It’s a move that some baseball experts think will pay off — notably Sports Illustrated, which predicts that the Nats will win the World Series this year. But it’s been nearly two decades since a rookie manager led his team to a World Series title, when Bob Brenly did it with the Arizona Diamondbacks in 2001, and rookie managers inheriting playoff teams have had a mixed record of success in recent years. Francis’ reply, according to the journalist, was that those who repent could be forgiven but those who do not, “disappear.” The article, which ran on March 29, reported that Francis said “hell does not exist.” • Ice Cream Chain Gets Backlash from Christians Over 'Highly Offensive' and 'Blasphemous' Name (People) -- Petitions are calling for Toronto-based chain Sweet Jesus to change their name and “remove their antichrist imagery immediately.” One petition on Change.org says the shop’s name alone is a “mockery of taking the Lord’s name in vain” and calls their imagery—specifically the shop’s use of upside-down crosses on their cups—”highly offensive toward Christians.” Supporters of the petition sounded off in the comments. WASHINGTON — Chef Geoff Tracy, who owns three restaurants in D.C., Maryland and Virginia, filed a federal First Amendment lawsuit Wednesday targeting Virginia’s happy hour advertising law. Tracy told WTOP that current legislation in Virginia regarding happy hour laws are restrictive, outdated and hurt his business and bottom line in the state. The lawsuit has been filed against the Virginia Department of Alcoholic Beverage Control. “I have my First Amendment rights. I should be able to tell you that the beer is $5 or it is $2 off. I think every reasonable person would agree that is kind of ridiculous,” Tracy said. “It’s just kind of a weird limitation on free speech or creative advertising speech that doesn’t make any sense. It’s a challenge to comply with,” Tracy said. In contrast, in D.C. or Maryland, Tracy can list the specific cost of a beer. Virginia law also bans advertising the use of any other terms other than “happy hour” or “drink specials.” It is also illegal to call specials “two for one.” Instead, restaurants in Virginia may offer “half-priced” drinks, according to the Pacific Legal Foundation.

• Trump fires VA Secretary David Shulkin, nominates White House doctor as replacement (CBS News) -- Veterans Affairs Secretary David Shulkin became the latest member of President Trump's cabinet to be terminated on Wednesday. Mr. Trump announced that he was replacing Shulkin in a series of tweets, and said he would nominate Adm. Ronny Jackson, who had been serving as the president's doctor, to replace him. "I appreciate the work of Dr. David Shulkin and the many great things we did together at Veterans Affairs, including the VA Accountability Act that he was helpful in getting passed," the president added in a statement. "He has been a great supporter of veterans across the country and I am grateful for his service." Shulkin's departure follows a series of blunders for the secretary of the already embattled VA, including reported insurgencies inside his own department to complications surrounding his improper use of travel expenses. After raising eyebrows for traveling to Europe last summer with his wife on the VA's dime, Shulkin faced numerous calls on Capitol Hill for his ouster. He was is one of five Trump cabinet officials whose travel practices were scrutinized by internal watchdogs. In a 97-page report released last month, the VA's inspector general found that Shulkin made "misleading statements," "improperly accepted Wimbledon tickets" and turned an aide into a "personal travel concierge" to plan "high tea" and "Roman baths" at the request of Shulkin's wife.

• Did Facebook’s ‘favors’ for the Obama campaign constitute a violation of federal law? (Fox News) -- Controversy continues to swirl around how the consulting firm Cambridge Analytica obtained personal data from over 50 million Facebook users without their knowledge and used it to target ads to individuals in an effort to help Donald Trump be elected president in 2016. But a more serious case of apparent misconduct involves Facebook data going to a different presidential campaign – this time in 2012. In this case, which is getting far less attention, Facebook reportedly voluntarily provided data on millions of its users to the re-election campaign of President Obama. If true, such action by Facebook may constitute a major violation of federal campaign finance law as an illegal corporate campaign contribution. The matter should be investigated by the Federal Election Commission – an agency I am quite familiar with, because I served as one of its commissioners from 2006 to 2007. The commission enforces campaign finance laws for congressional and presidential elections. A federal law bans corporations from making “direct or indirect” contributions to federal candidates. That ban extends beyond cash contributions to “any services, or anything of value.” In other words, corporations cannot provide federal candidates with free services of any kind. Under the Federal Election Commission’s regulations, “anything of value” includes any “in-kind contribution.” For example, if a corporation decided to offer a presidential candidate free office space, that would violate federal law. Corporations can certainly offer their services, including office space, to federal campaigns. But the campaigns are required to pay the fair market value for such services or rental properties.

Loudoun County Schools Nutrition Services Director Becky Domokos-Bays said two local residents approached her by phone after learning, through media reports, about a citizen in another district who paid off local school meal debts. “I put those [two] people together, and we noodled it over a bit,” Domokos-Bays said. “They decided working with the Loudoun Education Foundation would be the most efficient way to run the fundraiser.” • Fundraiser Aims To Pay Off Student Meal Debt in Loudoun County Posted on March 26, 2018 (WMAL) -- Kids in Loudoun County Schools owe the school system $20,000 for unpaid meal bills. An effort is now underway to raise enough money in donations to pay off that debt. “While Loudoun is considered the richest county in the United States, there are folks who need help, and I thought it was a great match to work with our local school system to help those who may need some assistance,” said former mayor of Purcellville Bob Lazaro. Lazaro and another parent talked to the school system’s nutrition services director Dr. Becky Domokos-Bays, and she welcomed the help. Now through the end of April the Loudoun Education Foundation is accepting donations. According to the application for free or reduced lunch for the current school year on the school system’s website, kids who come from a family of four with a yearly income of $45,510 or less qualify for free or reduced lunches under federal guidelines. Lazaro said some families make too much to get the assistance, but still struggle financially.

Bolton's forest of op-eds trumpet his hawkish views. But my sources say that at least at the outset, Bolton plans to rein those in — aiming to be seen more as an honest broker for the war cabinet, and less as blatant advocate. (Washington Examiner) -- Trump-Russia special counsel Robert Mueller is authorized to investigate "any links and/or coordination between the Russian government and individuals associated with the campaign of President Donald Trump." The popular word for that is collusion, and it remains at the heart of both the Mueller and the Senate Intelligence Committee investigations. (Majority Republicans on the House Intelligence Committee recently announced they were unable to find evidence proving collusion.) While much about the Mueller investigation remains unknown, we do know the indictments he has filed and the pleas he has reached with various figures in the case. Comey and his publishers have a big rollout planned, beginning with a sit-down, prime-time exclusive interview with ABC's George Stephanopoulos on April 15. Comey will also appear with Stephen Colbert on CBS's "The Late Show," join "The View," and record an hour-long interview with New Yorker editor David Remnick before a live audience on April 18 (ticket prices $57 to $97.) He said he saw a classmate with a gun to his own head as a school resource officer rounded a corner at the Southern Maryland school. Tichenor ducked back inside the classroom as he heard shouting. “Put the gun down!” the officer yelled. “We know you don’t want to hurt anyone.” The officer ordered the student to drop the gun again before two shots sounded, marking the end of the latest school shooting in a nation weary of them. The shooter, identified as Austin Wyatt Rollins, 17, was hit and later died at a hospital. A female and a male student, ages 16 and 14, were injured and hospitalized.

But Tillerson's departure is nonetheless a slap in the face to a former CEO who advised and quarreled with a man who used to play one on TV. "We have found no evidence of collusion, coordination, or conspiracy between the Trump campaign and the Russians," the committee said in a one-page summary of its findings released Monday afternoon. In addition, the committee took issue with the intelligence community assessment of Russian motivations in the 2016 election. The committee agrees with the assessment that the Russians did, in fact, try to interfere — the findings cite "Russian cyberattacks on U.S. political institutions in 2015-2016 and their use of social media to sow discord." The bill opens the door for Baltimore City to allow its school resource officers to carry guns, but it's teachers packing pistols that has educators concerned. Another measure would enable religious congregations to arm church or synagoguegoers. "This is not a bill that lets every person sitting in the congregation have a firearm strapped to their hip," House Minority Whip Kathy Szeliga said. The bill would establish a pilot program for Harford County only. The proposal is backed by Harford County Sheriff Jeffrey Gahler. YouTube last year stopped hiring white and Asian males for technical positions because they didn’t help the world’s largest video site achieve its goals for improving diversity, according to a civil lawsuit filed by a former employee.
• YouTube's New Moderators Mistakenly Pull Right-Wing Channels. (Bloomberg) -- Video site’s human screening stumbles in a major early test. Episode shows challenge of spotting and removing content. YouTube’s new moderators, brought in to spot fake, misleading and extreme videos, stumbled in one of their first major tests, mistakenly removing some clips and channels in the midst of a nationwide debate on gun control. The Google division said in December it would assign more than 10,000 people to moderate content after a year of scandals over fake and inappropriate content on the world’s largest video site. In the wake of the Feb. 14 school shooting in Parkland, Florida, some YouTube moderators mistakenly removed several videos and some channels from right-wing, pro-gun video producers and outlets. Some YouTube channels recently complained about their accounts being pulled entirely. On Wednesday, the Outline highlighted accounts, including Titus Frost, that were banned from the video site. Frost tweeted on Wednesday that a survivor of the shooting, David Hogg, is an actor. Jerome Corsi of right-wing conspiracy website Infowars said on Tuesday that YouTube had taken down one of his videos and disabled his live stream. Shutting entire channels would have marked a sweeping policy change for YouTube, which typically only removes channels in extreme circumstances and focuses most disciplinary action on specific videos. But YouTube said some content was taken down by mistake. The site didn’t address specific cases and it’s unclear if it meant to take action on the accounts of Frost and Corsi.

Mayor Muriel Bowser said Tuesday that a review is underway after a report of possible enrollment fraud at the Duke Ellington School of the Arts. Bowser held a news conference Tuesday, just hours after The Washington Post reported that dozens of families who live outside D.C. may be avoiding the tuition payments required for their children to attend the Duke Ellington School of the Arts. Two D.C. officials told The Post that a preliminary check by the Office of the State Superintendent for Education of about 100 students who claimed D.C. residency found more than half may live outside of the District of Columbia. Nonresidents can attend the school, but are required to pay $12,000 in annual tuition. Ahnna Smith, the deputy mayor for education, told WTOP that the irregularities were discovered as part of an annual review of school enrollments that begins every October. Checking the residency documentation of each family is part of the process, Smith said; “they found a number of irregularities at Duke Ellington, and that triggered a deeper investigation.”

The state of California and a coalition of environmental groups sued the U.S. Department of Homeland Security, arguing that the government had overstepped its bounds by using a law to avoid complying with environmental regulations for three projects: building eight border wall prototypes on Otay Mesa and replacing existing fencing in both San Diego and Calexico. The plaintiffs argued that the law the government depended on was outdated and not intended to give never-ending authority for border projects. But U.S. District Judge Gonzalo Curiel ruled, in a 101-page order, that the law does not violate the Constitution and it gives DHS wide discretion when it comes to border security. He declined to rule on other claims that were non-Constitutional, pointing to a part of the law that precludes him from doing so unless he can find the government violated a "clear and mandatory" statutory provision. He said that an analysis found that that high burden could not be met.

Trump and Congress move on guns after Florida (Washington Examiner) -- Many are hoping Congress will finally move on stalled gun control legislation in the wake of the latest deadly school shooting, but the effort on Capitol Hill still faces the same kinds of hurdles that have made it impossible for decades to pass measures that make significant changes to current gun laws. The Senate could act soon on a bill that would improve the nation’s background check system used for scrutinizing most firearms purchases, including incentives and penalties to make state government report information that could be used to block gun purchases. But the Republican-run House is likely to oppose the measure unless it is coupled with language allowing concealed carry permit holders to legally bring their weapons to other states, which is a measure that cannot pass the Senate. The two measures were paired in legislation the House passed in December. “It should not happen where that bill comes up by itself in the House,” Rep. Jim Jordan, R-Ohio, said, referring to the Senate bill to improve the background check system. Jordan said most members of his faction of conservative lawmakers, the House Freedom Caucus, would oppose the standalone background check bill. GOP leaders assured them in December the two measures “would stay together.” Opposition to a bill that leaves out reciprocity language, Jordan said, “is broader than the Freedom Caucus.”

While the US has no chance of catching Norway at the top of the medal count, there's still time to turn its Olympic performance around before the closing ceremony on Sunday. • Lindsey Vonn wins bronze, becomes oldest woman to medal in Alpine skiing (WUSA9) -- Lindsey Vonn went all out in her much anticipated Olympic downhill race and won bronze behind Italy's Sofia Goggia and Norway's Ragnhild Mowinckel on Wednesday. Vonn finished in 1:39.69, .47 seconds behind Goggia, who is skiing in her first Olympics and was 11th in both the Super G and giant slalom. Starting 19th in the field of 39 skiers, Mowinckel knocked Vonn from the silver position to bronze, finishing in 1:39.31. In an interview with NBC, Vonn said she was pleased with her race. "I skied a great race today," she said. "Sofia just skied better than I did. I thought I executed the line really well. Maybe I executed too well. I tried to stay on the perfect line. I have no regrets. I’m very happy. "It was tough to contemplate this being my last Olympic downhill race," she added. "I struggled to keep the emotions together. CIS REPORT Key findings: We found 506 MS-13 members arrested or charged with crimes that were reported in 22 states. The most cases were reported in California (92), Maryland (85), New York (80), and Virginia (63). MS-13 crimes are not primarily petty nuisance crimes; 207 MS-13 members were charged with murder. In addition we found more than 100 accused of conspiracy/racketeering, and dozens of others for drug trafficking, sex trafficking, attempted murder, sexual assaults, and extortion. While most of the reports of MS-13 suspects in our case set did not include information on the immigration status of the individual, we could determine that 126 of the 506 suspects (and 38 of the 207 murder suspects) were illegal aliens. The median age of MS-13 gang members identified was 23, and suspects ranted in age from 14 to 57. The median age of their victims was 19, and victims ranged in age from 14 to 74. Sixty of the victims were under the age of 18, including 52 of the murder victims. 120 of the 506 MS-13 suspects in our case set arrived as UACs (Unaccompanied Alien Children), including 48 of the murder suspects. The location of these MS-13 crimes corresponds with locations of large numbers of UACs who were resettled by the federal government. The number of MS-13-related murders in Montgomery County, Md. has gone from about one a year to seven in the last two years.

They say something has to be done after 17 people were killed at Stoneman Douglas High School in Florida. “Enough is enough,” wrote Daniel Gelillo in a news release. Students from Richard Montgomery, Bethesda-Chevy Chase, Blair and other Maryland and D.C. schools are planning to participate in Wednesday’s protest. The plan is for them to walk out of class at 9:30 a.m. and take the Metro to Union Station, where they’ll then march to the Capitol for a rally. • Clooneys, Spielbergs, Katzenbergs, Oprah Donate to Parkland Students' March for Our Lives (The Hill) -- Steven Spielberg and Hollywood producer Jeffrey Katzenberg are joining the list of famous names making major donations to the gun control march being organized by the survivors of the Florida school shooting. Spielberg said in a statement that he and his wife, Kate Capshaw, would join George and Amal Clooney in making a $500,000 donation to the cause. “The young students in Florida and now across the country are already demonstrating their leadership with a confidence and maturity that belies their ages,” Spielberg said, according to Deadline. “Kate and I applaud their efforts to take a stand for the benefit of this and future generations. The bureau conducted database reviews and open-source checks about the comment in September, Rob Lasky, the F.B.I. special agent in charge in Miami, said on Thursday. “There was no particular information about the particular time, location or further identifiers about the person who posted the comment,” Mr. Lasky said. “No additional information was found to positively identify the person who posted this comment. There was no connection found to South Florida.” Had agents sought a grand jury subpoena to obtain data from YouTube to identify the person behind the posting, it is not certain that prosecutors would have agreed to seek one based on the scant information available. Agents might have a hard time convincing prosecutors of an imminent threat because the post mentioned no time or location of a possible shooting. • Winter Olympics: Mikaela Shiffrin wins giant slalom for first gold in Pyeongchang (CBS Sports) -- Mikaela Shiffrin, America's next big thing in skiing, has the second Olympic gold medal of her career and her first in giant slalom. Shiffrin's combined pair of runs in giant slalom on Thursday clocked in at 2 minutes, 20.02 seconds, usurping 34-year-old Italian Manuela Moelgg for the top of the podium. Moelgg held a 0.20-second lead on Shiffrin after the first run, when the 22-year-old crossed the finish line in 1:10.82. Shiffrin comfortably won over silver medalist Ragnhild Mowinckel of Norway by 0.39 seconds (2:20.41). Italy's Federica Brignone took bronze with an aggregate time of 2:20.48. After a shaky second run down the mountain, Moelgg wound up finishing eighth. Shiffrin's gold here is her first of the Winter Games in South Korea; she won gold at the 2014 Sochi Games in her signature event of slalom. Winter Olympics 2018 Medal Count: Americans add gold on Day 4
Team USA had a good Monday, adding a third gold medal to its medal count and raising its total haul to six. A gold medal came for the Americans on Day 4 from 17-year-old snowboarder Chloe Kim, who stood atop the podium for her performance in the halfpipe. Team USA also earned the bronze medal in the event, as Arielle Gold joined Kim in the halfpipe top three. The only other country with more gold medals so far is Germany, which has four gold medals; the Netherlands is tied with the United States with three. Norway still leads the total medal count with nine.

• Potential For Icy Commute Wednesday Morning WASHINGTON (WMAL) — The National Weather service says a winter weather advisory will be in effect overnight through the morning commute Wednesday for the Washington, D.C. area. Meteorologist Ray Martin says the snow, sleet and freezing rain will move into our area around 3 a.m. Less than a tenth of an inch is expected in the city. However, because of the warmer temperatures today and the forecasted low of 32 degrees tonight, the ice may not stick to the roads in the District. Martin says that in the city “this will probably be a pretty marginal event.” But surrounding counties may not be as lucky. “Especially areas north and west, it will be colder, so we are seeing a higher potential across Fairfax, Montgomery, Loudoun, Frederick and Howard counties. Those areas will have a better chance of seeing an accumulation of ice on roads,” said Martin. The precipitation is expected to turn into plain rain around 10 a.m. when the temperatures rise above freezing.

The call, hosted by White House adviser Stephen Miller, outlined the demands for any deal on DACA, which includes a $25 billion "trust fund" for a border wall, an end to family reunification, also called "chain migration" by conservatives, and an end to the diversity visa lottery. Maryland Governor Unveils $5 Billion Package to Woo Amazon. (Baltimore Sun) — The Republican governor used inventive grammar in giving his proposed legislation a name that evokes Amazon’s brand: the “Promoting ext-Raordinary Innovation in Maryland’s Economy Act of 2018,” or PRIME Act. It promises $10 million a year for 15 years out of the state’s Sunny Day fund to a Fortune 100 company that creates at least 40,000 jobs that pay an average of $100,000 a year. It also promises state and local property tax credits, a state sales tax exemption for construction materials, and a 10-year, annual tax credit equivalent 5.75 percent of the salaries of each job created. Together, the administration said, the cash and tax credits amount to more than $3 billion. The benefits could technically apply to any company that qualified, though the package is tailored to what Amazon said it would provide for HQ2. MARYLAND GOVERNOR RACE: Hogan and Lt. Gov. The House-passed four-week CR — which included a six year funding extension for the Children’s Health Insurance Program and delayed a number of the Obamacare taxes — failed on the Senate floor late Friday evening in a procedural vote. A four-page memo circulating in Congress that reveals alleged United States government surveillance abuses is being described by lawmakers as “shocking,” “troubling” and “alarming,” with one congressman likening the details to KGB activity in Russia.
Speaking with Fox News, the lawmakers said they could not yet discuss the contents of the memo they reviewed on Thursday after it was released to members by the House Intelligence Committee. But they say the memo should be immediately made public.
“It is so alarming the American people have to see this,” Ohio Rep. Jim Jordan said.
“It's troubling. It is shocking,” North Carolina Rep. Mark Meadows said. “Part of me wishes that I didn't read it because I don’t want to believe that those kinds of things could be happening in this country that I call home and love so much.”

Beyer and Wittman Introduce Bill To Protect Federal Workers’ Pay As Threat of Government Virginia Reps. Don Beyer (D) and Rob Wittman (R) introduced a bill Thursday that would guarantee back pay for federal workers affected by a possible furlough in the event of a government shutdown. In a press release Thursday afternoon, the two lawmakers announced a bill with 40 bipartisan co-sponsors that would guarantee no federal worker loses pay as a result of a possible government shutdown. The federal government runs out of money at midnight Friday. “We are working hard to avoid a government shutdown, but if it comes our bill would protect federal workers from the worst of the consequences,” Beyer said in the release. “This legislation is designed to shield civil servants, who need to support their families, from the disastrous effects of Congress’ failure to agree on a budget measure. We hope it will not be needed, but time is running out,” he said. Virginia is home to a large number of federal employees, and the two districts represented by Beyer and Wittman, Virginia's 8th and 1st, respectively, represent nearly 120,000 federal workers, according to the release. ==========================================================================

On Tuesday it was Pennsylvania Republican Bill Shuster, the influential chairman of the House Transportation and Infrastructure Committee. Already, at least 29 House Republicans have announced they are retiring, running for another office or resigning outright. They're leaving from all over the map, from southern New Jersey to southern New Mexico. Democrats need to pick up 24 House seats to retake the majority from Republicans, who've had control of the House since 2011. • ROMNEY FOR SENATE? Ronna is the niece of former Massachusetts governor Mitt Romney. NYT: Friend says Romney will run for Senate. Washington (CNN) Former Massachusetts Gov. Mitt Romney texted a friend that he will seek the open Senate seat from Utah this year, according to a New York Times report published Sunday. The Times' report adds to the growing expectation that Romney will declare his intention to seek the Republican nomination to replace outgoing Utah Republican Sen. Orrin Hatch, who earlier this year made it official that he will not seek re-election. Romney is scheduled for two public events in Utah during the coming week -- one before the Salt Lake City Chamber of Commerce and the other at a technology conference. The deadline for Romney to get into the race officially is not until March, and it is unclear when he might declare. The report said Utah GOP Gov. Gary Herbert told Kem Gardner, a friend of Romney, that the former Republican presidential candidate should not be "coy" about seeking the Senate seat. Gardner later called Herbert and read a text from Romney saying, "I'm running." • GOP DIVISION: FLAKE'S ATTACKS ON TRUMP: Republican Sen. Jeff Flake: The GOP should stand up to President Trump's Stalin-like attacks on media Washington (CNN) GOP Sen. Jeff Flake of Arizona plans to deliver a speech comparing President Donald Trump's attacks on the press as reminiscent of Joseph Stalin, and said Monday that his colleagues should join him in speaking out. "I hope that more of my colleagues will stand up when the President uses 'fake news,' for example, in ways that I think put journalists across the world in danger," Flake told CNN's Christiane Amanpour. Flake has been among the most outspoken critics of Trump's statements and policies regarding trade and immigration, and the senator said he plans this week to deliver a speech on the Senate floor attacking Trump for calling mainstream outlets "the enemy of the American People!"
