Representative Jeremy Munson has introduced a piece of legislation that would allocate our state’s electoral votes by congressional district. This would mean that each of our state’s eight congressional districts would allocate one electoral vote for the candidate that won the popular vote in their district. The remaining two votes would go to our state’s popular vote winner.   This would ensure that Minnesota would matter in every presidential election.

Yesterday Representative Cal Bahr introduced an amendment to prevent finance or revenue bills from being combined into only a few giant omnibus bills. As Rep. Bahr states, this would bring much needed transparency to the legislature and result in smaller budget bills being presented. All 10 democrats in the Rules Committee voted against this amendment for transparency.

Governor Tim Walz’s mandatory mask mandate has created a conflict between laws. Executive Order 20-81, issued July 22, makes it illegal to appear in public without a face mask; however, Minnesota Statute 609.735 states that wearing face coverings in public settings is also a violation of the law.   The Minnesota Voters Alliance, as well as a group of Minnesota voters, have filed a complaint stating that this combination of laws is suppressing political participation and in-person voting in the upcoming elections. With Minnesota’s primary being only 1 week away, Attorney Erick Kaardal is expecting to have a hearing within the week.

Government currently has nearly $4 billion of taxpayer money more than they need ($1.5B budgetary balance + $2.4B reserve account). This week Representative Munson introduced legislation that would return all of this back to the taxpayers by October. Under Munson’s “Give it Back Act” everyone who had an income tax liability in the past two years would get a $1,000 refund ($2,000 for joint filers).

Currently in Minnesota, state-aid road funding is limited to cities with a population over 5,000. Rep. Drazkowski has proposed a bill that would allow for all cities to get the same per capita investment for their roads, rather than limiting it to cities with a population over 5,000. If passed, this bill would be proposed as a constitutional amendment to the people in the 2020 general election.

This bill is referred to as “I’m Not a Robot” because it puts checks in place that ensure there is an actual person on the other end of the payments. The insurance company has to send a letter out to the recipient to prove that they are there, alive, and that they are only receiving one type of insurance.
