They also foster a positive classroom culture where students feel valued and respected.

In this episode of SPEDTalk, we learn all about the amazing work of Camp Able of Buffalo Gap, who's mission is to cultivate healthy, independent living for people with special needs through skills based training and equine therapy, with a special focus on using horses that have been given sanctuary from difficult circumstances. Camp Able’s vision is that self-sufficiency is a reasonable and achievable goal for humans regardless of mental, emotional and physical capabilities, with the full acceptance and understanding of their caregivers and society at large. Camp Able is a nonprofit organization that provides equine therapy to people with special needs and sanctuary to unwanted or neglected horses. At Camp Able, people with special needs experience broad improvements that lead to greater confidence and self-sufficiency, while horses find rehabilitation, care, training and a home.

In this episode of SPEDTalk, we circle back to our friends at Corsicana ISD to hear about the amazing new directions the Penguin Project has gone since we first visited with them last school year when they were performing Annie. Named for the exceptional characteristics of penguins, the Corsicana ISD Penguin Project is a unique theatre production in which all roles are filled by students with developmental disabilities; allowing students to shine forth and demonstrate their strengths. Students are joined on stage by a dedicated group of "peer mentors" who work alongside these talented students through rehearsals and performances. As the only education institution across the United States partaking in this program, the Corsicana ISD Penguin Project invests in positive, inclusive culture change, community engagement, bolsters confidence, and empowers children with special needs through theatre. In this episode, the SPEDTalk Crew comes together to discuss upcoming changes to the Texas State Assessment, the STAAR Test. In case you didn't know, the STAAR Test is currently being redesigned to more accurately emulate pedagogical best practices and classroom instruction that is differentiated and evidence based. The STAAR redesign is a result of House Bill (HB) 3906 passed by the 86th Texas Legislature in 2019. The Texas Education Agency (TEA), working with a wide range of education stakeholders, including the Assessment Education Advisory Committee, has been exploring the most instructionally supportive approach to implementing these changes. The redesign will be implemented in the state summative assessments administered in the 2022–2023 school year.

In this episode of SPEDTalk, we learn all about the Partners Resource Network (PRN), which is a non-profit agency that operates the Texas statewide network of Parent Training and Information Centers [PTI’s are funded by the US Department of Education, Office of Special Education Programs (OSEP)]. The PTI Projects are: PACT, PATH, PEN, and TEAM. PRN helps parents to understand their child’s disability; understand their rights and responsibilities under IDEA; obtain and evaluate resources and services; and participate as team members with professionals in planning services for their children. PRN offers individual assistance over the phone and in-person to families who have questions about their child’s needs, workshops for parents and professionals take place on an ongoing basis throughout Texas, and resources such as printed publications and online materials available on a variety of relevant topics.

It also includes Special Education Spotlights, which contain information modules that address many of the topics referenced in the Timeline Topic modules but in greater details in addition to a new Live Calendar feature that supports special educators and has the ability to sync with Outlook and Google.

As a result of school closures and remote learning due to the COVID-19 pandemic, students have been at higher risk of exposure due to adverse childhood experiences and first hand exposure to the effects of COVID-19. Many educators have themselves experienced a prolonged state of stress over the course of the pandemic and share many of the concerns regarding loss of safety, health and predictability as students upon the return to school.

In this episode of SPEDTalk, Pam and John learn all about the Strategic Partnership between the Texas Education Agency (TEA) and the American Institute for Research (AIR) to address Significant Disproportionality (SD) through grant opportunities for specific LEAs. The purpose of this grant is to support LEAs that have been notified of 1 or more areas of significant disproportionality in either discipline, identification, or restrictive placements. The Addressing Significant Disproportionality (SD) project will create a grant program to provide targeted LEAs with deep consultative services to identify systemic issues related to effective and equitable services to students in all groups. The consultation will include reviews of the following: student outcome data, child find policies and procedures, effective implementation of linguistically and culturally responsive pedagogy in tier 1 instruction, effective and appropriate tier 2 and tier 3 interventions, tier 1 behavior and systemic classroom management processes, as well as processes for ensuring all students are given access to high expectations and the corresponding rigorous academic coursework. This review will specifically build upon information gleaned from the review and support self-assessment. Aligned with current research, a major theme throughout all grant-funded activities is assisting LEAs in identifying the underlying causes of SD so they can appropriately select high-leverage Evidence-Based Practices (EBPs; i.e., multi-tiered systems of support, culturally responsive pedagogy, etc...) aligned to those needs. This will be evident in all resources, PD, and coaching.

In this episode of SPEDTalk, Pam and John dive into the deep end of Inclusion with Corsicana ISD who is proud to be the first chapter
site in Texas of The Penguin Project. The Penguin Project is a magical and touching celebration of the human spirit that all unfolds on stage. Students across the district (4th - 12th grade) perform in the Broadway musical, Annie, Jr. The roles are filled by young artists with developmental disabilities such as autism, intellectual disabilities, visual or hearing impairment and other neurological disorders. Peer-mentors volunteer to work side-by-side with the special needs students from rehearsals to the final performance. Providing access to theater, The Penguin Project demonstrates that the special challenges of a disability should not handicap a child’s ability to participate in life’s experiences. This inclusion program provides a supportive environment for children of all abilities to explore their creative talents. The impact of this national program has reached beyond the stage to bring communities together for a wonderful cause. Corsicana ISD Special Programs, community volunteers, CISD staff, parents, students and numerous others have joined together under the direction of Cran Dodds to make this program a reality.

In this episode, Pam and John learn all about the Multiple Exceptionalities and Multiple Needs (technical assistance) Network, which aspires to support the unique set of needs of students who are being served by Special Education as well as identified in one or more of the following areas: English learners, Gifted and Talented, and Highly Mobile; specifically-- migrant students, military connected students, students experiencing homelessness, and students in foster care. This network strives to improve the outcome of students who have multiple needs and multiple exceptionalities by building educator capacity, increasing family support, and developing training and resources. In this episode of SPEDTalk, Pam and John learn all about the amazing work of the TIER Network. Tiered Interventions Using Evidence-Based Research, or TIER, is a project funded by the Texas Education Agency. Their goal is to provide educators, caregivers, and other educational stakeholders with the knowledge and materials to ensure appropriate implementation of multi-tiered system of supports (MTSS) in every school across Texas.
The TIER network is developing comprehensive and coherent trainings and resources for evidence-based intervention practices across the state. The network strives to increase LEA and ESC capacity to develop and implement an effective, integrated, comprehensive framework for intervention that is grounded in differentiated instruction and aligns the systems that are fundamental for all students’ academic, behavioral, and social achievement.
They have developed a series of modules that focus on different components of MTSS. Within each module, you’ll find more specific pathways. A pathway includes a presentation with handouts as well as a video of the presentation. Presenters can use the presentation and handouts during professional learning. Educators and caregivers can use the video and handouts to walk through the content on their own.

Child Find is legally required, and is an important first step to finding children with disabilities and getting them the support and services they require to be successful in school. The role of the ARD committee is to develop the IEP to enable a child with a disability to achieve the prescribed goals resulting in positive outcomes. TSLAT works in collaboration with the Texas Education Agency (TEA) to provide Training, support, and resources for educators serving students with autism. With over 80 courses in 7 different categories including courses in Spanish, TSLAT enables educators to "take the lead on professional development." All courses are free; you can learn at your own pace; and you can earn CEUs and a certificate for each course you complete.

The goal is to build school district capacity to develop and appropriately implement instructional programs that provide meaningful access to inclusive environments and grade-level standards, where appropriate. In this episode of SPEDTalk, Pam, John, and Amy come face to face with excellence in practice while dropping in to visit with the Frisco ISD Special Education Leadership Team. This Dream Team of Four consists of Traci Cartas (Executive Director), and her three fabulous Directors, Garrett Jackson, Christine Davis, and Dr. Coral Wilkens. Their efforts to develop organizational capacity at all levels can best be described as the Intersection between Innovation and Education. The Special Education Leadership Academy they have developed to build SPED Knowledge District wide combines just the right mix of empathetic planning and strategic implementation. Utilizing a co-design process, the cohort model of professional learning opportunities developed provides prescriptive PD customized to the needs and interests of their staff. It really is exciting to see potential and possibility transform into practices in action. Frisco ISD is re-imagining what special education can be by developing leadership at all levels!

In this episode of SPEDTalk, Pam and John are joined by two of our favorite folks. We are excited to sit down with Jam Page, Director of SPED at ESC Region 15 and Tammy Utter, Field Service Agent (and former ESC SPED Liaison Extraordinaire) also from ESC Region 15 to learn all about the new Small and Rural Schools Network (SRSN). The SRSN includes representatives from each of the 20 Regional Education Service Centers, along with Network Leads, Jam and Tammy. This Network is designed to meet the educational challenges unique to small and rural school's in Texas.
Jam and Tammy are super excited to be sharing information about the purpose, mission, services, activities, and opportunities schools can expect from this new Statewide Leadership Network. With a goal of supporting increasingly equitable services to students with disabilities in small and rural LEAs, the SRSN Small & Rural School Connection Conferences are a great opportunity for SPED Directors and support staff to come together for shared learning and networking. In this episode of SPEDTalk, Pam and John discuss what it means to be an effective SPED Administrator, Shifting from Compliance to Outcomes, and the Importance of Student Self-Determination with the Director of Special Education at Connally ISD (Laurie Tresl) and the Director of Special Populations at China Spring ISD (Lisa Howard.) The common denominator between us being that we intentionally plan to come together monthly to discuss, explore, and share ideas, information , and resources as an Extended Professional Learning Community of Special Education Leaders in Central Texas. Together, we are developing our own leadership qualities through our investments in each other because we know the smartest person in the room is the room.

Aggie ACHIEVE (Academic Courses in Higher Inclusive Education and Vocational Experiences) is a four-year inclusive post-secondary opportunity for young adults with intellectual and developmental disabilities (IDD) who have exited high school. Aggie ACHIEVE provides an inclusive and immersive college education and equips students for employment in the community. Aggie ACHIEVE aligns coursework, internship opportunities, and extracurricular activities with each student’s academic interests and employment goals. Students reside in Texas A&M residence halls and have access to all campus-related activities.
