They wonder what horse racing at Monmouth Park is going to look like with riders not allowed to use a whip in non-emergency situations. And then onto another confusing issue, Lasix, some races it's allowed and some it's not, at the same track. It makes no sense. AJ has a great solution, in our opinion.
