It starts by saying if you haven't matured in the milk or knowing good & bad and rejecting sin, then this Elementary basic Foundation and principal must be relayed (taught) and adhered to before moving onto solid food. It then goes on to speak of Falling Away and not being able to be renewed to repentance. In other words, your conscience is seared and you cannot be saved.
Walk in wisdom speaking to those outside the faith. Also, look after the ministry that has been given to you that you may fulfill it.
