discrimination laws and in June 2017 thousands of people demonstrated in protest, claiming the president is threating LGBTQ+ rights. At the same time, countries across the world are limiting rights and freedoms for LGBTQ+ people and endangering their possibilities to organize and live openly, the persecution and killing of gay men in Chechnya in 2017 being one of the most severe examples.
Is there a global backlash to LGBTQ+ rights? How has the restrain of rights developed? How can we strengthen the rights for the LGBTQ+ community, how shall it be done and what is the way forward?

UI researcher Lucia Ardovini speaks with Dr Simon Mabon, Lancaster University, on his forthcoming book Houses built on Sand which explores the fragmentation of state-society relations in the post Arab Uprisings Middle East using the ideas of Giorgio Agamben and Hannah Arendt.
Dr Mabon visited the Swedish Institute of International Affairs (UI) on the 16th of March 2018 to present at a seminar on the implications of the rivalry between two regional powers in the Middle East, namely Saudi Arabia and Iran.
The Nordic countries frequent the rankings of stability, wealth and quality of life, but their geographical region is finding itself the subject of new geopolitical tensions. Russia’s annexation of Crimea and undermining of Ukraine’s sovereignty have repercussions for the security policy of all Nordic countries, from the Baltic to the High North. While the US has sent mixed signals about the liberal order and European security, and the UK is preparing its withdrawal from the EU, Germany is reinforcing its commitment to European integration and a rules-based order.
In these turbulent times, the Nordics and Germany have a joint interest in preserving stability in our region as well as protecting the liberal order that forms the basis of the success of the open countries of the North. Considering this, how could cooperation between the Nordics and Germany be developed? What scope for cooperation can be found in Europe’s new security landscape? And how can the rules based liberal and democratic order be protected in times when globalization and interdependence is challenged by great power rivalry and surging nationalism?

How can we understand the rise of sectarianism in the Middle East today, to what extent is it linked to religion, if at all, and why has it proven so effective for mobilization in wars and conflicts in the region?
Sectarian identity politics is on the rise in the Middle East. The power rivalry between Iran and Saudi Arabia has intensified sectarian dynamics in several hot spots across the region, just as the break down of state structures and the resurgence of authoritarian rule have led local communities to a fallback on sectarian identities and intensified dynamics of sectarian Othering.
In Syria, the Assad regime has from the uprising’s very beginning installed fears with minority groups of Sunni extremism, and today the war is being led by militias and regional powers, who predominantly are grouped along sectarian lines. Similarly on social media platforms and Arab satellite stations, sectarian agitation are rampant, and even in states such as Jordan or Egypt, where Shias are effectively non-existent, anti-Shia rhetoric has gained a new foothold.
Helle Malmvig, Senior Researcher focusing on regional policy in the Middle East at DIIS, focused her talk on how we may understand sectarianism in the Middle East theoretically and empirically, focusing in particular on the case of Hizbullah and its war in Syria.

Based on prior estimates by the keynote presenter, the International Monetary Fund (IMF) reports that US$2 trillion is lost due to corruption and bribery every year, equaling to about 2 percent of the global GDP. The leaked Panama documents revealed how the international financial system enable the world’s rich and powerful to hide their wealth in tax havens. Corruption not only persists, its manifestations and form changes.
What does the evidence show about trends in governance and corruption around the world? How costly is corruption and which manifestations pose a major threat nowadays? Is corruption in reality becoming “legalized” in international affairs? Are some sectors and regions particularly vulnerable, requiring special attention? Corruption in the Eurasian region manifests itself in many ways. Politicians using state power to accumulate private wealth and the misuse of public funds effectively erodes the public legitimacy of most governments in the region. Similarly, foreign aid spent in Afghanistan to reconstruct and rebuild its economy often ends up in the pockets of warlords, further fuelling the military conflict in the country. Corruption thus manifests itself in many ways, not least in the financial and security realms. What can be done to tackle this deeply rooted corruption and what are its main implications for the region?
